Pandemia da Covid-19: Prática de Lazer entre Professores Brasileiros / Covid-19 pandemic: leisure practice among teachers brazilian

Neste estudo, examinamos as atividades de lazer entre os professores durante a COVID-19, avaliando questões relacionadas ao perfil sociodemográfico e às condições de trabalho. Trata-se de um websurvey transversal, realizado com professores da educação básica pública de Minas Gerais. Foi utilizado um formulário digital para a coleta de dados em 2020. A prática de lazer na pandemia foi a variável dependente. Na análise múltipla, foi utilizada a regressão de Poisson. Participaram do estudo 15.641 professores, dos quais 43% não estavam tendo práticas de lazer na pandemia. Houve maior prevalência de ausência da prática de lazer entre as mulheres, entre os idosos, professores pardos e pretos, contratados/designados e insatisfeitos com o trabalho docente na pandemia. Assim, esta pesquisa buscou discutir temas socioculturais, destacando que o acesso às práticas de lazer carece de uma visão social, humana e voltada para a desigualdade.

In this study, we examined leisure activities among teachers during the COVID-19, assessing issues related to sociodemographic profile and working conditions. This is a cross-sectional websurvey, performed with teachers of public basic education of Minas Gerais. A digital form was used to collect data in 2020. Leisure practice in pandemic was the dependent variable. In the multiple analysis, Poisson regression was used. A total of 15,641 teachers participated in the study, of which 43% were not having leisure practices in pandemic. There was a higher prevalence of absence of leisure practice among women, among the elderly, brown and black-skinned teachers, contracted/designated teachers and those not satisfied with teaching work in pandemic. Thus, this research sought to discuss sociocultural topics, highlighting, that access to leisure practices lacks a social, human vision focused on the inequality.

Lazer e favela: produção do conhecimento em periódicos especializados / Leisure and favela: production of knowledge in specialized journals

Esta pesquisa tem como objetivo analisar a produção acadêmica acerca do tema "Lazer e Periferia" nos periódicos especializados do campo do Lazer no Brasil. Buscaremos a partir desta análise, observar, por exemplo, se a periferia tem sido tratada como um lugar de ausência ou um espaço de produção cultural. Além disso, vamos investigar em que medida o Lazer se constitui como um direito para a população periférica, a partir destas publicações. Para tanto, foi realizada uma revisão de literatura, levando em conta os periódicos voltados ao campo do Lazer no Brasil, que possuem Qualis Capes B4 ou superior. Os estudos apontam para três principais categorias de análise para compreendermos a relação entre o Lazer e a Periferia: "Equipamentos de Lazer", "Atuação e Formação Profissional de Lazer" e "Políticas Públicas". A partir destas três categorias, foi possível observar que a intervenção estatal no âmbito da garantia do direito ao Lazer precisa, antes de tudo, estar alinhada às próprias demandas das comunidades, sem, contudo, negligenciar o acesso ao patrimônio histórico-cultural que precisa ser garantido à população periférica.

This research aims to analyze the academic production on the theme "Leisure and Periphery" in specialized journals in the field of Leisure in Brazil. Based on this analysis, we will seek to observe, for example, whether the periphery has been treated as a place of absence or a space for cultural production. In addition, we will investigate to what extent Leisure constitutes a right for the peripheral population, based on these publications. For that, a literature review was carried out, taking into account the journals focused on the field of Leisure in Brazil, which have Qualis Capes B4 or higher. The studies point to three main categories of analysis to understand the relationship between Leisure and the Periphery: "Leisure Equipment", "Leisure Activities and Professional Training" and "Public Policies". From these three categories, it was possible to observe that state intervention in the scope of guaranteeing the right to Leisure needs, above all, to be aligned with the communities' own demands, without, however, neglecting access to the historical and cultural heritage that needs to be guaranteed to the peripheral population.

