ABSTRACT

Objective:In the context of the S&T system reforming and research paradigm transforming, the overall thought and the key tasks were proposed.Methods:Combining the theorical & policy analysis, the overall thought and the key points in sectoral S&T management were proposed by the method of comparative and inductive analysis.Results/Conclusions:The overall thought is to expend the narrow sense of "research management" to the broad sense of "S&T management", to promote the macro technology policy to be implemented, and advance the technology breakthroughs by facing the people’s life and health and coordinating the technology resources and forces, so as to enhance the supporting role of S&T innovation for health. The key task points are as follows, i. e., organizing R&D tasks by focusing on the health demand (1 st), standardizing the management by improving policy system (2 nd), coordinating the resources by integrating the diverse platforms (3 rd), constructing the talents staff by the research practicing (4 th), optimizing the innovation ecology by strengthening supervision (5 th).

ABSTRACT

The Doha Declaration has entrusted to the members of WHO the right to use the compulsory licensing for drug patents in the face of global public health crises.Although the basic compulsory licensing system for drug patents has been established in China, the efficiency of its implementation is low, the responsibility of its executive departments is unclear, the related rules are not fully understood by pharmaceutical enterprises, it is thus necessary to improve and perfect the relevant legal provisions and systems in order to effectively improve the accessibility of drugs.

ABSTRACT

<p><b>OBJECTIVE</b>To establish the mothod to dectect the microdialysis recovery of HCPT and to investigate the influencing factors, thus to supply experimental basis for in-vivo microdialysis of HCPT.</p><p><b>METHOD</b>The in vitro recovery of HCPT was detected by concentration difference method (increment method and decrement method). The influence of flow rates, medium concentration and temperature on the HCPT recovery and the stability were studied.</p><p><b>RESULT</b>The recovery detected by increment method was the same as by decrement method. The recovery was independent of HCPT concentrations in the medium. The hydroxycamptothecine recovery had good stability and increased as the temperature rose.</p><p><b>CONCLUSION</b>Microdialysis sampling can be used for the pharmacokinetic study of HCPT. Retrodialysis can be used for the determination of the HCPT in vivo recovery.</p>
