ABSTRACT

Health service is an important part of the integrated development of the Yangtze River Delta. Taking the cooperation practice between Shanghai Tenth People′s Hospital and Suzhou Yinshanhu Hospital as an example, this article introduced the multi-agent cooperation mode of the loose medical alliance including the government, urban hospitals and cross provincial grassroots medical institutions. Among them, the local government provided policy, fund guarantee and guidance, the urban hospital exported management ideas, medicine talents and technologies, and the primary hospital conducted dual training by inviting in and going out to achieve double growth. Through the high gap cooperation between tertiary hospital and primary hospital, Yinshanhu hospital had been comprehensively developed. The loose medical alliance with multi subject coordination and cross region could give full play to the advantages of the loose healthcare alliance mode, achieve multi-win, and have reference significance for promoting the regional integration of medical and health services in the Yangtze River Delta.

ABSTRACT

Introduced in the paper is the profile of the European Reference Networks(ERNs) which were established to cope with rare diseases, complicated diseases, low incidence diseases and those of high costs. ERNs are valuable for the healthcare alliances to be built in China, in terms of objectives, tasks and mechanisms. It also presents policy references for improvement of the health service system, rational allocation of medical resources and better medical competence in China.

ABSTRACT

The development status of regional longitudinal healthcare alliances in China was analyzed in the paper.As found by the authors, such existing problems as the healthcare administrative system and fiscal input system, the crisis of confidence on primary medical institutions, poor information platforms, and limited means of medical insurance payment, constitute roadblocks for healthcare alliances to play their roles.Proposals of the paper cover such grounds as follows: the government to make a top-down design and a longitudinal and integrated healthcare system can be built;to build a corporate structure for the alliances, with greater fiscal support;to reform the medical insurance payment practice for integrating interests of medical associations;to clarify the responsibilities of tertiary hospitals, for building a win-win mechanism among stakeholders, and improving the information sharing platform.These measures, if in place, can propel the healthy development of healthcare alliances in China.

Synergy is key to the formation of a community of interests and responsibilities for a healthcare alliance.This paper analyzed the management synergy dilemma and countermeasures of the alliance, in such terms as its model selection, function orientation and governance;its two-way referral, drug interchange and homogeneity of medical quality;its human resource two-way flow, equipment resource sharing and information platforms unification;as well as its medical insurance policy, financial subsidy and personnel system.On such basis, countermeasures were proposed based on trust.

ABSTRACT

The paper covered dominant models and organization of healthcare alliances in Xinjiang, illustrating the hospital group model, synergy development model, focused partnership support model, three-level integration model, and other business models.As described by the authors, healthcare alliances in Xinjiang, thanks to telemedicine, have achieved initial success by means of disciplines support, primary care human resources, new technologies and new service spreading, and promotion of appropriate medical techniques, in such aspects as regional medical cooperation, population benefits and medical resources sharing.