Gastos com o esporte na gestão 2012-2015 do governo do Pará: quando a prioridade não foi a garantia do direito social / Sports expenditure in the 2012-2015 administration of the government of Pará: when the priority was not to ensure social rights

O artigo objetiva analisar o financiamento público para o esporte no estado do Pará durante a gestão 2012-2015 no tocante aos investimentos direcionados para as dimensões do esporte, afim de identificar as prioridades das políticas executadas. Para tanto desenvolveu-se pesquisa documental e bibliográfica. A coleta de dados foi realizada em documentos oficiais da gestão. Para a análise dos dados utilizou-se a técnica proposta por Boschetti (2009), e desenvolvida segundo o indicador direcionamento dos gastos. Os resultados revelam que há uma centralidade do financiamento e dos gastos com a dimensão do esporte de alto rendimento, com foco na realização dos grandes eventos esportivos e na infraestrutura, com destaque para reforma do estádio olímpico, o que evidencia a prioridade com uma dimensão esportiva que não responde a possibilidade do acesso universalizado à maioria da população.

This article aims to analyze public funding for sport in the state of Pará during the administration of the 2012-2015 with regard to investments targeted to the dimensions of sport, in order to identify the priorities of the implemented policies. To this end, documentary and bibliographic research was developed. Data collection conducted in official administration documents. For the analysis of the data, the technique proposed by Boschetti (2009) was used, and developed according to the expenditure targeting indicator. The results reveal that there is a centrality of financing and expenditure with the dimension of high-performance sport, with a focus on the holding of major sporting events and their infrastructure, with emphasis on the reform of the Olympic stadium, the venue of major sporting events, which shows the priority with a sporting dimension that does not respond to the possibility of universal access to the majority of the population.

O objetivo do estudo foi compreender em que medida a existência da Coordenadoria de Esporte e Lazer (CEL) da UFLA, do Centro Esportivo Universitário (CEU) da UFMG e da Divisão de Esporte e Lazer Universitário (DIESU) da UFU pode contribuir para o desenvolvimento sistemático de políticas de lazer e esporte nas universidades mineiras. Foi utilizada uma pesquisa documental de caráter exploratório descritivo dos Regimentos, Resoluções e Regulamentos Internos, desenvolvida à luz da proposta teóricometodológica do Ciclo Político. Destaca-se que estes órgãos apresentaram definições de orientações normativas de alcance, de conteúdo, dos programas, assim como estruturas organizacionais próprias, configurando a existência de uma política institucional destinada ao lazer e ao esporte (AU).

Capacidade limitada de indução federal na implementação do Programa Esporte e Lazer da Cidade ­ PELC / Limited federal induction capacity in implementing the City Sport and Leisure Program - PELC

O PELC é um programa nacional de esporte e lazer, criado em 2003, coordenado pelo governo federal e implementado no âmbito municipal. Analisar a implementação dos convênios do PELC no período de 2013 a 2017, com foco nas possibilidades de continuidade do programa na esfera municipal. Trata-se de um estudo qualitativo, de natureza estudo de caso associado a um estudo quantitativo observacional descritivo. A análise abrangeu o total de 43 municípios que implementaram o PELC. Os dados apontam que o potencial de indução para continuidade do Programa é pequeno, tendo em vista que a maioria dos municípios pretende realizar novo convênio para continuidade do projeto. A capilaridade do PELC ainda é baixa, bem como a sua cobertura, além de não atender a equidade regional, dada a concentração de municípios conveniados na região sudeste.

PELC is a national sports and leisure program, created in 2003, coordinated by the federal government and implemented at the municipal level. Analyze the implementation of the PELC agreements in the period from 2013 to 2017, focusing on the possibilities of continuity of the program at the municipal level. It is a qualitative study, of a case study nature associated with a descriptive observational quantitative study. The analysis covered a total of 43 municipalities that implemented the PELC. The data show that the potential for inducing continuity of the Program is small, considering that most municipalities intend to make a new agreement for the continuity of the project. The capillarity of the PELC is still low, as well as its coverage, in addition to not attending to regional equity, given the concentration of municipalities with agreements in the southeast region.

