ABSTRACT

The globalized epidemic of the COVID-19 forced the international community to reconsider the importance and urgency of global public health in world peace and development. The authors analyzed the COVID-19 epidemic prevention and control situation in Africa, and discussed the functions and layout of China-Africa friendship hospitals from the perspective of global health governance. It was suggested that the functions of China-Africa friendship hospitals should be positioned as the high-level medical centers in Africa, regional medical and disease control linkage centers, regional health technology training centers, regional telemedicine collaboration center, and regional health policy research center.Furthermore, the layout of China-Africa friendship hospitals should respond to China′s assistance in the construction of Africa′s center for disease control and China-Africa′s cooperation plan for promoting the " one belt and one road" construction, and work together with the medical team to build a new pattern of medical integration and health care system for African disease prevention and control and medical treatment.

ABSTRACT

Faced with huge demand for building public health capacity in the post-Ebola era, Africa Union has planned to establish Africa Center for Disease Control and Prevention ( Africa CDC,ACDC), with headquarters in Addis Ababa, Ethiopia, and at least 5 regional collaborating centers in each region of the continent .The strategic objectives of ACDC focus on building a continental integrated public health system and strengthening needed public health capacity .The current study analyzed the background , plans, development layout and strategy of ACDC , and provided references for China-Africa cooperation in the areas of public health and for the formulation of China global strategies of biosecurity and disease prevention and control .

ABSTRACT

China’s relationship with Africa has gained worldwide attention, with substantial scale and wide range of investment and development assistance over the past decades. We argue in this paper that China-Africa health collaboration has four main characteristics:China has a vague definition of the Development Fund for Health;there is no single development agency within Chinese government; the Chinese government is very responsive to re-quests from local government and most of the health programs are co-developed by the two governments;and China's private investment in Africa merges into the field of public development and plays an important role. Thus, China-Af-rica health collaboration has two major problems:resource mismatch and restricted impact. The case of Congo shows that in order to increase the effectiveness of China-Africa health collaboration and to make better use of the advantages of a complex system, decision-makers need to consider the bottom-up innovation and integration with local systems when making policies. They also need to avoid a scattered structure and inefficiency brought about by a complex sys-tem in order to ensure balanced consensus-building mechanisms among all stakeholders in China-Africa health collab-oration.
