ABSTRACT
O presente trabalho tem como objetivo analisar o processo de criação de um programa de Previdência para a área rural no governo Medici (1969-1973), denominado Programa de Assistência Social ao Trabalhador Rural (Prorural). A finalidade dessa pesquisa foi verificar, ao longo do ano de 1971, o processo de tramitação e aprovação do Prorural no Congresso Nacional e sua implantação, assim como, a sua divulgação e repercussão na mídia. Primeiramente, apresentamos o Prorural de forma detalhada, inserido na historiografia tanto de forma teórica quanto de conteúdo aliada a contextualização do período civil-militar. Em seguida, montamos uma retrospectiva histórica das mobilizações rurais em prol da ampliação de direitos sociais, das iniciativas estatais e da previdência social brasileira. Em seguida, explicamos a iniciativa do Executivo em relação à criação da Previdência Rural (Prorural), sua tramitação no legislativo. Por último, mostramos a repercussão e divulgação do projeto de lei do Prorural e como contraponto apresentamos o Boletim informativo, O Trabalhador Rural, editado pela Confederação Nacional dos Trabalhadores da Agricultura. This dissertation intent to analyze the creation process of a Providence Program to the Brazilian rural area during the Medici government (1969-1973), named Rural Worker Social Security Program (Prorural).The aim of this research was to verify, along the year of 1971, the process ofcirculation and approbation of Prorural in Brazilian National Congress, itsimplementation and the process of divulgation and repercussion in the media. We first present the Prorural in its significant details insert it in thehistoriography either in theoretic and in content form contextualized in the civil-military period. Then, we present a historical retrospective of the rural movements occurred to request for the amplitude of the social rights, the government initiatives and of theBrazilian Social Providence. In sequence we explain the initiative of the Executive Power in the creation of the Rural Providence (Prorural) and its passage in Legislative Power. Finally we present the repercussion and the divulgation of the law project ofProrural in the media and, as a counterpoint, we present the Informative Bulletin, The Rural Worker , edit by the Rural Workers National Confederation.