Modelos e abordagens de implementação para a análise de políticas de esporte e lazer: construção do grupo de pesquisa Polis/NeoPolis / Implementation models and approaches for the analysis of sports and leisure policies: the construction of Polis/NeoPolis research group / Modelos de implementación y enfoques para el análisis de políticas deportivas y de ocio: construcción del grupo de investigación Polis/NeoPolis

Os avanços do campo de análise de políticas públicas no Brasil ocorreram a partir dos anos 2000 e sua materialização se dá em diferentes áreas disciplinares. A partir de 2010, observa-se um recrudescimento da produção científica na área de políticas públicas de esporte e lazer com um esforço de aproximação do arcabouço teórico das ciências sociais. O objetivo do ensaio foi apresentar o grupo de pesquisa Polis/NeoPolis da UFMG e refletir sobre a literatura do campo das políticas públicas que tem fundamentado seus trabalhos e publicações na área do esporte e lazer. O grupo tem investido em estudos de políticas públicas com o intuito de produzir conhecimento acerca de uma política setorial que coadune com uma produção mais ampla do campo de políticas públicas nacionais e internacionais. Acredita-se que o recorte escolhido sobre os estudos de implementação possa contribuir com as pesquisas desenvolvidas na área de esporte e lazer.

Since the 2000s, the studies on Public Policy (PP) Analysis advanced and its materialization takes place in different areas. From 2010, there has been an increase of the scientific production in Sport and Leisure PP area, with an effort to bring the theoretical framework of the Social Sciences closer to the discussion. The aim of this essay was to present the research group Polis/NeoPolis from UFMG and reflect about the literature in the PP field that has been supporting the group's works and publications in the area of Sport and Leisure Studies. The group has invested in studies about PP in order to promote the knowledge production about a sectional policy that matches with a broader production in the national and international PP field. It is believed that the chosen subject about the Studies of Implementation can contribute with the research to be developed in the Sport and Leisure field.

Los avances en el campo del Análisis de Políticas Públicas (PP) en Brasil ocurrieron desde la década del 2000 y su materialización se da en diferentes áreas disciplinarias. A partir de 2010 se ha producido un incremento de la producción científica en el ámbito de las PP de deporte y ocio con un esfuerzo por acercar el marco teórico de las ciencias sociales. El objetivo del ensayo fue presentar el grupo de investigación Polis/NeoPolis de la UFMG y reflexionar sobre la literatura en el ámbito de las políticas públicas que viene apoyando sus trabajos y publicaciones. El grupo ha invertido en estudios de PP con el fin de producir conocimiento que sea consistente con una producción más amplia en el campo de las políticas públicas nacionales e internacionales. Se cree que el apartado elegido sobre los estudios de implementación puede contribuir a la investigación desarrollada en el área.

Gazeta do Norte newspaper and the great Sports Square as nation projects: 'Mold for Tomorrow's Men!'

Abstract Aim: This study contextualizes the establishment of Montes Claros Sports Square, in Minas Gerais, through the look of Gazeta do Norte newspaper, and its alignment with a nation project to be established by the government of Getúlio Vargas, who took office in 1930. He formulated actions for a 'national reconstruction' project, for which, from society, it was necessary to emerge both physically and morally healthy subjects, fundamental conditions for the construction of the aforementioned new nation, and which could reach the Brazilians in the hinterlands. Thus, this study aimed to narrate a history of the construction of Montes Claros Sports Square, from the end of the 1930s until 1945, during Getúlio Vargas' first term as President of the Republic, with Benedito Valadares as Governor of Minas Gerais. Methods: The study was based on the extensive collection of data researched in Gazeta do Norte newspaper. Results: Symbol of a modern project for sports, the Sports Square was announced by the governor during his visit to the city, in January 1939, and established on the Oswaldo Cruz meadow. It is possible to verify that, notably, in the 15 years of Getúlio Vargas' first term, the practice of sports is developed and consolidates itself as an 'actor' in the social space of Montes Claros. Conclusion: In this city, in addition to the construction of the Sports Square, it was necessary to educate and inform the individuals. It can be said that the newspaper Gazeta do Norte firmly contributed to Vargas' nation project.

