A dinâmica dos vínculos e sentidos na função pública dos trabalhadores da saúde / The dynamics of bonds and meanings in the public service of health workers

Essa dissertação tem como objetivo analisar o vínculo que os trabalhadores do Sistema Único de Saúde estabelecem com a função pública que exercem. O sentido de vínculo privilegiado por essa pesquisa é definido por uma dinâmica que envolve a burocracia pública brasileira e o posicionamento ético-político do servidor público, com maior peso na anterioridade da constituição e consolidação da função pública pelo Estado. A demarcação da categoria de análise vínculo é dada pela relação do profissional com a política pública de saúde, de maneira que seu trabalho e posicionamento político-ideológico se alinhem aos princípios do direito universal à saúde e atuem na consolidação do sistema sanitário. A categoria de vínculo se define também pela diferenciação de sua redução às questões trabalhistas imediatas e aos interesses corporativos, que engendram reinvindicações políticas cíclicas na sustentação de um sistema de saúde fragilizado. A dissertação utilizou como metodologia uma pesquisa exploratória sobre a constituição dos Estados nacionais e da burocracia pública, com a correlata formação da função pública. A transição das funções estatais de coerção e arrecadação de tributos para as funções sociais, inauguradas pela criação dos direitos sociais em meados do século XIX, é o marco histórico que baliza a expansão de uma burocracia pública voltada aos sistemas de proteção social e, posteriormente, aos Estados de bem-estar social. Em paralelo, o advento de uma noção de função pública atravessada por princípios de cidadania e coletividade conformou a base de sustentação social das políticas sociais entre seus trabalhadores e beneficiários. Contexto que marcou a implantação do SUS e o vínculo de seus trabalhadores.

This dissertation aims to analyze the bond that workers of the Unified Health System (SUS) establish with the public function they exercise. The meaning of bond privileged by this research is defined by a dynamic that involves the brazilian public bureaucracy and the ethical-political positioning of the public workers, with greater weight in the anteriority of the constitution and consolidation of the public function by the State. The demarcation of the bond analysis category is given by the professional's relationship with the public health policy, in a way that their work and political-ideological positioning are aligned with the principles of the universal right to health and act in the consolidation of the sanitarian system. The bond category is also defined by the differentiation of its reduction to immediate labor issues and corporate interests, which engender cyclical political claims in the support of a weakened health system. The dissertation used as methodology an exploratory research on the constitution of national States and public bureaucracy, with the related formation of the public function. The transition from state functions of coercion and collection of taxes to social functions, inaugurated by the creation of the social rights in the mid-19th century, is the historic landmark that guides the expansion of a public bureaucracy focused on social protection systems and, later, to the welfare States. At the same time, the advent of a notion of public service crossed by principles of citizenship and collectivity formed the basis of social support for social policies among its workers and beneficiaries. Este artigo comporta três eixos: no primeiro, analisamos brevemente o lugar do mundo do trabalho na cena contemporânea. O segundo apresenta algumas conclusões de uma pesquisa relativa a duas gerações, tendo como objetivo comparar as trajetórias de trabalho de pais com a de seus filhos. A terceira parte é consagrada a um eixo principal da pesquisa: a opção pelo serviço público. Sublinhamos a importância dessa opção, que parece corresponder às expectativas atuais de numerosos jovens...

Cet article comporte trois axes: Dans le premier nous analysons brièvement la place du monde du travail sur la scène contemporaine. Le deuxième fait état de certaines des conclusions d'une recherche portant sur deux générations dont le but était de comparer les trajectoires de travail de parents et de leurs enfants. La troisième partie est consacrée à un axe principal de la recherche: l'option pour le service public. Nous soulignons l'importance de cette option qui semble correspondre aux attentes actuelles de nombreux jeunes...

This article is built around three axes. The first one helps us analyze briefly the place of work in the contemporary arena. The second axis is built around some conclusions drawn from a research about the comparison of work trajectories of children and their parents through two generations. The third one deals with a central dimension of the research: the choice of civil service as an occupation. We underline the importance of this option which seems to correspond with the present expectations and wishes of numerous young people...

Adeus à política / The goddess politics/ farewell to politics

O artigo trata as questões do "Estado" e da "Política" partindo do exemplo concreto do processo de institucionalização, no Brasil, de práticas profissionais em psicologia reconhecidas como Análise Institucional (vertente grupalista francesa consideravelmente difundida nos últimos 20 anos). Trabalho para expor uma face menos visível da judicialização que funciona ao nível das concepções, crenças e valores entre os operadores dos equipamentos onde se materializam as políticas públicas engendradas pelo excesso legalista. Dentre as modalidades desse apego à lei, toma-se em análise aquela mais próxima de nossas práticas de funcionalismo público marcando o índice de grau máximo de sua institucionalização: a aceitação consensual da competência como critério de legitimidade na operação dos "instrumentos da violência institucional".

This article regards the issues of 'State' and 'Politics' starting from the concrete example of the institutionalization process, in Brazil, of professional practices in psychology recognized as Institutional Analysis (french branch of group psychology considerably spread in the last 20 years). I try to expose a less visible face of the judicialization that works at the level of beliefs and values among the operators of the equipments where the public policies are materialized engendered by the legalist excess. Among the modalities of this attachment to law, it is taken into analysis that one closer to our public practices labeling the utmost grade index of its institutionalization: the consensual acceptance of the capacity as a legitimacy criterion in the 'instruments of institutional violence' operation.
