This article revisits the social policies directed towards adolescentoffenders in Brazil. It attempts to shed light on the historicalelements of the inclusion process that has led to the exclusion oftoday's adolescent. These elements are still present and influencethe way adolescents are taken into account, especially the poor andmarginalized ones.
