ABSTRACT
A questão da aplicação das decisões políticas subsiste tanto no campo da educação quanto fora dele. Freqüentemente, ela se coloca de forma mais aguda quando são constatadas distorções entre orientações adotadas e resultados alcançados, normalmente vividos como grandes traições. Como pano de fundo para esta questão, consideramos a capacidade das políticas de se curvarem à "força das coisas", isto é, ao peso de determinantes econômicos e sociais ou ao que é apresentado como tal. A mudança política que ocorreu na África do Sul em 1994 está na origem de um debate no país cuja aposta é saber se as decisões tomadas visando a erradicar as discriminações herdadas do passado em matéria de acesso à educação foram efetivadas dez anos mais tarde ou se estão sendo aplicadas. Para tanto, tentamos avaliar, por meio da análise de dados oficiais disponíveis para a Província do Western Cape, o peso da "força das coisas". Três preocupações se exprimem em nossa pesquisa: determinar, primeiramente, a amplitude da desagregação racial institucional da escola após o período do apartheid; apreender, em seguida, o peso dos determinantes sociais que estão em sua base, além das diferenciações raciais, a persistência de fortes desigualdades sociais no acesso à educação; e questionar, enfim, a capacidade que tem o aparelho político para controlar e em que medida esta "força das coisas", que provavelmente exprime tanto as heranças do passado quanto o próprio funcionamento da sociedade sul-africana, atravessada hoje por imposições da globalização e pela perenização das desigualdades socioeconômicas que lhe estão associadas.
The application of political decision survives both in the education field as outside it. Frequently, it is more pronounced when it is observed conflicts between the directions taken and the results obtained, normally perceived as great betrayals. As a background for this issue, we considered the capacity of policies to bend under the "force of things", that is, the weight of economic and social determiners or what is presented as such. The political change that took place in South Africa in 1994 is at the origin of a debate in the country on whether the decisions made aiming at eliminating the discriminations inherited from the past in terms of access to education adopted 10 years later or in effect. We attempt to analyze "the force of things" through the official data available for the Western Cape Province. Our study had three main concerns: firstly, determining the amplitude of racial segregation at school after the apartheid period, find out the weight of the underlying social determiners and their racial differences, the persistence of strong social inequalities in the access to education, and finally question the capacity of the political machine to control and to what extent this "force of things", which probably expresses both the heritage and the workings of the South African society currently under the effects of globalization and the perpetuated by the associated social-economic inequalities.