A política de esporte no estado do Pará no período de 2012 a 2013 / The policy of sport in state of Para in the period from 2012 to 2013 / La política del deporte en el estado de Pará en el periodo de 2012 a 2013

O estudo trata sobre as políticas públicas de esporte no estado do Pará. O objetivo foi analisar as dimensões do esporte priorizadas nas políticas de esporte no governo estadual. Para este artigo foram analisados os anos de 2012 e 2013, de acordo com PPA, anos iniciais da gestão do governo de Simão Jatene (gestão 2011-2014), período que antecede a preparação no país dos megaeventos esportivos, como a Copa do Mundo 2014 e as Olimpíadas de 2016. Metodologicamente, é uma pesquisa documental, com análise dos documentos como PPA, LOA e Mensagem à ALEPA. Os resultados apontam uma execução orçamentária como elemento limitador para o que o governo chamava de esporte para inclusão social, pois apresentou maior destinação orçamentária à dimensão do alto rendimento. E indicam uma política alinhada ao campo esportivo de natureza conservadora, que atende como prioridade o esporte de representação do governo, com destaque aos grandes eventos esportivos.

The study discusses the public policies of sport in the State of Para. The objective was to analyze what dimensions of sport are prioritized in the policies of sport in the state government. In this paper, the years 2012 and 2013 were analyzed, in accordance with PPA, early years of management the government of Simão Jatene (2011-2014), period that precedes preparation in the country of sports mega-events, such as the 2014 World Cup and the Olympics in 2016. Methodologically, it is documentary research with analysis of documents like PPA, LOA, and Message to ALEPA. The results suggest a budget execution limiter element for what government called sport for social inclusion, because it presented a higher budget allocation for dimension of high income. Moreover, these indicate a policy aligned to sports field of conservative nature, which serves as a priority sport of representation of government, with emphasis on major sports events.

El estudio trata sobre políticas públicas de deporte en estado de Pará. El objetivo fue analizar cuáles son dimensiones del deporte priorizadas en políticas de deporte en gobierno estadal. Para este artículo fueron analizados los años de 2012 y 2013, de acuerdo con PPA, años iniciales de gestión del gobierno de Simão Jatene (2011 - 2014), periodo que antecede la preparación en el país de los mega eventos deportivos, como Mundial de 2014 y las olimpiadas de 2016. Metodológicamente, es una investigación documental, con análisis de documentos como PPA, LOA, Mensaje a ALEPA. Los resultados sugieren una ejecución de presupuesto a fin de limitar que gobierno llamaba de deporte para inclusión social, pues se presentó una destinación de presupuesto más grande para dimensión de alto rendimiento. E indican política alineada al campo deportivo de naturaleza conservadora, que atiende como prioridad deporte de representación del gobierno, destacando a grandes eventos deportivos.

Políticas de esporte e lazer nas universidades federais de Minas Gerais: um olhar sobre as associações atléticas acadêmicas / Sports and leisure policies in federal universities of Minas Gerais: a look at academic athletic associations

A presente pesquisa advém de uma experiência pessoal em gestão do esporte e lazer universitário e, objetiva compreender o papel que as Associações Atléticas Acadêmicas (AAA's), presentes nas universidades federais do estado de Minas Gerais, assumem na organização e no desenvolvimento do esporte e lazer dentro de suas instituições. Por meio da análise quantitativa e qualitativa, contatou-se 107 associações das quais, 62 participaram da pesquisa. Os achados indicam que as AAA's prezam, não só pelo desenvolvimento e representação do desporto universitário, como também, pela integração de toda a comunidade acadêmica, através de eventos sociais e culturais. Assumindo assim, um papel fundamental na reivindicação e incentivo ao desenvolvimento de políticas de esporte e lazer nas universidades federais de Minas Gerais.

This research comes from a personal experience in sport and leisure management, and aims to understand the role that Academic Athletic Associations (AAA's), present in the Federal universities of the State of Minas Gerais, in the Organization and in the development of sports and recreation within their institutions. Through quantitative and qualitative analysis, it was possible to contact 107 of which 62 associations participated in the research. The findings indicate that the AAA's treasure, not only for the development and representation of the University Sports, but also by the integration of the entire academic community, through social and cultural events. Assuming so, a fundamental role in the claim and encourage the development of sport and leisure policy in the Federal universities of Minas Gerais.

