A National Dialogue on the Transition and Sustainability of Public Health Nutrition Programs was held on July 27, 2011 in Kampala. This was borne out of a growing concern that many a time decision makers are faced with a dilemma: following a successful period for their programs or projects in terms of service delivery and achieving their aims, and these being in line with the country?s development agenda, they soon face uncertainty as donor funding which was key to their success comes to an end. This has led to a number of programs winding up as donor funding ends, despite the program?s proven efficacy and benefit to the target population. This may actually lead to (or indeed points to) a gap in managing transition and sustainability of programs into local management.

Du 19 au 20 janvier 2012, a eu lieu dans la salle de conférence du programme d?appui au développement sanitaire (PADS), le forum délibératif (dialogue politique) de la note de politique sur « les stratégies d?amélioration des allocations budgétaires pour la santé au Burkina Faso ». Il avait pour objectifs de :1-présenter la note de politique aux participants; 2-recueillir les amendements nécessaires à l?amélioration de la note de politique; 3-faire éventuellement le choix de(s) l?option (s) politique (s)adaptée (s); 4-réaliser les évaluations y afférentes. Le forum a regroupé plus d?une vingtaine de participants représentant le ministère de la santé, de l?économie et des finances et de la société civile (ONG et Associations). Les participants sont venus des directions centrales, régionales, des hôpitaux, des centres de recherche en santé, des districts sanitaires, etc.

Policy dialogue on task shifting for health workers in maternal and child healthcare: report

This dialogue to discuss the policy brief which outlines health policy options using the current research evidence is a fulfillment of one of UNHRO?s responsibilities of supporting evidence-based policy decisions. It was noted that there is an acute shortage of human resources for health in Africa and Uganda and slow progress towards meeting the MDGs. In addition, there is lack of access to surgical services for persons who suffer injury in road traffic accidents and persons who suffer debilitating, chronic conditions. In Uganda, about 100 doctors are produced per medical school of the 3 medical schools per year. However, Uganda seems unable to employ the doctors it produces. The issue is not numbers, there are doctors and nurses on the streets and hospitals are empty. There is no recruitment. There is need for a policy on recruitment and retention of workers.

The REACH policy initiative ? SURE project under UNHRO in collaboration with the College of Health Sciences, Makerere University had produced a policy brief on increasing access to skilled birth attendance which was the focus for discussion in this meeting. The brief describes the problem, highlights three policy options and implementation considerations that need to be taken into account. He requested the participants to introduce themselves. He introduced the moderator, Dr Freddie Ssengooba, from the School of Public Health, Makerere University, and requested him to facilitate the proceedings. Dr Ssengooba assured the participants that a record of the meeting would be kept but would not attribute comments to the participant speakers and thus encouraged them to freely express their views.

Report of the Deliberative Forum on Improving Governance for Health District Development in Cameroon

The Ministry of Public Health convened a deliberative forum in March 18, 2011 Merina Hotel in Yaounde, on "Improving Governance for Health District Development in Cameroon." Twenty governance actors were in attendance including officials from ministries and specialized agencies, regional and district medical officers, representatives of civil society associations, and bilateral and multilateral cooperation agencies and researchers. Each participant received a copy of the evidence brief prepared by the CDBPH to inform the forum. The objective was to gather stakeholders? perspectives and tacit knowledge on ways to improve governance for the servicing of health districts.

Deliberative Forum on Maintaining the presence of health workers in remote rural health facilities in Cameroon

Under the SURE project, the Centre for the Development of Best Practices in Health and the Directorate of Human Resources of the Ministry of Health organized a deliberative forum on January 31, 2012 at the Hotel Merina Yaoundé on the theme "Maintaining the presence of health workers in remote rural health facilities in Cameroon?. Twenty stakeholders of human resources management including officials from central and decentralized services (regional offices and health districts), representatives of unions of public health workers and researchers attended the dialogue. Each participant received a copy of the policy brief prepared by the CDBPH on the theme of the forum prior to the dialogue. The objective of the forum was to enrich the brief by capturing the participants? perspectives and tacit knowledge on ways to mitigate the desertion of rural health units isolated.

Todos os participantes do Diálogo concordaram que o problema da dengue no espaço urbano merece atenção especial, visto que é um dos principais problemas de saúde pública do mundo e desta forma o seu manejo deve envolver as tres opções colocadas em discussão por meio desta síntese. Opção 1 ? Utilizar produtos químicos/agentes biológicos no controle do vetor da dengue, na forma alada e larvar. Opção 2 ? Promover ações educação em saúde em nível comunitário e junto aos provedores de atenção à saúde para a identificação precoce e manejo adequado dos casos de dengue, bem como o controle dos criadouros do vetor. Opção 3 ? Monitorar permanentemente as relações intersetoriais desenvolvidas para a prevenção e controle da dengue.
