ABSTRACT

The in-depth advancement of the new era reforms such as new urbanization and rural revitalization strategies has transformed the characteristics and resource structure of rural villages. The traditional village health resources allocation models based on administrative divisions needed to evolve and achieve fair allocation and higher efficiency, and better meet the needs of rural primary health services. The authors sorted out the current status of village health resources allocation models. Based on such concepts as regional integration, and such key elements as demographics, population, health needs and information technology, the authors proposed the village-level health resources allocation model and selection strategy, under the three regional integration theories of township-village integration, village-area integration, and village leadership assistance. Their efforts aim at providing new perspectives for better protection and promotion of health of rural residents.

El artículo aborda el problema del hambre en el mundo, uno de los fenómenos más aberrantes con que la humanidad inició la nueva década. A partir del año 2014 comenzó a manifestarse una tendencia ascendente en la inseguridad alimentaria hasta alcanzar niveles graves en 2019-2020. Con el inicio de la pandemia de COVID-19, se ha acentuado la preocupación respecto a los efectos que ésta podría provocar en la crisis alimentaria a nivel mundial y, espe-cialmente, en América Latina y el Caribe, debido a que es el continente donde el acceso mercantil a la alimentación se sitúa entre las más costosas del mundo. Por cierto, la región no enfrenta escasez de alimentos, sino que al contrario hay abundancia de ellos. Estas contradicciones hacen necesario cuestionarse si la liberalización del mercado ha sido una solución para resolver el problema del hambre a nivel mundial. Así como también, revisar la pertinencia de las políticas "oficiales" de seguridad alimentaria y de sus instituciones impulsoras. Una de las vías de solución es lograr la acción coordinada y permanente de los Estados para garantizar la provisión de alimentos a la población y evitar el avance del hambre. Hoy más que nunca se requiere el fortalecimiento de proyectos de integración regional basados en la soberanía alimentaria.


O artigo aborda o problema da fome no mundo, um dos fenômenos mais aberrantes com que a humanidade começou a nova década. A partir de 2014, começou a se manifestar uma tendência crescente na insegurança alimentar, alcançando graves níveis em 2019-2020. Com o início da pandemia de COVID-19, se acentuou a preocupação a respeito dos efeitos que esta poderia provocar na crise alimentícia a nível mundial e especialmente na América Latina e no Caribe, onde o acesso mercantil à alimentação é um dos mais caros do mundo. No entanto, a região não enfrenta escassez de alimentos, pelo contrário, possui uma grande abundância. Considerando estas contradições, faz-se necessário questionar se a liberação do mercado tem sido uma solução para resolver o problema da fome a nível mundial. Assim como revisar a pertinência das políticas "oficiais" de segurança alimentar e de suas instituições impulsionadoras. Uma das soluções seria obter a ação coordenada e permanente dos Estados a fim de garantir o fornecimento de alimentos à população e evitar o avanço da fome. Hoje, mais do que nunca, é preciso o fortalecimento de projetos de integração regional baseados na soberania alimentar


The article addresses the problem of hunger in the world, one of the most aberrant phenomena with which humanity began the new decade. Starting in 2014, an upward trend in food insecurity began to manifest itself, reaching serious levels in 2019-2020.With the onset of the COVID-19 pandemic, concern grew about the effects it could have on the food crisis worldwide and, especially in Latin America and the Caribbean. The latter, because it is the region where commercial access to food is among the most expensive in the world. By the way, Latin America does not face a shortage of food, but on the contrary it has an abundance of them. These contra-dictions make it necessary to question whether market liberalization has been a solution to solve the problem of hunger at the world level. As well as reviewing the relevance of "official" food security policies and their driving institutions. One of the solutions is to achieve coordinated and permanent action by the States to guarantee the provision of food to the population and prevent the advance of hunger. Our conclusion is that the strengthening of regional integration projects based on food sovereignty is required.