Apropriação de equipamentos públicos de lazer por usuários de bicicleta: um olhar sobre o parque ecológico da Pampulha / The appropriation of public leisure spaces by bicycle users: an analysis of the Pampulha ecologic park

Este estudo teve como objetivo investigar a apropriação do Parque Ecológico da Pampulha (PEP) por usuários de bicicletas. Quarenta e nove ciclistas responderam um formulário contendo perguntas que tratavam do perfil, apropriação e opinião a respeito do uso da bicicleta no PEP, na orla da Lagoa da Pampulha e em Belo Horizonte. As questões fechadas foram tratadas por uma análise quantitativa descritiva, enquanto as abertas foram examinadas pela análise de conteúdo. De um modo geral, as respostas apontam para uma percepção positiva dos visitantes em relação à liberação da entrada de bicicletas nos parques e à estrutura do PEP e da orla da Pampulha para se pedalar. Percebe-se que a liberação - além de estar de acordo com a expressividade do ciclismo na região - é uma forma de se democratizar a entrada do parque para aqueles que se apropriam do espaço público através desse instrumento. No entanto, os entrevistados anseiam por mais estruturas na cidade que permitam o uso da bicicleta, indicando o papel do PEP e da orla em permitir seu uso com segurança, uma vez que a insegurança aparece como a principal barreira para o uso da bicicleta em Belo Horizonte.

This study investigated the appropriation of the Pampulha Ecologic Park (PEP) by bicycle users. Forty-nine cyclists answered a form, which contained open and closed questions about their profile, appropriation and opinion regarding the bike use in the park, in Pampulha lake's margins and in Belo Horizonte. The closed questions were analyzed through descriptive statistics, while the content analysis was used for the open ones. In general, the answers indicated a positive perception about the bike entry permission, the PEP and the Pampulha Lake surroundings structure. The results show that the liberation, besides being in line with the bike popularity in the site, can democratize the park entry for those who appropriate the public space through this instrument. However, the cyclists desire more structures changes in the city in order to improve the bicycle use, which indicates the park and the lake role in providing a safe place to cycle, once the lack of safety revealed to be an important barrier to cycle in Belo Horizonte.

Presença do lazer no orçamento participativo regional de Belo Horizonte - 1994 a 2013/2014 / Presence of leisure in the regional participatory budget of Belo Horizonte - 1994 to 2013/2014

No processo de definições públicas relacionadas ao lazer, é indispensável a participação popular para a garantia de ações condizentes com a demanda do público alvo que se deseja beneficiar. Em Belo Horizonte (BH) o Orçamento Participativo (OP) é percebido como uma ferramenta consolidada e de referência para a participação da população. Assim, este trabalhou pretendeu identificar a presença do lazer no OP de BH, problematizando a presença das demandas de lazer no OP, desde a sua criação até a edição de 2013/2014 através da busca por indícios de concentração de demandas. Os dados analisados nesta pesquisa direcionam ao entendimento de que a representatividade das demandas de lazer frente às outras tem crescido a cada edição. Este fato pode ser proveniente da já aquisição de outras necessidades, consideradas básicas, ou da característica intersetorial e interdisciplinar conferida ao lazer.

In the process of public leisure-related settings, popular participation is essential to guarantee consistent actions for the demand of the target audience. In Belo Horizonte (BH) the Participatory Budget (PB) is perceived as a consolidated and reference tool for population´s participation. Thus, this paper intended to identify the leisure´s presence in BH´s PB, questioning the presence of leisure demand in the PB, since its creation until 2013/2014 edition through search for indication of demands concentration. The analyzed data in this research lead to the understanding that the representativeness of leisure demands compared to others has grown with each edition. This fact may have come from the acquisition of other necessities, considered basic, or of the intersectorial and interdisciplinary characteristic conferred to leisure.

Resumo Este trabalho buscou investigar o turismo futebolístico no "novo" Mineirão. A partir dos resultados da pesquisa empírica, observou-se um perfil de torcedor viajante que se aproxima das definições acerca do torcedor consumidor. Em relação à motivação, o futebol constitui-se o principal motivo da viagem. Assim, a experiência de vivenciar o esporte in loco e conhecer o estádio são fatores que se complementam.

