ABSTRACT

A review of management problems found in lifesaving access to emergency care in healthcare organizations at all levels in China, and a reference international critical and emergency care systems and their quality and safety management standards were made by the authors. Based on such and special needs of such access, the paper studied the domestic lifesaving access to emergency care service workflow, and abstracted common management issues on the lifesaving access to emergency care. The study identified key elements of lifesaving access to emergency care management through case analysis, and formulated standard terms for such key elements. Hence a set of standards is developed for quality management fitting healthcare organizations at all levels in China′s lifesaving access to emergency care, serving as the guidance for their standardized management and evaluation.

ABSTRACT

El artículo expone las disposiciones vigentes que deben ser observadas en las Unidades de Emergencias en el momento de atender pacientes que están cursando una urgencia médica con compromiso vital o riesgo de la pérdida total la función de un órgano o extremidad, que requiere una atención médica inmediata e impostergable, condición que debe presentarse simultáneamente. Se detalla el marco jurídico administrativo y el proceso operativo que se debe considerar para el buen desarrollo de la aplicación de la Ley de Urgencia. La Ley comporta beneficios para los pacientes, como el acceso a la atención sin mediar garantía previa y el respaldo económico, para lo cual se deben cumplir ciertas condiciones.


The article presents the current provisions should be observed in the Emergency Room at the time seeing patients who are involved in a emergency medical situation with life-threatening or risk of total loss function of an organ or limb, which requires medical attention immediate and urgent, condition to be submitted simultaneously. It details the legal and administrative frame work and operating process that should be considered for the smooth implementation of the Emergency Law.
