ABSTRACT

The psychiatric problem has become a global public health issue. The model of mental health service advocate that“Treatment of disease occurred in the hospital, but rehabilitation and management in the community”. This brings great challenge to the community health service center. By comparing the domestic and foreign mental health service system, this paper discusses the necessity of carrying out the standardized training of general practitioners in psychiatry and psychology.

ABSTRACT

The paper analyzed the impact of the trial for "lump-sum prepayment practice of medical insurance" on tertiary hospitals in Shanghai initiated by Shanghai Medical Insurance Bureau since 2009. Based on the analysis, the authors recommended that the hospitals should adapt to the changes by raising quality of care, improving cost accounting, informationizing and refining medical insurance information management, as well as controlling expenses on a rational basis. These approaches will help them adapt to and promote the ongoing health reform in China.

ABSTRACT

Objective To understand the current situation of the operational mechanism of medical research subsidization in the army so as to make suggestions for improvement. Methods Using the methods of literature review and expert consultation, an investigation through questionnaires was made into the operational mechanism of medical research subsidization in the army. Results The group of experts held that in subsidizing medical research in the army, stress ought to be laid first of all on the encouragement of innovation(scoring 450 points) . Next in line were respectively the highlighting of military use (scoring 340 points), the guarantee of urgent needs(scoring 310 points), and fair competition( scoring 123 points). Conclusion It is imperative to further perfect the operational mechanism of medical research subsidization in the army, reinforce the implementation of rules and regulations, constandy improve the assessment index, and reduce administrative intervention.

ABSTRACT

The paper analyzes the current situation of the application of the peer review system in the management of medical research funding of the army and, in view of existing shortcomings, puts forward some specific measures of improvement, including bettering methodology, enhancing efficiency, and guaranteeing openness and impartiality.