Resumen Este estudio tuvo como objetivo investigar el turismo de fútbol en el "nuevo" Mineirão. De los resultados de la investigación empírica, se obtuvo un perfil itinerante del hincha que se aproxima a las definiciones sobre el hincha consumidor. En cuanto a la motivación, el fútbol es la razón principal para el viaje. Por tanto, la experiencia de vivir el deporte de forma presencial y conocer el estadio son factores que se complementan entre sí.

Resumo: O Imposto sobre Circulação de Mercadorias e Serviços (ICMS) é um tributo arrecadado pelos governos estaduais e parcialmente distribuído aos municípios. No caso de Minas Gerais, a partilha se dá através de diversos critérios, dentre eles o denominado ICMS Esportivo. O objetivo deste estudo é discutir o papel desse tributo no financiamento das políticas de esporte, a partir dos documentos oficiais que ordenam o funcionamento do ICMS e dos dados públicos da partilha desse recurso, entre 2011 e 2014. O estudo conclui que tal estratégia de financiamento público possui diversos limites, como a demasiada valorização dos eventos municipais esportivos. (AU)

Resumen: El Impuesto sobre Circulación de Mercaderías y Servicios (ICMS) es un tributo recaudado por los gobiernos de los Estados y parcialmente distribuido a los municipios. En el caso de Minas Gerais, esa distribución se da según diversos criterios, entre los cuales el denominado ICMS Deportivo. El objetivo del presente estudio es discutir papel de este tributo en la financiación de las políticas de deporte a partir de documentos oficiales que ordenan el funcionamiento del ICMS y de los datos públicos sobre la distribución de esos recursos entre 2011 y 2014. El estudio concluye que tal estrategia de financiación pública tiene diversos límites, como excesiva valorización de los eventos municipales deportivos. (AU)

Abstract: The Brazilian sales tax known as Tax on Circulation of Merchandise and Services (Imposto Sobre Circulação de Mercadorias e Serviços ­ ICMS) is collected by state governments and partially distributed to municipalities. In the case of the state of Minas Gerais, this distribution happens under several criteria, including Sports ICMS (ICMS Esportivo). The purpose of the study is to discuss the role of that tax in funding sports policies based on official documents describing ICMS operation and public data on its distribution between 2011 and 2014. The study concludes that such public funding strategy has several constrains, such as overvaluing sports municipal events. (AU)

A Pampulha e o "novo" mineirão: possibilidades para o fomento da prática do turismo futebolístico / The Pampulha and the new mineirão: possibilities for the promotion of football tourism

Este estudo objetivou pesquisar a prática do turismo futebolístico em Belo Horizonte, a partir das possibilidades de aproximação entre a Pampulha e o "novo" Mineirão. Foram preenchidos 335 formulários em dias de jogos realizados no estádio, sendo que, para poder participar da pesquisa, o torcedor não podia possuir moradia fixa na cidade. Identificou-se que os valores intrínsecos ao "novo" Mineirão são fatores que motivam a maioria dos torcedores a querer viajar para frequentar o estádio. Todavia, a minoria realiza outras atividades de lazer na Pampulha além da vivência futebolística. Portanto, tanto pelas intervenções ocorridas na paisagem urbana da Pampulha, que a constituíram como espaço turístico, quanto pelo fluxo turístico proveniente da demanda futebolística, acredita-se que o futebol possa ser pensado, para além da dimensão esportiva, como uma atração turística capaz de fomentar o turismo na localidade.

This study aimed to investigate the practice of football tourism in Belo Horizonte, from the possibilities of approximation between Pampulha and the "new" Mineirao. 335 were filled forms on days of matches at the stadium, and in order to participate, the fans could not have fixed housing in the city. It was found that the intrinsic values to the "new" Mineirao are factors that motivate the majority of fans wanting to travel to attend the stadium. However, the minority engaged in other leisure activities in Pampulha beyond footballing experience. Therefore, both the interventions occurred in the urban landscape of Pampulha, which formed as a tourist space, as the tourist flow from the footballing demand, it is believed that football can be thought of, in addition to the sporting dimension, as a tourist attraction capable of promoting tourism in the locality.

