ABSTRACT
Resumo Este trabalho faz parte de uma investigação sobre Políticas Públicas de Esporte e Lazer (PPELs) na esfera Estadual/Distrital do pacto federativo brasileiro. Procurou compreender a constituição de uma agenda de trabalho investigativo coletivo sobre as PPELs de iniciativa setorial. Foi realizada uma revisão integrativa, com base na seleção de 80 trabalhos, a respeito dos quais foram identificados e descritos pontos de passagem das problematizações e fontes de coordenação de interesses dos estudos. Concluímos que existe um conjunto de trabalhos compondo uma agenda científica sobre as PPELs dos Estados/Distrito Federal. Em termos de problematizações se destacam o direito social e as desigualdades setoriais. A respeito da coordenação de interesses, sobressaem os estudos sobre financiamento e configurações das políticas.
Abstract This work is part of an investigation on Public Policies for Sport and Leisure (PPELs) in the State/District sphere of the Brazilian federative pact. It aimed to understand the constitution of a collective investigative work agenda on sectoral initiative PPELs. An integrative review was carried out, based on the selection of 80 works, regarding which crossing points of problematizations and sources of coordination of interests of the studies were identified and described. We conclude that there is a group of work composing a scientific agenda on the PPELs of the States/Federal District. In terms of problematizations, social rights and sectoral inequalities stand out. Regarding the coordination of interests, studies on funding and policy settings stand out.
Resumen Este trabajo forma parte de una investigación sobre Políticas Públicas para el Deporte y el Ocio (PPELs) en el ámbito Estatal/Distrital del pacto federativo brasileño. Se buscó comprender la constitución de una agenda colectiva de trabajo investigativo sobre los PPEL de iniciativa sectorial. Se realizó una investigación cualitativa denominada revisión integradora, a partir de la selección de 80 trabajos, respecto de los cuales se identificaron y describieron puntos de cruce de problematizaciones y fuentes de coordinación de intereses de los estudios. Concluimos que existe un cuerpo de trabajo que compone una agenda científica sobre los PPEL de los Estados/Distrito Federal. En cuanto a las problematizaciones, se destacan los derechos sociales y las desigualdades sectoriales. Y, en cuanto a la coordinación de intereses, destacan los estudios sobre financiación y configuración de políticas.
ABSTRACT
Este trabalho, numa perspectiva antropológica, coloca em questão a produção de ações de arbitragem de futebol num circuito de lazer urbano. Operando com conceitos da Teoria Ator-Rede e entendendo que a ação de 'apitar um jogo' (e suas incertezas) envolvem associações de elementos heterogêneos, buscamos investigar como os árbitros 'levam o jogo até o final' na experiência do lazer varzeano, num circuito da cidade de Porto Alegre. Com base em dados de diários de campo produzidos numa etnografia multilocalizada caracterizada pela circulação, seguindo os árbitros em ação, desenvolvemos dois cursos de associações, um deles colocando os árbitros como intermediários e o outro como mediadores. Concluímos que 'levar o jogo até o final' envolve performatizar justaposições e deslizamentos entre esses dois cursos. As incertezas dizem sobre esses deslizamentos necessários e sobre o trabalho dos árbitros no lazer.
From an anthropological perspective, this work addresses production of football referees' actions in an urban leisure tournament. Operating on concepts from the Actor-Network Theory and understanding that the action of refereeing in a match and its uncertainties involves associations of heterogeneous elements, we investigated how referees 'take the match to the end' in outskirts leisure experience in a tournament in Porto Alegre, Brazil. Based on data from field diaries produced in multi-sited ethnographic work characterized by circulation, which followed referees at work, we developed two association paths respectively placing referees as intermediaries and as mediators. We conclude that 'taking the match to the end' involves performing juxtapositions and dislocations between these two courses. Uncertainties speak of these necessary dislocations and referees' work in leisure sports.
