ABSTRACT

Beijing Union Medical College Hospital applied the standardized management theory, focused on establishing a scientific and standardized system management mechanism, and carried out the exploration of modern hospital management standardization system construction through systematic practice. With the application of the principles of simplification, unification, coordination, optimization and competition of standardization into the construction of modern hospital management system, the basic method for the construction of standardization system was proposed based on standard system management theory. It included the standardization of system architecture, system construction process and system management mechanism. Its purpose was to effectively address the problems of the lack of systematicness, practicality and sustainability in the construction of hospital system. Importantly, the value and vitality of a system depended on its sustainable development. According to the standard system management principle of system effect, structural optimization, orderly development and circular control, the optimization of hospital system could be promoted, which is worth further practice and exploration.

ABSTRACT

Objective:To comprehensively evaluate the high-quality development of some tertiary public hospitals in C city, and explore the high-quality development path of municipal public hospitals, so as to provide a basis for the formulation of relevant policies.Methods:Based on the relevant policy documents of the evaluation indicators for the high-quality development of public hospitals, and around the four dimensions of medical quality, economic efficiency, sustainable development and satisfaction, the entropy weight TOPSIS-RSR method was adopted to comprehensively evaluate the high-quality development of some tertiary public hospitals in C city in 2019 and 2020. It included all five municipal comprehensive tertiary public hospitals in C city, and included one provincial and two county-level tertiary public hospitals for comparative study.Results:In 2019 and 2020, the number of medical cooperation, the surplus of income and expenditure, and the entropy weight of scientific research project funding per 100 health technicians were large, which were the key indicators to evaluate the high-quality development of public hospitals, with the values of 0.096 and 0.109, 0.119 and 0.141, 0.123 and 0.124, respectively. According to the best classification principle, the provincial, municipal and county-level public hospitals in C city could be divided into three levels of " good" , " medium" and " poor" , and the development gap between these levels was large.Conclusions:The development of municipal public hospitals in C city has achieved remarkable results, but there are still such problems as uneven distribution of medical resources, insufficient motivation for talent training, relatively lagging discipline construction, and insufficient advantages and characteristics. In this regard, we should further optimize the allocation of medical resources, improve the operation and management system, clarify the social functions of public hospitals, and scientifically allocate core resources.

ABSTRACT

The " 13th five-year Plan" period is a critical period for the modern hospital management system in China. The basic framework of the combination of the macro-external management system and the micro-internal management system has been preliminarily constructed, and new progress has been made in the new hospital operation mechanism that is guided by the needs of patients, high-quality development and guaranteed sustainable. In 2021, China has entered the " 14th five-year Plan" period, and the modern hospital management system will enter the comprehensive implementation stage. In view of the problems existing in the modern hospital management system at the macro, medium and micro levels, the authors put forward relevant approaches from three aspects: reforming the management system to promote the modernization of hospital governance system, creating a good policy environment to promote the scientific and standardized hospital management, and deepening the reform of internal management system to realize the modernization of governance ability.For example, according to the constitution of the hospital, the internal governance system should be established, the reform and innovation of personnel establishment should be promoted, the emergency management capacity of the hospital should be improved, the ability evaluation system of clinicians should be rebuilt, the discipline construction and talent construction should be strengthened, etc., which can provide reference for the implementation of the modern hospital management system during the " 14th five-year Plan" period

Objective To explore the importance of establishing and improving modern hospital science and technology management system in public hospitals,as well as the ways of establishing such system,analyze the key points that need consideration in order to provide reference for establishing modern hospital science and technology management system in public hospitals.Methods Starting from the reform requirements and perspectives of the construction of modern hospital management system,and based on the theory of innovative governance,this paper probes into the innovative practice and achievements of our hospital in implementing the internal scientific and technological management system of modern hospitals from three aspects:the incentive mechanism,the restraint mechanism and the coordination mechanism of innovative governance of scientific and technological management system.Results Through the establishment and improvement of internal scientific and technological management system,such as reward policies for scientific research work,reward and punishment for papers,layout fee management guidelines,management methods for scientific research funds,project evaluation policies,selection and training of subject leaders,temporary management methods for medical research institutes,and implementation methods for scientific research integrity construction,the effect of talent aggregation is gradually presented,and the discipline,team and technology are stable.Step by step development;innovative achievements are increasingly fruitful,and the quality of connotation is constantly improving.Conclusions The key to the establishment of modern hospital science and technology management system is to continuing innovative exploration of the system of science and technology management and to build a good operation mechanism of science and technology innovation.

ABSTRACT

The paper categories the modern hospital management and finds that there is an important and in-ner-relationship between the paper documents on public hospital reform and the policies on modern hospital manage-ment system construction. Secondly, it seems to be appropriate to coordinate the relation between deepening health reform and social governance in the pathway of modern hospital management system. Hence,this paper puts forward a series of countermeasures to address the difficulties.(1) Scientifically balancing the issues on unification and legaliza-tion with the reform and the system are raised;(2) The introduction of rules and implementation measures are men-tioned;(3) Guideline should be specialized to different hospital properties; (4) Non-public medical sector need more exploration;(5) The adaption and capacity of governance and government transformation are required.

