Resumen Ante las actuales dificultades que existen para realizar los cambios y transformaciones en nuestra realidad social y sistemas políticos actuales, no queda más que imaginar un posible mundo mejor y el hecho de pensarlo, reflexionarlo es ya, empezar la lucha cotidiana y de largo plazo por realizarlo.


Abstract Before the current difficulties that exist to make the changes and transformations in our social reality and current political systems, there is more to imagine a better world possible and the fact of thinking about it, reflecting on it is already, to start the daily struggle and in the long term, to carry it out.

ABSTRACT

Resumo Este artigo, na forma de ensaio, é um convite à reflexão sobre o caráter emancipatório da vigilância em/da saúde, um debate interrompido na década de 1990. Em tempos de grave crise política e institucional no Brasil e no ano da 1ª Conferência Nacional de Vigilância em Saúde (1ª CNVS), é estratégico renovar as discussões teóricas e epistemológicas críticas que fundamentaram a trajetória da medicina social latino-americana e da saúde coletiva nos últimos 40 anos. Para isso, baseamo-nos nos pensamentos críticos da modernidade que articulam o capitalismo, o colonialismo (ou a colonialidade) e o patriarcalismo como os três pilares da dominação, segundo o sociólogo português Boaventura de Sousa Santos. Em um contexto de crise civilizatória, repensar a emancipação significa atualizar o significado das lutas sociais em seu relacionamento com o conhecimento e as epistemologias desprezadas pela civilização moderna e ainda presentes no Sul Global, seja nos espaços indígenas e camponeses ou nas periferias urbanas.


Abstract This article in essay form is an invitation to reflect upon the emancipatory character of health surveillance, a debate that was interrupted in the 1990s. In these times of grave political and institutional crisis in Brazil and in the year of the first National Conference on Health Surveillance (1ª CNVS, acronym in Portuguese), it is particularly appropriate to revive the critical theoretical and epistemological discussions that have grounded the trajectory of Latin American social medicine and public health over the last 40 years. To this end, I draw on aspects of critical thinking on modernity devised by the Portuguese sociologist Boaventura de Sousa Santos, who postulates three pillars of domination: capitalism, colonialism (or coloniality), and patriarchy. In the current context of a crisis of civilization, rethinking emancipation requires us to refresh our understanding of the meaning of social struggles in terms of their relationship with the knowledges and epistemologies undermined by modern civilization and still present in the Global South, whether in spaces occupied by indigenous peoples and poor farmers or in urban peripheries.

ABSTRACT

No hay lugar en el mundo, donde un profundo malestar se manifiesta frente al aumento de las brechas sociales, al irrespeto a la justicia, al desempleo de los jóvenes, a los abusos de poder, a la destrucción de la naturaleza. Una nueva ola de movimientos sociales se ha desarrollado. Los Foros sociales permitieron su globalización. Una conciencia social colectiva crece: no se puede seguir así. El tipo de desarrollo económico que vivimos actualmente, con sus consecuencias políticas, culturales y sicológicas, es el origen de los desequilibrios. Al mismo tiempo, la necesidad de soluciones se impone de manera urgente. Es el momento de plantear nuevas orientaciones y no solamente adaptaciones. Reunir fuerzas para actuar y pensar por este fin, es una prioridad. Es por esto que, junto a la iniciativa del Referéndum sobre el agua (uno de los bienes comunes) en Italia, la Fundación Rosa Luxemburgo tomó la decisión de organizar una Conferencia sobre el concepto del Bien Común de la Humanidad, para promover una reflexión sobre los vínculos entre las dos nociones y de integrar las reivindicaciones y las luchas sociales para un cambio de sociedad, escenario en el que se enmarca éste artículo.


There is no place in the world, where a deep discomfort manifests against the increase of the social gaps, to the disrespect for justice, to the unemployment of young people, the abuse of power, and the destruction of nature. A new wave of social movements has been developed. The social forums allowed its globalization. A collective social conscience grows: we cannot continue like this. The kind of economic development that we go thorough today, with its political, psychological, and cultural consequences is the source of the imbalances. At the same time, the need for solutions is essential urgently. It is time to consider new directions and not only adaptations. Gathering forces to act and to think for this purpose, is a priority. This is why, along with the initiative of the Referendum on the water (one of the Common Good) in Italy, the Rosa Luxembourg Foundation made the decision to organize a Conference on the concept of the Common Good of Humanity, to promote a reflection on the links between the two concepts and to integrate the demands and social struggles for a change of society, scenario in which this article is framed.

ABSTRACT

O artigo discute inicialmente as concepções centrais do neoliberalismo e da multifacética crise de civilização, decorrentes da unilateralidade da perspectiva iluminista. Afirmando a necessidade de recuperar a perspectiva crítica, insere a consideração das políticas econômicas neoliberais e de suas conseqüências políticas, sociais e culturais na perspectiva da crise da modernidade. Considera a seguir as características centrais da cosmologia moderna, salientando o papel central do racionalismo, nas suas vertentes ontológica e gnosiológica. Apoiando-se nas contribuições da ciência contemporânea (em especial da física quântica) e da psicanálise, assinala o caminho seguido pela crítica daquelas concepções, orientadas no sentido de relativizar o determinismo, abrindo espaço para a consideração da criação e da emergência do radicalmente novo na história.


This paper begins by putting forth the argument about the main concepts of neoliberalism and of the multifacetted crisis of civilization issuing from the unilateral illuministic perspective. Asserting the need to recover the critical viewpoint, it includes the analysis of neoliberal economic policies and their political, social and cultural outcome from the standpoint of the modemity crisis. It goes on to ponder the main features of modem cosmology, highlighting the fulcrum role of rationalism in both its ontological and gnoseological approaches. Seeking support on the contributions of contemporary Science (particularly Quantum Physics) and of Psychoanalysis, it point out the route taken by the critique of those concepts, targetted towards the relativity of determinism and making room for the consideration of creation and of the emergence of the radically new in History.


Cet article discute, premierement, les conceptions centrales du néo-libéralisme et de la crise multidimensionnelle de civilisation, qui découlent du caractere unilatéral de la perspective des lumieres. En affirmant qu'il faut retrouver la perspective critique, le texte situe la considération des politiques économiques néo-libérales et de leurs conséquences politiques, sociales et culturelles dans la perspective de la crise de la modemité. L'on considere, ensuite les caractéristiques centrales de la cosmologie modeme, en soulignant le rôle central qui y joue le rationalisme, dans ses versants ontologique et gnoséologique. En s'appuiant sur les apports de la science contemporaine (particulierement ceux de la physique quantique) et de la psychanalyse, cet article signale la voie empruntée par la critique de ces conceptions, orientées dans le sens d'en relativiser le déterminisme, ouvrant ainsi un espace à la consi,dération de la création et de l'émergence du radicalement neuf dans l'histoire.
