ABSTRACT

In the context of the prevention and control for coronavirus disease (COVID), public health emergency governance has been incorporated into an important part of the national governance system, and the "combination of peacetime and wartime" has become an important principle of public health emergency governance. Based on the experience of public health emergency management in large cities and the theory of collaborative governance, this study analyzed the problems and obstacles of general hospitals in coping with emerging respiratory infectious diseases. It is proposed to select general hospitals above tertiary level in the region to build peacetime and wartime combined emergency hospital, establish standardized conversion procedures and strengthen the construction of key elements of integrated emergency hospitals, so as to provide new ideas for the construction of emergency medical system "combination of peacetime and wartime" mechanism and improve the "combination of civilian and combat" public health emergency governance system.

ABSTRACT

Grassroots communities, as the forefront of the transformation of national system and mechanism, the reformation of social structure, the change of interest pattern, and the transition of ideological consciousness, have long been the focus of government work, academic research, and social practitioners. Based on the theory of collaborative governance, aiming at the problems existing in the emergency management of public health emergencies in grassroots communities at present, this paper put forward the construction measures of public health emergency collaborative governance system with grassroots communities as the core, including improving the grassroots community emergency management organizational structure, consolidating the standardized foundation of grassroots community emergency collaborative management, enhancing the awareness of grassroots community emergency collaborative management, and strengthening the interactivity of the grassroots community information communication system. It is hoped to provide necessary reference for promoting the reform of public health emergency governance system.

ABSTRACT

OBJECTIVE To provide reference for clarifying the action and development direction of China ’s drug safety governance. METHODS Based on governance theory ,an analysis framework of “Motivation-Sharing-Performance and Feedback ” was established to explain the mechanism of cross-sector collaboration governance of drug safety. By constructing the action framework of national drug safety governance of “3 stages+1 incubation period ”,the connotation of each stage and possible challenges were analyzed ,and improvement suggestions were put forward. RESULTS & CONCUSIONS The obstacles that restricted the effectiveness of drug safety governance in China were mainly due to insufficient information ,resource mobilization and power sharing. Therefore ,the“basic collaboration stage ”should expand the scope of information sharing and involve non-governmental entities ;the“legislative coordination stage ”should focuse on the provision of formal legal systems so that non-governmental forces can play a necessary role in governance activities ;the“deepening of the coordination stage ”should promote the formal integration of social forces into governance system ,and truly realize the transition from “passive participation ” to self-management. It is recommended to continuously improve the construction of drug safety governance system in China in terms of governance norms ,communication mechanisms ,capacity development based on a holistic perspective.

ABSTRACT

Guangdong province is experimenting with a model composed of various types of medical alliances, having achieved initial success with some of them and preliminarily has formed a holistic governance pattern. Experiences behind such initial success lied in a coordinated top-level design, reasonable and classified guidance, leader role of key governance subjects, and the construction of a telemedical system. However, as analyzed from the angle of collaborative governance, existing medical alliances have not yet formed a community of services, that of responsibility, that of interests, and that of services. In this consideration, the authors recommended to strengthen the collaborative governance of such alliances by respective governance subjects based on the theories of integrated medical service system and collaborative governance, eventually forming an integrated medical and health service system.

ABSTRACT

Objetivos: Objetivou-se caracterizar o perfil da governança na Atenção Ambulatorial Especializada na região Sul de Santa Catarina (SC), a partir da percepção dos gestores em relação as especificidades da governança colaborativa. Métodos: A pesquisa baseou-se no modelo analítico, desenvolvido por Milagres et al. (2016). A população é formada por 23 gestores das Comissões de Intergestores Regionais (CIRs). Pesquisa de cunho qualitativo - quantitativo, aplicada, descritiva do tipo levantamento. O questionário foi o instrumento de coleta de dados e o período de aplicação foi entre julho a setembro de 2018. Foi aplicado nas reuniões das CIRs, após serem devidamente autorizadas e aprovadas. Para análises estatísticas, os dados foram organizados, codificados, tabulados no software estatístico IBM SPSS, versão 20.0®, utilizando- se de estatística descritiva. Resultados: Constatou-se que, o princípio da confiança é reconhecido por 68% dos gestores, assim como os elementos: Antecedentes em torno de 70%; Governança Contratual, 35,5%; Governança Processual em média 70% e Governança Relacional aproximadamente 64%. No entanto, observou-se que os gestores não têm clareza em identifica-los com tamanha importância. Conclusões: A adoção da gestão colaborativa está em apropriar ­ se de conhecimento, fornecendo subsídios para que seja possível o enfrentamento dos entraves, possibilitando tornar a Atenção Ambulatorial Especializada efetiva, e gerar resultados atendo as demandas da população.


Introduction: To characterize the governance profile in the Specialized Outpatient Care in the southern region of Santa Catarina (SC), based on the perception of managers in relation to the specificities of collaborative governance. Methods: The research was based on the analytical model developed by Milagres et al. (2016). The population is formed by 23 managers of the Comissões de Intergestores Regionais (CIRs). Qualitative - quantitative research, applied, descriptive of the survey type. The questionnaire was the main instrument of data collection and the period of application was between July and September 2018. It was applied in the meetings of the CIRs. For statistical analysis, the data were organized, coded, tabulated in the statistical software IBM SPSS, version 20.0®, using descriptive statistics. Results: It was found that, the trust principle is recognized by 68% of the managers, as well as the elements: Antecedents around 70%; Contractual Governance, 35.5%; Process Governance on average 70%; and Relational Governance approximately 64%. However, it was observed that managers are not clear on identifying them with such importance. Conclusion: The adoption of collaborative management is to appropriate knowledge, providing subsidies to face the obstacles, making it possible to make Specialized Outpatient Care effective, and generate results and meeting the demands of the population.
