ABSTRACT

Resumen Objetivo: Reportar la implementación y los beneficios del Modelo de atención integral en el segundo nivel: Experiencia de la Unidad de Especialidades Médicas, su utilidad en el manejo y seguimiento de los pacientes con enfermedades crónicas. Material y métodos: Se lograron implementar 9 consultorios de atención médica de la siguiente forma, 2 de Endocrinología, 3 consultorios de Clínica de Enfermedades Crónicas, uno de educación en diabetes e hipertensión, así como 3 de apoyo nutricional. Se midió valores absolutos del número de consultas durante los años 2017, 2018, 2019 y parte del 2020. Así mismo se buscó identificar las patologías más prevalentes con la idea en tener un mejor control y seguimiento de los pacientes, con una mejor organización de personal de atención médico y de enfermería. Resultados y discusión: Se lograron incrementar los números de consulta, con un control y seguimiento más estricto de los pacientes, además de los beneficios en cuanto a la formación y capacitación de médicos residentes, generales tanto militares como profesionales de la salud civiles para enfrentar estos padecimientos prevalentes en nuestro país.


Abstract Objective: To report the implementation as well as the benefits of the Comprehensive Care Model at the second level: Experience of the Medical Specialties Unit, and assess its usefulness in the management and monitoring of patients with chronic diseases. Material and methods: 9 medical care clinics were implemented as follows, 2 for Endocrinology, 3 Clinics for Chronic Diseases, one for education in diabetes and hypertension, as well as 3 for nutritional support. Absolute values of the number of consultations were measured during the years 2017, 2018, 2019 and part of 2020. Likewise, it was sought to identify the most prevalent pathologies with the idea of having a better control and monitoring of patients, with a better organization of medical and nursing care personnel. Results and discussion: It was possible to increase the consultation numbers, with a stricter control and monitoring of patients, in addition to the benefits in terms of training and training of resident doctors, both military generals and civilian health professionals to face these prevalent conditions in our country.

ABSTRACT

[Abstract] Objective To conduct normative analysis of the definition of psychological mobilization. Methods Normative analysis, text analysis and logic induction and deduction were used to analyze the definition of psychological mobilization. Results Psychological mobilization was included in political mobilization in law. Different methods were used in theoretical research of psychological mobilization. Psychological mobilization had been applied in wars in the past. Conclusion Psychological mobilization refers to a mobilization form that applies psychological theories and methods to influence people’s psychology in a planned, organized and step by step way, so that the mental state of the military and civilian can be changed from the normal state to the wartime state, improving the psychological adaptability of the battlefield.

ABSTRACT

Enhancing national biodefense science and technology capacity is the basis of and key to biosafety and biosecurity .A further improved biodefense capability is required for the military to defend national sovereignty and territorial integrity , safeguard national interests overseas , and carry out military operations other than war .Currently , global biodefense technology is progressing rapidly .Research on detection and diagnosis products for biological threats focuses on novel, fast, portable, and remote identification technologies .As for biodefense vaccine development , research of vaccines for emerging viruses, bacteria, toxins, and malaria has made positive progress .In biodefense pharmaceutical research , new anti-influenza drugs , anti-Ebola drugs , anti-Marburg virus drugs , and new antibiotics for anthrax and plague keep emerging.In the future, China should give priority to research on biosurveillance and early warning , biodefense product transformation, and all-spectrum biodefense system construction .

ABSTRACT

Variadas son las repercusiones que el cambio climático puede inducir sobre la salud humana, por lo que las respuestas para su mitigación deben cubrir una amplia gama de posibles perjuicios. En Cuba existen un conjunto de predicciones sobre el grado de deterioro que este evento puede ocasionar, directa o indirectamente, sobre la salud y las condiciones de vida de la población, lo que ha posibilitado el desarrollo de todo un conjunto de instrumentos jurídicos en los que es importante identificar las acciones encaminadas a mitigar el impacto de estas alteraciones del ambiente. Estos han demandado un cuidadoso diseño y preparación de planes de contingencia para disminuir el efecto perjudicial de tales fenómenos adversos sobre los recursos humanos y materiales del país, que son la clave de la política de defensa nacional que, en opinión de los autores, presenta una correspondencia entre las previsiones que establecen y los posibles percances que el cambio climático puede ocasionar en el territorio nacional, con un conjunto de medidas fundamentadas en las vulnerabilidades del país y encaminadas a mitigar los efectos adversos de estos sucesos


Many are the ways in which climate change may affect human health. Therefore, mitigation measures should cover a wide range of potential negative effects. A number of forecasts have been developed in Cuba about the way in which climate change may directly or indirectly affect health and the living conditions of the population as well as the degree of deterioration to be expected. Based on such forecasts, legal instruments have been created which include actions aimed at mitigating the impact of such environmental alterations. These instruments have been carefully designed and contingency plans have been developed to reduce the damaging effect of adverse environmental phenomena on the country's human and material resources, an essential component of the national defense policy. It is the authors' opinion that there is a correspondence between the forecasts and the potential negative impact of climate change on the national territory, with a number of measures based on the country's vulnerabilities and aimed at mitigating the adverse effects of climate change events

ABSTRACT

By using methods of forecast research,system science,comparison research and abstract research,main deficiencies and practical problems in requisitioning civilian medical equipment are analyzed.It is suggested that we should regard the health service's demand as direction,the preparation as premise,the information construction as fundamentality,the lawmaking as guarantee,to improve and perfect the work about the requisition of civilian medical equipment and improve the quality and benefit of mobilization.
