ABSTRACT

OBJECTIVE:To provide refer ence for improving the innovation efficiency of Chinese pharmaceutical industry and promoting the high-quality development of the pharmaceutical industry. METHODS :Using local economic development ,policy support,industrial foundation and innovation foundation as environmental variables ,three-stage data envelopment analysis (DEA) was used to explore the change regularity of innovation efficiency of the pharmaceutical industry by collecting related data such as input,output and invironment of 31 provinces(autonomous regions ,municipalities)in China during 2012-2016 and in 2018 from China Statistical Yearbook and China High-tech Industry Statistical Yearbook . RESULTS & CONCLUSIONS :The innovation efficiency of the pharmaceutical industry in 18 provinces(autonomous regions ,municipalities)were overestimated ,and other 13 provinces(autonomous regions ,municipalities)was underestimated. The innovation efficiency of Fujian ,Heilongjiang,Jilin, Jiangxi,Yunnan,Liaoning and Chongqing before adjustment were overestimated 0-0.1,Shaanxi,Hainan,Gansu and Shanxi were overestimated 0.1-0.3,Inner Mongolia ,Guizhou,Guangxi,Xinjiang and Ningxia were overestimated 0.3-0.5;while the innovation efficiency of Anhui ,Hunan,Shanghai,Beijing,Hebei,Sichuan,Tianjin and Henan were underestimation 0.1-0.3,Hubei, Jiangsu,Zhejiang,Shandong and Guangdong had an underestimation of 0.3-0.5 before adjustment. Tibet ,Qinghai and Guangdong were greatly affected by environmental factors. The innovation efficiency in Tibet and Qinghai before adjustment were overestimated by 0.603 and 0.538 compared with after adjustment ,while Guangdong was underestimated by 0.470. The innovation efficiency value of the eastern and central regions of China before adjustment was underestimated ,while the northeastern and western regions were overestimated overall. B efore the adjustment,the order of innovation efficiency in descending order was the central , western, eastern and northeastern liying@163.com regions,and after the adjustment ,it became the eastern ,central, northeastern and western regions. The innovation efficiency of Chinese pharmaceutical industry is greatly affected by the environment ,so all localities shou ld pay attention to the po licy support for the pharmaceutical industry and strengthen the policy guiding role for the pharmaceutical industry ;improve the industrial chain and supporting measures to create a good innovation environment ;promote the flow of innovation resources in different regions ,strengthen the cooperation and exchange among regions ,so as to improve the innovation efficiency of Chinese pharmaceutical industry and promote the high-quality development of the pharmaceutical industry.

ABSTRACT

In this study, medicine manufacturing technology innovation efficiency measures analyze and improve the competitiveness of the industry. The innovation rate of Chinese materia medica (CMM) manufacturing technology in Jiangsu Province (2009-2014) was analyzed according to statical panel data and dynamic given years by data envelopment analysis (DEA) and Malmquist index method. Chinese manufacturing innovation has overall higher efficiency of Jiangsu province, and Chinese medicine efficiency of technological innovation in manufacturing is higher than that of Chinese herbal pieces manufacturing. The proprietary manufacturing technology innovation inputs and outputs on the overall operation is relatively active; During six years, medicine manufacturing technology innovation efficiency in Jiangsu province has a certain magnitude of negative growth (-3.1%), efficiency of technological innovation presents zigzag upward trend; Medicine manufacturing technology innovation efficiency, Jiangsu Province, there are regional differences among cities. Through increased investment and innovation to achieve efficient use of resources, optimize the industrial structure and improve relevant policies, we can effectively improve the efficiency of technological innovation of Chinese manufacturing.

ABSTRACT

The current evaluation for scientific and technological achievements and innovation is mainly based on novelty retrieval report conducted by professional organizations.However, such retrieval could not measure the actual value of a scientific and technological achievements comprehensively, such as the practicality and economic value of the outcome;and possibility to be adopted by industry, etc.Current study, from the application aspective, was trying to evaluate the scientific and technological achievements using effectiveness appraisal theory, which emphasis on pre-ethical assessment, demand and adoption assessment, and economic value assessment.It reveals the special phenomenon that that the outcome of innovation may decay over time, however, the effectiveness of innovation would enhance over time.This study also designed a mathematical model and the empirical use.

ABSTRACT

OBJECTIVE:To learn the way to improve innovation efficiency of technological development and achievement transformation stages in pharmaceutical industry in China. METHODS:The input and output data of pharmaceutical industry in 28 provinces(regions,cities)of China from 2001-2013 were estimated by using stochastic frontier analysis(SFA)so as to obtain in-novation efficiency of two stages. According to average efficiency of two stages,pharmaceutical industry of 28 provinces(regions, cities)were divided into 4 categories for further analysis. RESULTS & CONCLUSIONS:The innovation efficiency of pharmaceuti-cal industry in China was 0.626 2 at technology development stage and 0.567 8 at transformation stage,indicating they were not high either and the transformation efficiency was lagged behind the development efficiency. The coefficient of variation of innova-tion efficiency at transformation stage(0.274 2)was higher than development stage(0.194 5),indicating the difference degree of innovation efficiency at transformation stage was larger than at development stage. The areas with higher efficiency in both stages were in Eastern and economically developed regions,and the Western region with rich natural resources had higher efficiency at technological development stage,indicating region economic level or resource advantages created the conditions for the pharmaceuti-cal industry to enhance the innovation efficiency. It is suggested to further strengthen scientific achievement communication between pharmaceutical enterprises and pharmaceutical research institutions,and pay more attention to develop national medicine and tradi-tional Chinese medicine in Western region.
