ABSTRACT
RESUMO A Política Nacional de Resíduos Sólidos (PNRS) introduziu os Planos Municipais de Gestão Integrada de Resíduos Sólidos (PMGIRS) como um de seus instrumentos para gestão de resíduos sólidos e condicionou sua formulação ao acesso a recursos financeiros da União, destinados a esse fim. A capacitação técnica tem se apresentado como a maior dificuldade enfrentada pelos gestores municipais na elaboração de seus PMGIRS. Para suprir tais carências diversos órgãos produziram manuais e similares, dos quais cinco são analisados neste artigo. Como resultado obteve-se uma síntese das características dos manuais estudados, demonstrando que estes, em sua maioria, possuem alta carga de conteúdo teórico, com caráter predominantemente informativo.
ABSTRACT The National Solid Waste Policy (NPSW) has established the Integrated Solid Waste Management Plans (ISWMP) as one of the instruments for solid waste management, and its formulation has conditioned to the access of the Union's resources, which has been designed for this objective. Technical training has emerged as the greatest difficulty faced by municipal managers in developing their ISWMP. Various organs has produced guides and manuals to meet such needs, in which five of them are analysed in this article. As a result, we have obtained a summary table of the studied model's characteristics, and it has demonstrated in most cases high load theoretical content with predominantly informative subject.
