ABSTRACT

ABSTRACT The article analyzes aspects of the change in the legal nature of private healthcare from "for-profit" to "non-profit" entities. It is an exploratory research, supported by the policy analysis framework, focusing on secondary data from the Cadastro Nacional de Estabelecimentos de Saúde (National Registry of Health Facilities - CNES) from 2012 to 2020 and a case study. The results show an increase in these entities in all regions of the country and evidence that they behave like profit-oriented entities. The change in legal nature hides a broader process of implicit commodification of healthcare services, encouraged by state policies and related to exemptions provided by law.


RESUMO O artigo analisa aspectos da mudança da natureza jurídica de instituições privadas de assistência à saúde, de estabelecimentos "com" para "sem" fins lucrativos. Trata-se de uma pesquisa exploratória, apoiada no referencial de análise de políticas, com foco em dados secundários, provenientes do Sistema de Cadastro Nacional de Estabelecimentos de Saúde (SCNES), de 2012 a 2020, e estudo de caso. Os resultados apresentam aumento dessas entidades em todas as regiões do país e evidências de que se comportam como estabelecimentos com fins lucrativos. A mudança de natureza jurídica oculta um processo mais amplo de mercantilização implícita dos serviços de saúde, incentivado por políticas estatais e relacionado às isenções previstas em lei.

ABSTRACT

Objective: To explore the measures of raising funds and controlling costs for serious illness insurance. Methods: Using Chinese Life Insurance as case study to analyze the dilemma and causes of the insurance company to carry out the serious illness insurance business. Results: Practice of more than 1 year shows that , whether raise funds or control costs of medical care, the construction of a new mechanism and new measures are in urgent needs under the background of wide losses in serious illness insurance. Conclusion: Since the financing channels is single and financing level is low, it is necessary to aim at “raising the level of financing, broadening the financing channels” to regulate construction financing mechanism. According to the high rapid of medical expenses growth situation, it is needed to start from reforming the property right structure of hospital, reform the medicine circulation mode, pricing mechanism, reform of pay system and so on, to control medical cost and improve efficiency in the use of funds.

It focused on the whole process management which included the establishment,application and permission of the fund,supervision and tracking of the granted projects.All the management process was dealt with the management mode including standard management,scientific management and tracking management.Some effective experiences were obtained from the whole process management.

ABSTRACT

To analyze the failure reasons for application of Natural Science Foundation of China (NSFC) and discuss their roles in improving the gain rate. By the retrospective method the failure reasons for natural nature science foundation were analyzed in Beijing Neurosurgery Institute from 2004 to 2008, and set up corresponding measures. Through summarizing the feed back opinions of 45 of application failure pro-jects it was found that the failures were dealt with insufficient of reliability, basis for argumentation , objec-tive ambiguous, personnel allocation unreseasonable and no time guarantee for project pedormance. A higher gain rate could be achieved by analyzing the failure reasons and making corresponding countermeasures.

ABSTRACT

During the period of Republic of China,the presidents of Nankai,Yanjing,and Southeast Universities raised funds actively from society under the condition of the shortage of the Government funding.The fund-raising was considered to be the most important activities in all of the work in three universities.They got enormous donations from the society and made a great success to the university.Today,university presidents still face the problem of lacking money.However,they attribute it mainly to the lacking financial supporting from the government.The fund-raising behaviors of the former presidents may give us some good inspirations for our modern university developments.

ABSTRACT

The key and difficult point always on the way of projecting the rural cooperative medical system is to find out a reasonable fund-raising level and compensating rate according to local economic condition.A variety of trials and researches on the fund-raising system have been committed in Xihu district of Hangzhou,Zhejiang province since June,2003 when it was chosen as an experimental place for the new rural cooperative medical system.In this paper,two main patterns of fund-raising system are introduced with their effects compared as well.Based on the data-analyses,it comes the conclusion that the key to ensure the new rural cooperative medical system's stable execution and sustainable development is to establish a reasonable and long-lasting cooperative fund-raising system.Some advices are put forward in the end.
