Theoretical connotation and practical paths of Party-building′s guidance to high-quality development of public hospitals / 中华医院管理杂志

Upholding the overall leadership of the Party is an important cornerstone for promoting development of public hospitals. Party building leadership for high-quality development of public hospitals must adhere to the value orientation of public welfare, establish a modern hospital management system, and promote the mutual promotion and integration of both Party building and medical service. The practice path of Party building in leading the high-quality development of public hospitals in a tertiary hospital won the support of patients, employees and medical students at large, gave full play to the leading role of the Party, and made breakthroughs in terms of medical service, discipline construction, talent training and internal management quality improvements. By strengthening top-level design and institutional system construction, the hospital has effectively transformed the political and organizational advantages led by Party building into an endogenous momentum for the reform and development of public hospitals. Research on the innovative mode of corporate governance in public hospitals led by " party building" / 中华医院管理杂志

Establishing and perfecting the modern hospital management system is an important guarantee to promote the high-quality development of public hospitals. It is a significant and challenging task that how to integrate particular " CPC′s building" with " corporate governance structure" for improving the modern governance system of public hospitals in China. On the basis of bibliometrics and content analysis and with the practical experience of public hospitals in China, the authors summarized the logical relationship between modern management system and the framework of corporate governance system, initially constructed the innovative mode of " corporate governance" with the core of " party building" , and then reshaped the corporate governance structure of public hospitals in China. The results could provide reference for strengthening the party construction, establishing modern management system, and improving the corporate governance of public hospitals in China.

Research on the evaluation index system of hospital culture construction led by Party building and the mediating effect / 中华医院管理杂志

Objective:To establish an evaluation index system of hospital culture construction led by Party building in public hospitals, and to explore the relationships among Party building, hospital culture and patient satisfaction, and explain the mediating effect of hospital culture between Party building and patient satisfaction.Methods:Literature review and two rounds of Delphi method were used to create an evaluation index system of hospital culture construction led by Party building in public hospitals. On such basis, a questionnaire was designed and 429 staff from 33 public hospitals in Shanghai were surveyed through April and June 2021. Cronbach α coefficient method and exploratory factor analysis were used to test the reliability and validity of the indexes, and the regression analysis method was used to verify the mediating effects. Results:Following two rounds of Delphi survey run by 14 experts, a performance evaluation index system for the hospital culture construction was constructed, comprising 5 level-1, 13 level-2 and 29 level-3 indexes. The Cronbach α coefficients of overall indexes and 5 level-1 indexes fell in the range of 0.860-0.901( P<0.01), and the retest reliability of overall index and 5 level-1 indexes fell between 0.91-0.93( P<0.01). Based on the exploratory factor analysis, all of the characteristic roots of the factors generated by orthogonal rotation were>1, and the total variance explained contribution rate was 56.84%, proving the good validity of the indexes. The effect of Party building on patient satisfaction was significant( β1=0.139, P<0.01), and that on hospital culture effect significant as well( β2=0.168, P<0.01), while that on patient satisfaction was also significant( β3=0.115, δ=0.448, P<0.01)with hospital culture effect introduced as the mediating effect. Conclusions:The evaluation index system of hospital culture construction led by Party building proves highly scientific and effective, and hospital culture plays to some extent a mediating role between Party building and patient satisfaction. This proves that Party building presents a significant transmission effect on patient satisfaction through hospital culture building. The study provides a reference for strengthening Party building and hospital culture construction and improving patient satisfaction in public hospitals.

To meet the needs of serving the general strategy,the central work and hospital development,the CCP committee of Beijing Municipal Administration of Hospitals has innovated and improved the leadership of the CCP building,and promoted the model at public hospitals by formulating and announcing the Indicators System for Municipal Public Hospitals ’ Party Building Performance Evaluation.This implementation aims to to guide,regulate and encourage the CCP work,which proves effective enhancement of the CCP building in municipal hospitals in terms of quality,efficiency,and effectiveness.

Reflection on party building in the hospital under the new drcnmstances / 中华医院管理杂志

Guided by the spirit of the 4th Plenum of the 16th Party Central Committee, the authors have done some exploratory reflection on promoting Party building in a large general hospital under the new circumstances. It is pointed out that Party building in the hospital should focus on the "three integrations , the "three roles", the "one guarantee", and the "three submissions"; that it is imperative to update ideas, keep abreast of the times in Party building, and manage the Party as well as development, service, and supervision; that the Party Committee should strive for the "six musts", and bolster the executive ability of the Party in the hospital; that it is necessary to stick to and advance the principle of cadre and talent management by the Party, innovate the mechanism for the use of cadres and talents, create a sound environment for starting new undertakings, and build a quality contingent of cadres and talents; that it is essential to construct a people-oriented hospital culture, strengthen ideological work, and enhance the managerial level of the hospital.
