O Programa de Pós-graduação em Serviço Social e Desenvolvimento Regional e a universidade pública / The Graduate Program in Social Work and Regional Development and the public university

Resumo: Este artigo busca apresentar o escopo, as ações e o impacto do Programa de Pós-Graduação em Serviço Social e Desenvolvimento Regional (PPGSSDR) da Universidade Federal Fluminense (UFF). Este foi concebido reconhecendo o papel da universidade como instituição social autônoma - mas não isolada - e articulada sobre a indissociabilidade entre ensino, pesquisa e extensão, com os desafios que advêm do conjunto de transformações societárias que ameaçam o caráter público das Ifes e a cultura universitária.

Abstract: This article seeks to present the scope, actions and impact of the Postgraduate Program in Social Work and Regional Development (PPGSSDR) at the Universidade Federal Fluminense (UFF). This was conceived recognizing the role of the university as an autonomous social institution - but not isolated - and articulated on the indissociability between teaching-research-extension, with the challenges that come from the set of societal transformations that threaten the public character of the Ifes and the university culture.

Rede socioassistencial e sociedade civil na PNAS: sobre fragmentações do "público" e do "privado" na vida social / Social assistance network and civil society in PNAS: about the "public" and "private" dimension's fragmentation in social life

O artigo propõe uma reflexão crítica sobre o "padrão" de territorialização da Política Nacional de Assistência Social, em curso desde 2004 no Brasil, tendo esta a estratégia central de constituição da rede socioassistencial como forma de assegurar a concepção sistêmica e universal de proteção social, bastante relacionada à lógica do desenvolvimento em país capitalista periférico. Reflete como a descentralização político-administrativa, a despeito dos princípios da Lei Orgânica de Assistência Social, tem se materializado no território a partir do estímulo à intensificação das relações de convênio para prestação de serviços de assistência social. Identificamos tal modelo como afirmação de determinada relação naturalizada entre o que se institui, no capitalismo como esferas "pública" e "privada". Esta materializa-se de forma particular na formação social periférica do capitalismo ­ na gestão dos três níveis de governo no Brasil.

The paper proposes a critical reflection about territorialization's "pattern" of the National Social Assistance Policy, which main strategy focuses on the network's assistance constitution as a way to ensure systemic design and universal social protection quite related to the logic of the peripheral country's development. It considers how the political and administrative decentralization, in spite of the principles of social assistance's organic law, has materialized itself in the territory under the stimulus to the intensification of "public-private" relationships, in order to provide social assistance services. We identify such a model as an affirmation of certain naturalized ratio between what in capitalism was built as "public" and "private sphere". This materializes, in a particular way, in peripheral capitalism social formation ­considering the three levels of Brazil's government.

Questão habitacional no território: sobre soluções para a acumulação na racionalidade burguesa / Housing question in the territory: about the bourgeois rationality accumulation’s solutions

O artigo reflete sobre como a questão habitacional produzida historicamente no capitalismo caracteriza-se a partir de dois elementos: a propriedade privada e a sua centralidade como mercadoria, expressando-se no território desde sua origem a partir da lógica especulativa. Ao ser assentada sobre território hegemonizado pelo capital, produz entraves profundos para a afirmação do direito à moradia de forma universal. A hipótese que norteia o trabalho é que a questão da moradia, nas suas contradições aparentes, apresenta-se como mais uma solução para a acumulação do capital, conforme contribuição de autores clássicos e contemporâneos do campo da teoria social crítica. Reflete sobre elementos estruturais que desafiam a garantia do direito à moradia em particular no Brasil, sendo que os limites da conformação da questão habitacional e das formas históricas de resposta do Estado no Brasil necessitam ser compreendidas no contexto mais amplo da dinâmica da acumulação.

The article reflects about how is the housing question in the capitalism historically produced based on two elements: the private property and on the commodities protagonism, both expressed on the territory since the speculative logic origin. On the capital hegemonic territory, it produces deep impediments for the affirmation of the housing right universal right to the housing. The hypothesis that guides the work is that the housing question in its apparent contradictions, is presented more as a solution for the capital accumulation dynamic, based on the contribution of classic authors and contemporaries of the field of the critical social theory. It reflects on structural elements that defy the guarantee of the housing right in particular in Brazil, being that the limits of the conformation of the housing question and the historical forms of reply of the State in Brazil need to be understood in the context amplest of the dynamics of the accumulation.
