Política e cultura: a relação entre indivíduo e estrutura na perspectiva das teorias do comportamento eleitoral / Policy and cultur: the relationchip between individual and structure form de perspective of theories of electoral behavior

O artigo pretende oferecer contribuição ao tema da relação existente entre a consciência individual e as determinações estruturais no processo de construção dos padrões de comportamento dos sujeitos, em especial no campo político/eleitoral. Para isso, realiza uma reflexão centrada na tentativa de compreender, teoricamente, como se dá o processo de determinação das escolhas individuais e qual o peso de elementos subjetivos e das condições estruturais nessas determinações. De início, busca-se delimitar, em termos teóricos, o debate sobre a relação entre indivíduo e estrutura na teoria social de orientação marxista, priorizando as perspectivas de dois autores que têm se debruçado sobre o tema com importantes contribuições, quais sejam, Edward P. Thompson e Ellen M. Wood. Em seguida, e partindo das contribuições teóricas desses autores, trata-se das principais abordagens sobre o comportamento político-eleitoral, para então refletir sobre como essas podem ser situadas em relação às abordagens apresentadas e, eventualmente, ter seu potencial explicativo ampliado a partir delas

The article intends to offer a contribution to the theme of the relationship between individual consciousness and structural determinations in the process of building the patterns of behavior of subjects, especially in the political/electoral field. For this, it carries out a reflection centered on the attempt to understand, theoretically, how the process of determining individual choices takes place and what is the weight of subjective elements and structural conditions in these determinations. Initially, we seek to theoretically delimit the debate on the relationship between individual and structure in marxist orientation social theory, especially from two authors who have focused on the theme with important contributions, namely, Edward P. Thompson and Ellen M. Wood. Then, and based on the theoretical contributions of these authors, we deal with the main approaches to political-electoral behavior, to then reflect on how these can be situated in relation to the approaches presented and, eventually, have their explanatory potential expanded from them

Neoconservadorismo e políticas migratórias: o Brasil rumo ao retrocesso? / Neoconservatism and migration policies: Brazil heading backwards?

Este texto aborda a ascensão do neoconservadorismo no Brasil e seus possíveis influxos nas políticas migratórias. Analisa as características essenciais do pensamento neoconservador; como se manifestam no arranjo político que ascendeu ao poder no Brasil na década de 2010; e quais os possíveis influxos que podem representar nas políticas migratórias. Funda-se em revisão de literatura e análise de documentos. Constata-se que o pensamento neoconservador se sustenta em uma mescla de valores tradicionais (família, hierarquia, moralidade, autoridade), com ideias liberais na economia, securitização do Estado, nacionalismo, controle da pobreza e fundamentalismo religioso, fomentando uma "política do ódio" ao diferente, podendo comprometer os custosos avanços legislativos no campo das migrações, bem como a liberdade de circulação de pessoas migrantes e a sua inserção e integração nos corpos políticos

This text deals with the rise of neoconservatism in Brazil and its possible influences on migration policies. Analyzes the essential characteristics of neoconservative thinking; how these manifest themselves in the political arrangement that came to power in Brazil in the 2010s; and what are the possible inflows that may represent in the migratory policies. It is based on literature review and document analysis. It is clear that neoconservative thinking is based on a mixture of traditional values (family, hierarchy, morality, authority), with liberal ideas in the economy, state securitization, nationalism, poverty control and religious fundamentalism, fostering a "politics of hatred" to the different, which could undermine the costly legislative advances in the field of migration, as well as the freedom of movement of migrant persons and their insertion and integration into political bodies

Disputa pelo Fundo Público Municipal: as políticas sociais na trajetória de duas décadas no Noroeste do Rio Grande do Sul / Dispute for Municipal Public Fund: social policies during two decades trajectory in Rio Grande do Sul Northwest

Em contextos de reestruturação produtiva, a disputa pela apropriação do fundo público tende a se tornar mais intensa. Este artigo analisa a trajetória de duas décadas, 1990 e 2000, de aplicação do fundo público em políticas sociais, nos municípios polo do Noroeste do Rio Grande do Sul. A partir dos referenciais do método dialético, demonstram-se e comparam-se os investimentos realizados, buscando relações com os interesses de grupos e classes sociais, bem como com os indicadores de desenvolvimento destas formações sociais específicas. Constata-se o aumento expressivo dos valores investidos ao longo do período, porém com tendência decrescente de percentuais, especialmente na década de 2000, na relação com o orçamento municipal disponível, evidenciando acirramento na disputa pelo fundo público. O crescimento dos indicadores de desenvolvimento, acima da média estadual e nacional, evidencia a relevância dos investimentos em políticas sociais para os municípios selecionados.

In productive restructuring contexts, the dispute over the appropriation of the public fund tends to become more intense. This article analyzes the trajectory of two decades, 1990 and 2000, of the application of the public fund in social politics, in the main municipalities of northwestern Rio Grande do Sul. From the reference points of the dialectical method, the investments made are demonstrated and compared, seeking relationships with the interests of groups and social classes, as well as the indicators of development of these specific social formations. There was a significant increase in the amounts invested over the period, but with a decreasing trend of percentage, especially in the 2000s, in relation to the available municipal budget, evidencing a sharp increase in the dispute over the public fund. The growth of development indicators, above the state and national average, shows the relevance of investments in social politics for the selected municipalities.