A copa do mundo de futebol em Belo Horizonte-MG: impactos e legados / The world cup in the city of Belo Horizonte: impacts and legacies / El mundial del fútbol en la ciudad de Belo Horizonte: impactos y legados

Investigou-se os impactos e legados da Copa do Mundo anunciados para a cidade de Belo Horizonte. Metodologicamente, a pesquisa foi de caráter qualitativo. Como técnica de coleta de dados, entrevistou-se seis gestores. Concluiu-se que há subordinação da lógica do evento à dinâmica do mercado de capital, o que limita os ganhos sociais que se poderia obter. Os gestores enxergam a realização do megaevento como "negócio" e oportunidade de antecipar decisões e recursos governamentais, de aumentar o fluxo de turistas e de promover a imagem da cidade. Dessa forma, os principais legados consistiriam naqueles econômicos, de infraestrutura e de capacitação.

The announced impacts and legacies of the World Cup in the city of Belo Horizonte were investigated. Methodologically, this was a qualitative study, in which 6 managers were interviewed as a method of collecting data. It was concluded that there is a relationship of subordination between the event's logic and capital market's dynamics. This limitates any social gains which may be obtained. The managers only see the mega event as a 'business' and an opportunity of anticipating decisions and governmental support, to increase the flow of tourists and to promote the image of the city.

Se investigó los impactos y los legados del Mundial anunciados para la ciudad de Belo Horizonte. Metodológicamente, la investigación fue cualitativa y se entrevistó seis gerentes. Se concluyó que hay subordinación de la lógica del evento a la dinámica del mercado de capitales, lo que limita las ganancias sociales que se podrían obtener. Gerentes avistaron la realización del mundial como una oportunidad "de negocio" y anticiparse a las decisiones y los recursos del gobierno, para aumentar el flujo de turistas y promover la imagen de la ciudad. Los legados principales consistirían en los derechos económicos, infraestructura y capacitación.

O futebol e o início da diversão esportivizada em Montes Claros-MG / Soccer and the beginnings of competitive sports as leisure activities in the city of Montes Claros, state of Minas Gerais, southeastern Brazil

As primeiras décadas do século XX no Brasil são marcadas por transformações no modo de vida dos indivíduos, sobretudo os citadinos. Os apelos para a necessidade de um comportamento entendido como moderno são frequentes e passam, entre outros, pelas práticas de diversão. Entre estas, destacam-se as vivências esportivas, símbolos de uma nova sociedade que procura identificar-se com o novo. Este estudo investiga as primeiras manifestações esportivas na cidade norte mineira de Montes Claros a partir do que foi publicado em jornais do início do século XX e das obras de memorialistas. Nesta localidade, no período destacado, o futebol passa a ser visto como um hábito de diversão que aproxima a elite da cidade de um desejado modo de vida moderno.

The first decades of the twentieth century in Brazil saw changes in people?s lifestyle, especially of those living in cities. At that time, there were many calls for the need of a change to a modern lifestyle which would include, among other things, leisure activities - competitive sports, for example, which were symbols and hallmarks of a new society, a society in which people, interacting and mingling with each other, tried to connect and engage with the new. The present study investigates, based on records that were published in the early twentieth century in newspapers and in memoirs as well, what were the first sporting events that happened in the city of Montes Claros, State of Minas Gerais, southeastern Brazil. In this city, during this particular period, soccer started being considered as an enjoyable, fun leisure activity which brought forth the desired modern lifestyle that the city's elite was aiming at.

A vivência do lazer sob uma perspectiva histórica: o caso do município de Montes Claros/MG / The practice of leisure in a historical perspective: the case of Montes Claros/MG

Este artigo analisa as vivências de lazer no município norte - mineiro de Montes Claros. O recorte temporal é a segunda metade do século XX, período no qual todo o país, bem como o município, passou por importantes transformações econômicas, culturais e demográficas que, evidentemente, provocaram mudanças também no setor lazer. O objetivo principal é compreender, em uma perspectiva histórica, as especificidades desteprocesso em Montes Claros/MG.

This article analyses the practices of leisure in the city of Montes Claros. The period of time is the second part of 20th Century, when the country and the city passed by important economic, cultural and demographic changes that, obviously, resulted in changes in the leisure too. The principal aim is to understand, in a historical vision, the particularity of this process in Montes Claros/MG.
