ABSTRACT
Introducción: A comienzos de 2007, el Gobierno de la ciudad de Bogotá llevó a cabo una reestructuración organizativa de la Secretaría Distrital de Salud (SDS), a raíz de la cual creó la Dirección de Participación Social y Servicio al Ciudadano. La tarea central que emprendió dicha dirección fue diseñar, de manera participativa, una política pública que constituyera su horizonte de gestión. Métodos: Este artículo narra la experiencia de diseño y formulación de la Política Pública Distrital de Participación Social y Servicio a la Ciudadanía en Salud, que contó con la participación de personas organizadas de las comunidades y de servidores públicos del sector salud. Resultado: La construcción participativa de la política posibilitó reflexionar sobre las diferentes interpretaciones que existen sobre la participación social y el servicio a la ciudadanía en salud, todas las cuales fueron importantes para configurar los aspectos conceptuales de la política. Igualmente, permitió caracterizar la situación de la participación social y el servicio a la ciudadanía en Bogotá, que se constituyó en el referente para enfrentar por parte de la política, y brindó elementos propositivos importantes para establecer el contenido de esta. Conclusión: La experiencia evidencia que cuando existe voluntad política en un gobierno es posible la construcción participativa de políticas públicas, lo que amplía la legitimidad social de estas, fortalece la construcción de la democracia, el sentido de lo público y la generación de respuestas más adecuadas a las necesidades de las comunidades.
Introduction: In early 2007 the Government of Bogotá made an organizational restructure of the District Department of Health, which created the Social Participation and Citizen Service Direction. The central task undertaken by the Direction was to design in a participatory manner a public policy that would constitute the management horizon. Methodology: This article recounts the experience of design and formulation of the District Public Policy and Social Service of health to citizens. This included the participation of organized people from the communities and public health sector workers. Results: The participatory construction of the policy provided the chance to reflect on the different interpretations of social participation and health service to the public that exist. These were important in shaping the conceptual aspects of the policy. It also made possible the characterization of the situation of social participation and service to the public in Bogotá, which became the reference to face by the Policy and provided important propositional elements for the establishment of the content of the Policy. Conclusion: Experience shows that when there is political will in the government, it is possible to develop participatory public policies. This extends the social legitimacy of the policies and strengthens democracy, the meaning of the public and the generation of responses to the needs of communities.
