Universidad latinoamericana y el derecho social a la salud / The Latin-American University and the Social Right to Health

Este artículo se presenta en la sección de Conferencias Magistrales por ser el texto de una conferencia dictada en la IV Conferencia Internacional Educación Médica en el Siglo xxi durante la IV Convención Internacional de Salud, La Habana, octubre de 2022. Se ha mantenido su carácter de discurso oral. Se aborda el tema universidad latinoamericana y el derecho social a la salud, al considerar la relevancia de la salud en el desarrollo social y económico de la población y al tomar en cuenta la importancia de formar recursos humanos comprometidos con la salud como un derecho social, un bien público y una responsabilidad del Estado. Esto permite analizar críticamente el espacio de la salud pública y la formación de los recursos humanos en el siglo xx y el inicio del siglo xxi para aportar a la demanda de una nueva dimensión estratégica que responda, de forma comprometida, a las necesidades y prioridades de salud de nuestras poblaciones(AU)

This article is presented in the Keynote Lectures section because it is the text of a lecture given at the IV International Conference on Medical Education in the 21st Century during the IV International Health Convention, Havana, October 2022. It has been kept as an oral text. The topic on the Latin-American university and the social right to health is addressed, considering the relevance of health in the social and economic development of the population, as well as taking into account the importance of training human resources committed to health as a social right, a public good, and a responsibility of the State. This allows to analyze critically the public health space and the training of human resources in the twentieth century and the beginning of the twenty-first century, in order to contribute to the demand for a new strategic dimension that responds, in a committed manner, to the health needs and priorities of our populations(AU)

Trayectorias, misiones e identidades de la Universidad latinoamericana / Trajectories, missions and identities of the Latin American University / Trajetórias, atribuições e identidades da Universidade Latino-Americana

El presente artículo es fruto de la revisión y sistematización de la literatura como estado del arte, que intenta analizar el saber preexistente y lo acumulado en investigaciones con mayor relevancia y/o pertinencia sobre: ¿cuáles son las identidades de la universidad latinoamericana entre la razón, el mercado y el contexto? Busqué abordar las categorías identidad, misión, gestión, comunicación organizacional y publicitaria, que fueron la base para el rastreo bibliográfico que dio forma a una estructura categorial de análisis. El presente escrito evidencia la evolución y tránsito de la Universidad en Latinoamérica mostrando múltiples panoramas y realidades, en algunos casos contradictorios, pero que son propios de una universidad constituida por identidades plurales.

This article is the result of a literature review and systematization that aims to analyze the relevance and pertinence of accumulated research on the identities of the Latin American University between reason, the market and the context. The study examines the following categories: identity, mission, management, organizational communication and advertising, which formed the basis for the bibliographical review that shaped a categorical structure of analysis. This document evidences the development and transition of universities in Latin America, demonstrating multiple perspectives and situations that are sometimes contradictory but typical of a university that is composed of plural identities.

Este artigo é o resultado da avaliação e sistematização da literatura como o estado da arte, analisando, por meio do montante investigado, o que foi definido com maior relevância e/ou pertinência para compreender o conhecimento existente ante a pergunta: Quais são as identidades da universidade latino-americana a partir da razão, do mercado e do contexto?. Além disso, buscou-se abordar as categorias identidade, missão, gestão, comunicação organizacional e de marketing, que foram a base para o rastreamento bibliográfico que deu forma a uma estrutura categórica de análise. Este trabalho evidencia a evolução e o trânsito da Universidade na América Latina, mostrando panoramas e realidades múltiplas, por vezes contraditórias, mas que são típicas de uma instituição educativa composta por identidades plurais.

Posibilidades y límites de la universidad latinoamericana desde una perspectiva histórica / Possibilities and limits of the latin american university from a historical perspective

La Universidad Latinoamericana se configuró a través de la historia bajo el influjo de diversas fuerzas que le dieron una forma particular dados los contextos específicos donde surgió, en relación con las potencias coloniales, la iglesia, el Estado y el impacto de los diferentes modelos que se establecieron acerca de los propósitos a los que debía atender, definidos por los ingleses, franceses, alemanes y americanos. Pese a los intereses que se ciernen sobre La Universidad Latinoamericana, surgen desde múltiples miradas (las experiencias de México, Perú, Guatemala, Argentina, Chile y Colombia), posibilidades de considerar la idea de estructurar un pensamiento propio, que diera cuenta de una identidad distinta que la separa del discurso eurocentrista y la ubica en una perspectiva de análisis concerniente a las realidades a las que debe hacer frente. En la conformación de la Universidad Latinoamericana se ubican entonces, el pensamiento de Andrés Bello, las ideas de José Vasconcelos y las implicaciones del movimiento de Córdoba, en relación con otros movimientos sociales y estudiantiles con características similares, que convergen en la reflexión acerca de la necesidad de hacer un giro decolonial, no sólo a modo de resistencia, sino de autoconciencia acerca de quiénes somos y cómo cimentar un futuro común, fundamentalmente en esta época cuando la Universidad Latinoamericana enfrenta los embates de la globalización y la aplicación de políticas macroeconómicas que desdibujan su ser social y académico deslegitimándola

The Latin American University, throughout history, was shaped under the influence of diverse forces which outlined it in a particular manner, given the specific contexts where it appeared, in relation with colonial powers, the church, the State, and the impact of the different models which were established based on the purposes it had to fulfill, which were defined by the English, the French, the German, and the American people. Despite the interests which hang over the Latin American university, from diverse glances (the experiences of Mexico, Peru, Guatemala, Argentina, Chile, and Colombia) appear possibilities of considering the idea of restructuring an individual thinking which could recount a different identity that separates it from the Euro-centered discourse and places it in a perspective of analysis concerning the realities it has to deal with. In the configuration of the Latin American University, the following can stand out: Andrés Bello’s thought, José Vasconcellos’ ideas, and the implications of the Movement of Cordoba, as for the social and student movements with similar characteristics, which are directed toward the reflection about the need of making a decolonized change, not just as a matter of resistance, but of self-awareness of who we are and how to strengthen a common future. This is especially done in this epoch when the Latin American University is facing the attacks of globalization and the application of macro-economic policies that blur its social and academic being, undermining it
