Universal health coverage (UHC) has risen to the forefront of the global health agenda in the past few years, as reflected by donor pledges, international declarations, and highprofile publications (BBC News 2009; Garrett, Chowdhury et al. 2009). The next World Health Report will focus on UHC, and other recent efforts have worked to identify sustainable financing for health systems strengthening. For instance, to coincide with the final report of the Taskforce on Innovative International Financing for Health Systems (TIIFHS)1 in September of 2009, donors announced commitments and new financing strategies expected to generate US$5.3 billion. At the same time, six developing countries announced policy reforms to increase access to health services, including the elimination of user fees, the provision of free care, and new insurance mechanisms (TIIFHS 2009).

A movement towards universal health coverage (UHC) – ensuring that everyone who needs health services is able to get them, without undue financial hardship – has been growing across the globe (1). This has led to a sharp increase in the demand for expertise, evidence and measures of progress and a push to make UHC one of the goals of the post-2015 development agenda (2). This paper proposes a framework for tracking country and global progress towards UHC; its aim is to inform and guide these discussions and assessment of both aggregate and equitable coverage of essential health services as well as financial protection. Monitoring progress towards these two components of UHC will be complementary and critical to achieving desirable health outcome goals, such as ending preventable deaths and promoting healthy life expectancy and also reducing poverty and protecting household incomes. This paper was written jointly by the World Health Organization (WHO) andThe World Bank Group on the basis of consultations and discussions with country representatives, technical experts and global health and development partners (3). A draft of this paper was posted online and circulated widely for consultation between December 2013 and February 2014. Nearly 70 submissions were received from countries, development partners, civil society, academics and other interested stakeholders. The feedback was synthesized and reviewed at a meeting of country and global experts in Bellagio, Italy, in March 2014 (4). The paper was modified to reflect the views emerging from these consultations.

Este trabalho consistiu em um estudo descritivo do envelhecimento populacional em 02 microáreas da área de abrangência da Equipe de Saúde da Família 01 (ESF 01) do Centro de Saúde Cachoeirinha, município de Belo Horizonte-MG. Realizou-se um estudo epidemiológico do tipo descritivo. Foi feita uma pesquisa documental de dados demográficos, epidemiológicos, culturais, ambientais e sociais a partir dos registros da ESF e dos Agentes Comunitários de Saúde que atuam nestas microáreas. Verificou-se que estas 02 microáreas apresentam diferenças nas composições etárias de sua população, apesar da proximidade geográfica entre elas. Observa-se que 16,2 da população da microárea 17 são maiores de 60 anos e apenas 7 da população da microárea 16 se encontram nesta mesma faixa etária. A maior longevidade da microárea 17 pode ser explicada pelo fato de haverem por lá mais moradores antigos, e também por seus residentes apresentarem melhores condições de vida, moradia, saúde e higiene. Na microárea 16, há aglomerados, favelas e uma urbanização mais desorganizada. Diante dos resultados observados, fica clara a necessidade da equipe de saúde da família discutir as implicações do envelhecimento populacional nas duas microáreas avaliadas, desenvolvendo ações para promoção do envelhecimento ativo, ações assistenciais e de reabilitação que contribuam para a qualidade de vida dos idosos de ambas as áreas.

O câncer do colo do útero é o terceiro tumor mais frequente na população feminina. 44% dos casos são de lesão precursora do câncer, chamada in situ. Esse tipo de lesão é localizado e de fácil tratamento. A efetividade da detecção precoce, associada ao tratamento em seus estágios iniciais, tem resultado em uma redução das taxas de incidência de câncer invasor que pode chegar a 90%. O presente trabalho tem como objetivo propor plano de intervenção para aumentar a cobertura do exame citopatológico das mulheres na faixa etária de 25 a 64 anos, na área de abrangência da equipe Ipê-Centro em Ibatiba-ES. Após a realização do diagnóstico situacional do território estudado foi possível identificar e definir os principais problemas encontrados nessa área de abrangência O trabalho demonstrou que independente do protocolo só preconizar as mulheres na faixa etária de 25 a 64 anos, sem incluir outros aspectos, é indispensável fazer um trabalho diferenciado de informação sobre o exame segundo a idade, nível sociocultural, estado civil, dentre outros fatores. A falta de informação e a utilização inadequada e insuficiente de serviços médicos são problemas comuns que impedem na nossa comunidade o diagnóstico precoce. É necessária uma atuação diferenciada dos profissionais da saúde com as mulheres em relação ao exame de prevenção. Deve ser feito um trabalho educativo, de promoção de saúde por todos os membros da equipe aumentando seu conhecimento para educar à população feminina e diminuir o índice de morbimortalidade por câncer de colo de útero.
