ABSTRACT
Este artigo descreve e analisa o processo de implementação da Rede de Atenção às Urgências e Emergências (RUE) nas regiões de saúde brasileiras, buscando identificar os fatores facilitadores e dificultadores da sua efetivação, de modo a contribuir com a avaliação desta política. A implantação das redes de atenção é uma iniciativa federal apoiada pelos gestores estaduais e municipais com vistas à maior integração entre os serviços de saúde no nível regional, objetivando a integralidade da atenção. Conclui-se que, em relação à RUE, avanços têm sido alcançados em vários dos seus componentes, mas há ainda importantes desafios a serem enfrentados para a garantia de uma atenção às urgências integral, ágil e oportuna.
This article describes and analyzes the implementation of Urgencies and Emergencies Attention Network (RUE) in Brazilian health regions, focusing on identifying the facilitating and complicating factors to its effectuation, in a contributing way to this policy evaluation. The implementation of attention networks is a federal initiative supported by state and municipal managers, aiming on a better integration between health services in a regional level, having attention integrality as goal. About the RUE, it is concluded that advances are being achieved in several of its components, but there are still important challenges to be tackled in order to guaranteeing integral agile and convenient attention to urgencies.
