ABSTRACT
Este trabalho apresenta, através de uma pesquisa em sites e documentos oficiais, os objetivos de quatro projetos sócio-esportivos em Curitiba e, através de uma revisão de literatura, aponta alguns dos objetivos de crianças, adolescentes e de seus responsáveis para a participação em projetos desta natureza. Concluímos que a promoção destes projetos é direcionada à crianças e adolescentes pobres e, tanto na proposta como na procura, a prática esportiva não é entendida como tendo um fim em si própria. A mesma é percebida como uma forma de ocupação de tempo livre e desenvolvimento humano. Mais estudos comparando propostas de projetos e o que o público em geral espera dos mesmos são necessários no sentido de gerar subsídios para o desenvolvimento de políticas públicas que de fato atendam as necessidades da população.
This paper presents, through research in official sites and documents, the goals of four social sports projects in Curitiba, and, through a literature review, outlines the goals of projects attendance from the perspective of children and of their caregivers. We concluded that these projects are directed to the poor, and sports practice is not perceived as having an end in itself neither in the project proposal, nor by those who attend them or by their caregivers. This practice is seen as a form of occupation for free time and human development. More studies comparing the proposal of projects and what the public expects from them are necessary to help generate subsidies for the development of public policies that actually meet the needs of the population.

A pesquisa investigou facilitadores e barreiras para a implementação de um projeto social em Curitiba, o Programa Comunidade Escola, e para a participação de crianças e adolescentes no mesmo. A pesquisa foi qualitativa e os dados coletados através de observações e de entrevistas abertas com 65 agentes do Programa (coordenadores, professores, estagiários voluntários, crianças e adolescentes). Os principais facilitadores são: apoio da Secretaria Municipal da Educação; empenho dos trabalhadores; oferta de atividades gratuitas em um ambiente relativamente seguro; oportunidades de socialização. As principais barreiras são: baixa remuneração dos trabalhadores; alta rotatividade de voluntários e estagiários e falta de apoio para o seu trabalho. Alguns fatores são facilitadores ou barreiras, dependendo da realidade de cada escola: parcerias; cultura de participação comunitária; condições dos espaços, materiais e equipamentos; natureza das atividades ofertadas. A pesquisa oferece subsídios para a melhoria de programas similares e para a idealização e gestão de outros projetos.
This research investigated the main facilitators and barriers for the implementation of a social project in Curitiba, the Community School Program, and for the participation of children in the program. The research was qualitative and the data was collected through observations and open interviews with 65 Program agents (coordinators, teachers, student teachers, volunteers and children). The main facilitators are: the support of the City Education Department; workers efforts; offer of free activities in a relatively safe environment; and opportunities for socialization. The main barriers are: workers low pay; volunteers and student teachers high turnover rates, and lack of support for their work. Some factors are characterized as facilitators or barriers, depending on the reality of each school: community participation culture; partnerships; conditions of school spaces, materials and equipment; type of activities which are offered. The research offers some subsides for the improvement of similar programs and for the idealization and management of other projects.
