ABSTRACT

Objetivou-se identificar dificuldades existentes na rede de saúde mental no Rio Grande do Norte, Brasil e problematizar possíveis relações entre essas e as reinternações psiquiátricas no estado. Realizou-se pesquisa exploratório-descritiva em abordagem qualitativa, cujo corpus originou-se da transcrição de entrevistas semiestruturadas, aplicadas a 20 trabalhadores de um hospital psiquiátrico de referência estadual, entre junho e agosto de 2011. Os resultados foram analisados por meio de análise de conteúdo temática. As categorias analisadas neste artigo foram: funcionamento inadequado dos serviços extra-hospitalares; dificuldade de acesso aos serviços substitutivos e a problemática da dependência química no contexto da atenção psicossocial. Conclui-se que as problemáticas evidenciadas se configuram como desafios contemporâneos para a saúde mental e expressam a necessidade de (re)visão da rede de saúde mental.


The aim of this study was to identify difficulties existing in the mental health services of Rio Grande do Norte, Brazil and to discuss possible relationships between these and psychiatric readmissions in the state. An exploratory-descriptive, qualitative study was conducted, the corpus of which originated from the transcription of semi-structured interviews, applied with 20 workers of a state reference psychiatric hospital, between June and August 2011. The results were analyzed using thematic content analysis. The categories analyzed in this article are: inadequate operation of outpatient services; difficult access to the substitute services, and the problem of chemical dependency in the context of psychosocial care. It was concluded that the problems highlighted are configured as contemporary challenges for mental health and express the need for a (re)view of the mental health network.


Se objetivó identificar dificultades existentes en la red de salud mental en Rio Grande do Norte, Brasil, y problematizar posibles relaciones entre esas y las reinternaciones psiquiátricas en el estado. Se realizó investigación exploratória y descriptiva en abordaje cualitativo, cuyo corpus resultó de la transcripción de entrevistas semiestructuradas, aplicadas a 20 trabajadores de un hospital psiquiátrico de referencia estadual, entre junio y agosto de 2011. Los resultados fueron analizados por medio de análisis de contenido temático. Las categorías analizadas en este artículo fueron: funcionamiento inadecuado de los servicios extra hospitalares; dificultad de acceso a los servicios sustitutivos y la problemática de la dependencia química en el contexto de la atención psicosocial. Se concluye que las problemáticas evidenciadas se configuran como desafíos contemporáneos para la salud mental y expresan la necesidad de (re)visión de la red de salud mental.

ABSTRACT

En este artículo se plantea nuevamente el tema de la factibilidad de lograr el objetivo de eliminación de la Tuberculosis y él, en cierto modo es la continuación de otro artículo presentado hace tres años en esta revista por el mismo autor. El análisis se centra ahora, principalmente, en la revisión de los obstáculos que se han debido superar para proseguir los esfuerzos destinados a alcanzar la meta llamada “de eliminación avanzada”, tasa de incidencia de 10 x 100.000, para el año 2010, previa consideración de las dificultades concretas encontradas una vez superado el “umbral de eliminación”. Se hacen presente las líneas de trabajo técnico del programa para los años que siguen y se insiste en que lo principal es que se mantenga la voluntad política de apoyar el Programa de TBC y que los Directores de los Servicios de Salud asuman la responsabilidad central que les corresponde en la consecución de la meta 2010 que es un Objetivo Sanitario del Ministerio.


The feasibility of ing reach the goal of elimination of Tuberculosis in Chile is again discussed. This goal is now a Ministry of Health objective. The intermediate goal, “advanced elimination”, incidence rate of 10 x 100.000 for the year 2010, was designed as, a “Heath Objetive” for the decennium 2000 – 2010. As regards the future perspectives, we analize the obstacles faced in Chile in relation to the possible effects of the new health system structure on the evolution of Tuberculosis in the country. Furthermore, or the possibility of reaching the final goal, will depends on several factors especially related to the growing importance of high risk groups as the total incidence is reduced. It is imperative to develop specific programs for these groups.

ABSTRACT

The army hospital is an important component of the national health resource and its par- ticipation in the reform of the civilian health program is a big step to strengthen the construction of the army Hospital,an action to prevent the army from wasting limited health resource,a measure to ease the pressure put by local governments on civilian health service.The health service rendered by the army is a tie to keep the army in close contact with the people.Therefore,the social service done by the army hospi- tal has an exceptional significance beyond the ordinary sense of medical service.Its participation in the re- form of the civilian health program is of positive meaning in raising its capability either in time of peace or in time of war.The army hospital has technical advantages,tt has a good name both in its service attitude and medical morality.It tends to lower the medical cost through the improvement of administration.All those mentioned above are important conditions for its participation in the reform of the civilian health program.