ABSTRACT

Jejungwon hospital, the first modern healthcare facility to be built in Korea, was built at Jaedong in 1885 and moved to Gurigae in 1887. Finally, it was moved to Dodong, outside the Namdaemun Gate, and its name was changed to Severance Hospital. The Jaedong Jejungwon hospital was located at a former house of HONG Youngsik, and it was expanded by renovating existing buildings and constructing new buildings in 2 years. The Gurigae Jejungwon hospital, which was located near Myeongdong Cathedral, was bigger than the Jaedong Jejungwon one and even provided residence to doctors. Jejungwon hospital was a good example of the healthcare facilities that were available in early modern Korea; however, due to a lack of historical materials, it is not easy to analyze the buildings of Jejungwon hospital. Recently, several architectural drawings made by Japanese and photographs taken by foreigners in the early 20th century were discovered, which help us to understand the buildings of the Jejungwon hospitals in Jaedong and Gurigae. This study analyzes the locations and layouts of the buildings of Jejungwon hospital and, furthermore, traces the history of Jejungwon hospital following its relocation. The Jaedong Jejungwon hospital was located at 35 Jaedong, as already known. By analyzing the architectural drawing of Kyeongseong Women's High-School Dormitory, the exact size of the existing building of Jaedong Jejungwon was calculated as 12m × 3.9m. Since the relocation of Jejungwon hospital to Gurigae in 1887, the remnants of Jejungwon buildings were used as Gwangjewon (1900-1907); a vaccine-manufacturing plant (1907-1910); and, finally, the dormitory of Kyeongseong Women's High School(1910s-1950s). The Gurigae Jejungwon hospital was assumed to be located at 193, 2nd street of Koganecho (黄金町) and 4, 1st street of Meijicho (明治町). In particular, the residence of Avison, which was built after 1894, was located at 4, 1st Street of Meijicho, the place with the highest elevation compared to surrounding areas. After 1905, Stevens, a foreign affairs adviser, lived there for one year, following which the Korean government office for agriculture and industry took over the place. The buildings that were used as the hospital at 193, 2nd street of Koganecho were transformed into the Daedong Japanese Club. By analyzing the newly found research materials, it is possible to examine and revise the previous research on the Jaedong Jejungwon and Gurigae Jejungwon hospital buildings. Furthermore, it is noteworthy that the buildings of Jejungwon hospital in Jaedong and Gurigae have been reused as healthcare facilities over the years.

ABSTRACT

[Objective] To investigate the application effects of nursing hierarchical management model in modern hospital.[Methods] By using the “quality nursing demonstration project”activities launched by the hospital as an opportunity,the nursing shift reform in the emergency department was carried out from March 2011,the hierarchical management of group nursing model was implemented.The management effect was observed.[Results] After nursing hierarchical management,nursing knowledge,nursing attitude scores of 14 nurses were higher than before.Assessment indicators of quality of nursing were improved,the sense of competition,service and responsibility of nurses were enhanced.[Conclusions] Nursing hierarchical management model in the modern hospital includes workforce management,responsibilities management and assessmcnt management.It can improve nursing knowledge and attitudes,enhance the sense of competition,service and sense of responsibility of nurses,which should be widely apphed.

ABSTRACT

Hospitals are confronting in the transforming or reforming period to cope with the rapid social and environmental changes worldwide. By the researches in the history of Korean health, we could understand the context of the introduction of Western medicine and institutions to Korea. However there have been few studies on the historical review of hospitals in relations to their roles in the modern medicineThis article is to review the issues around the rise of modern hospitals in Korean history of health affairs. The introduction of Western medicine to Korea was on the road with the establishment of Kwanghyewon, the Royal Hospital, which was possible due to favorable conditions under the Korean socio-political background for the emerging and accepting the entirely new medical system. And also the emergence of modern hospitals had transformed the Korean traditional health system from the fundamentals through the corruption of the old dynasty to nowadays. Most national health affairs including medical services, prevention of diseases, health promotion, and the training of health personnels have performed along with the development of modern hospitals, which have the roots in the period after the end of 19th century. Thus the Korean history of health care around the end of 19th century and the beginning of 20th century could be defined as the period of the emergence of modern hospitals. The hospitals also have played core roles in establishing the Korean modern health system and culture. Compared to the cases of Western countries, Korean modern hospitals were emerged with the exogenous factors in the turbulence of political and cultural changes in the world system. In sum, Korean modern hospitals in the period of late Chosun have the great meaning in that they are the beginning point to shape the current Korean health care system and the driving forces or carriers of this new system.

ABSTRACT

The paper analyzes the new theory of “a modern property right system” put forward for the first time at the Third Plenary Session of the Sixteenth Central Committee of the CPC. It dwells on the opportunities and challenges facing state owned hospitals in establishing a modern hospital system. It is suggested that domestic hospitals should adopt a modern hospital system that fits in with the modern market economy and embodies modern property right features.
