ABSTRACT
A questão das políticas públicas de saúde pode ser abordada sob diversos aspectos. No entanto, o exame de suas práticas pela biopolítica possibilita a análise dos dispositivos de saber-poder para a construção da verdade sobre o sujeito. Portanto, o objetivo deste artigo é propor a problematização da tensão constitutiva das políticas públicas e das práticas no paradigma biopolítico, principalmente aquelas relacionadas com a saúde da população. Desde o século XVIII, a nova questão do poder é a de governar a vida, desde seus ritmos de crescimento até a atividade de cada indivíduo. Nesse sentido, a prática psi vem contribuindo para o estabelecimento de relações de dominação, uma vez que detém um saber sobre o sujeito. Assim, é importante repensar a dimensão idealizante e alienadora de tais práticas, que tendem à fixação das relações de poder, sem permitir a invenção de novas formas de governo.
The issue of public health policies can be approached in several ways. However, the examination of their practices through biopolitics enables the analysis of knowledge-power devices for the construction of the truth about the subject. Therefore, the aim of this paper is to propose the questioning of the constitutive tension of public policies and practices in the biopolitical paradigm, especially those related to public health. Since the eighteenth century, the new issue of power is to rule life, from its growth rates to the activity of each individual. In this sense, the psy practice has contributed to the establishment of relations of domination, since it detains a knowledge about the subject. Thus, it is important to rethink the idealizing and alienating dimension of such practices, which tend to root relations of power, without allowing the invention of new forms of government.
