Gastos com o esporte na gestão 2012-2015 do governo do Pará: quando a prioridade não foi a garantia do direito social / Sports expenditure in the 2012-2015 administration of the government of Pará: when the priority was not to ensure social rights

O artigo objetiva analisar o financiamento público para o esporte no estado do Pará durante a gestão 2012-2015 no tocante aos investimentos direcionados para as dimensões do esporte, afim de identificar as prioridades das políticas executadas. Para tanto desenvolveu-se pesquisa documental e bibliográfica. A coleta de dados foi realizada em documentos oficiais da gestão. Para a análise dos dados utilizou-se a técnica proposta por Boschetti (2009), e desenvolvida segundo o indicador direcionamento dos gastos. Os resultados revelam que há uma centralidade do financiamento e dos gastos com a dimensão do esporte de alto rendimento, com foco na realização dos grandes eventos esportivos e na infraestrutura, com destaque para reforma do estádio olímpico, o que evidencia a prioridade com uma dimensão esportiva que não responde a possibilidade do acesso universalizado à maioria da população.

This article aims to analyze public funding for sport in the state of Pará during the administration of the 2012-2015 with regard to investments targeted to the dimensions of sport, in order to identify the priorities of the implemented policies. To this end, documentary and bibliographic research was developed. Data collection conducted in official administration documents. For the analysis of the data, the technique proposed by Boschetti (2009) was used, and developed according to the expenditure targeting indicator. The results reveal that there is a centrality of financing and expenditure with the dimension of high-performance sport, with a focus on the holding of major sporting events and their infrastructure, with emphasis on the reform of the Olympic stadium, the venue of major sporting events, which shows the priority with a sporting dimension that does not respond to the possibility of universal access to the majority of the population.

O texto tem como objetivo analisar o financiamento e gasto do Ministério do Esporte de 2003 a 2018, tendo por base os Governos Lula, Dilma e Temer. O estudo tem caráter quantitativo-qualitativo e se apoiou em levantamento documental, tendo sido analisado três indicadores sobre o financiamento e gasto com esporte. Em relação ao indicador fontes de financiamento identificamos que a maior parte do financiamento do Ministério do Esporte foi de recursos ordinários. No indicador magnitude do gasto ficou claro que a maior parte dos recursos autorizados no período foram contingenciados e os recursos gastos tiveram grande variação no período. O indicador de direção do gasto demonstrou que a maioria do gasto foi com Infraestrutura e Megaeventos esportivos, no Governo Lula a prioridade foi com Infraestrutura, no Governo Dilma foi com Megaeventos esportivos e no Governo Temer foi com Gestão e Infraestrutura.

The text aims to analyze the financing and spending of the Ministry of Sports from 2003 to 2018, based on the Lula, Dilma and Temer Governments. The study has a quantitative-qualitative character and was supported by a documentary survey, having analyzed three indicators on financing and spending on sports. Regarding the sources of financing indicator, we identified that most of the financing of the Ministry of Sport was from ordinary resources. In the magnitude of spending indicator it was clear that most of the funds authorized in the period were provisioned and resources spent have had great variation in the period. The spending direction indicator showed that most of the spending was with Infrastructure and Sports Mega-events, in the Lula Government the priority was with Infrastructure, in the Dilma Government was with Sports Mega-events and in Government Temer was with Management and Infrastructure.

El texto tiene como objetivo analizar el financiamiento y gasto del Ministerio del Deporte de 2003 a 2018, teniendo como base los Gobiernos Lula, Dilma y Temer. El estudio tiene carácter cuantitativo-cualitativo y se apoyó en el levantamiento documental, habiendo sido analizado tres indicadores sobre el financiamiento y gasto con deporte. En relación al indicador fuentes de financiamiento identificamos que la mayor parte de la financiación del Ministerio del Deporte fue de recursos ordinarios. En el indicador magnitud del gasto quedó claro que la mayor parte de los recursos autorizados en el período fueron contingenciados y los recursos gastados tuvieron gran variación en el período. El indicador de dirección del gasto demostró que la mayoría del gasto fue con Infraestructura y Megaeventos deportivos, en el Gobierno Lula la prioridad fue con Infraestructura, en el Gobierno Dilma fue con Megaeventos deportivos y en el Gobierno Temer fue con Gestión e Infraestructura.

Orçamento do esporte no governo Dilma: a primazia dos interesses econômicos e o direito escanteado

Resumo O esporte tem tanto uma função integradora, sobretudo por meio das políticas sociais esportivas, quanto uma função econômica de garantir as condições gerais de produção, que se evidenciou no Brasil a partir dos grandes eventos esportivos. O objetivo desta pesquisa foi identificar a configuração do gasto orçamentário com esporte no governo Dilma. Esta é uma pesquisa documental feita com base no Plano Plurianual - 2012/2015 e dados da execução orçamentária extraídos do Portal Siga Brasil, em que foram analisados os indicadores magnitude e direção do gasto. Identificamos que há limites à efetivação dos gastos planejados, bem como privilégio do gasto com grandes eventos e infraestrutura em detrimento dos gastos diretos com a prática esportiva.

Abstract Sport has an integrative function, above all, through social sports policies, as well as an economic function of guaranteeing the general conditions of production, which was evidenced in Brazil from the major sporting events. The objective of this research was to identify the configuration of budget spending with sports in the Dilma government. This is a documentary survey based on the Pluriannual Plan - 2012/2015 and budget execution data extracted from the SIGA Brasil Portal, in which the magnitude and direction of expenditure indicators were analyzed. We identified that there are limits to the effectiveness of planned expenditures, as well as the privilege of spending on large events and infrastructure, to the detriment of direct spending on sports.

Resumen El deporte tiene tanto una función integradora, sobre todo, por medio de las políticas sociales deportivas, como la función económica de garantizar las condiciones generales de producción, que se ha puesto de manifiesto en Brasil a partir de la celebración de grandes eventos deportivos. El objetivo de esta investigación fue identificar la configuración del gasto presupuestario en deporte en el gobierno Dilma. Esta es una investigación documental realizada con base en el Plan Plurianual 2012/2015 y datos de la ejecución presupuestaria extraídos del portal SIGA Brasil, en la cual se analizaron los indicadores magnitud y dirección del gasto. Identificamos que hubo límites a la efectividad de los gastos planificados y se privilegió el gasto en grandes eventos e infraestructura en detrimento de los gastos directamente relacionados con la práctica deportiva.