ABSTRACT

Objetivo: Presentar algunos hallazgos relacionados con el proceso de integración regional Bogotá-Cundinamarca en el periodo 2000-2010, en particular la dimensión ambiental, en las provincias de sabana occidente y sabana centro que hacen parte de esta región. Metodología: El estudio se basa en el análisis de los cambios presentados en el ambiente natural de los territorios objeto de estudio, durante el periodo de tiempo considerado (2000-2010), desde la perspectiva de los actores del mismo. En este caso, a través de ejercicios de participación en talleres realizados en los municipios objeto de estudio con dichos actores (representados en organizaciones sociales que tienen presencia allí) e incluyó recorridos en dichos territorios. Se pretende construir colectivamente información y conocimiento, planteando una línea del tiempo en la que los actores reconozcan momentos clave con referencia a dos grandes fenómenos que se presentaron: asentamientos humanos (urbanización) y entrada de empresas. Esta línea abarca la primera década del presente siglo. Resultados: La investigación intenta mostrar que dos elementos: asentamientos urbanos y entrada de empresas, son las dinámicas antrópicas que impactan los territorios, olvidando el elemento agua, como eje fundamental sobre el cual debería ordenarse el territorio. De ello se deriva que la misma comunidad reconoce que el ordenamiento del territorio nunca consultó sus intereses.


Objective: regional integration in the period 2000-2010, particularly the environmental dimension in the Western and Central Bogotá-Cundinamarca Savannah. Methodology: The study is based on the analysis of the changes shown in the natural environment of the territories under study during the period considered (2000-2010) from their actors' perception..In this case, through the participation exercises in workshops carried out in the municipalities under study with those actors (represented in social organizations present in the area), and included tours around those territories It is intended to collectively build information and knowledge presenting a timeline in which the actors recognize key moments with reference to two major events: Human Settlements (urbanization) and enterprise arrival. This line comprises the first decade of the current century. Results: The research attempts to show that two elements, urban settlements and enterprises arrival, are the anthropic dynamics that impact the territories forgetting the water element as the fundamental axis from which the territory should be planned. From this it is derived that the community recognizes that land use planning never consulted their interests.

ABSTRACT

El trabajo es resultado de un proceso prospectivo y estratégico de acompañamiento y empoderamiento local en 10 municipios de Norte de Santander, tendiente a identificar sus ventajas comparativas y proponer su transformación en ventajas competitivas, para formular visiones subregionales de desarrollo humano sostenible, bajo criterios participativos e incluyentes de grupos tradicionalmente segregados, como mujeres y jóvenes, mediante las cuales se puedan configurar espacios de integración subregional para asegurar un desarrollo endógeno y sinérgico del territorio.


The work is the result of a support and local empowerment prospective and strategic process in 10 municipalities of Norte de Santander, aimed to the identification of their comparative advantages and the proposal of their transformation into competitive advantages in order to formulate sustainable human development sub-regional visions under participatory and inclusive criteria of traditionally segregated groups such as women and youth, through which sub-regional integration spaces to ensure an endogenous and synergistic development of the territory can be possible to configure.

ABSTRACT

The present article analyzes the role of information and communication technologies (ICTs) in the integration of the South American region, based on a study of regional security issues and cooperation between states. The study thus seeks to examine the scope of ICTs in building mutual trust between states and harmonization between maintenance of the domestic order and regional stability in a scenario marked by suspicion and political and institutional limitations. The argument is that the use of information technologies can contribute to the deepening of political processes, although in practice there is a lack of a coordinated strategy for South American countries to apply such technologies. The development of ICTs by UNASUL and the South American Defense Council thus emerges as an attempt to promote adequate alignment among initiatives for integration of South American countries and greater exchange of information to promote security and stability in the region.


Dans cet article, on examine le rôle des Technologies de l'Information et de la Communication (TIC) dans le processus d'intégration de la région sud-américaine, à partir de l'étude des problèmes de sécurité régionale et des processus de coopération entre États. On cherche ainsi à voir la portée des TIC dans la construction d'une confiance mutuelle entre les États et dans la syntonie entre le maintien de l'ordre domestique et la stabilité régionale dans un décor marqué par la méfiance et par des restrictions politiques et institutionnelles. On montre que l'usage des TIC peut contribuer à renforcer les processus politiques de la région, bien que, pratiquement, il n'existe pas de stratégie coordonnée pour l'application de ces technologies par les pays d'Amérique du Sud. Le développement des TIC promu par l' UNASUL et par le Conseil de Défense Sud-Américain (CDS) semble donc un effort de promouvoir une adéquation entre les initiatives d'intégration observées entre les pays sud-américains et de plus grands échanges d'information en vue de la sécurité et de la stabilité pour la région.

ABSTRACT

O conceito de Desenvolvimento Humano parte do pressuposto de que para aferir o avanço de uma população não se deve considerar apenas a dimensão econômica, mas também outras características sociais, culturais e políticas. O objetivo deste trabalho é avaliar a relação entre a vulnerabilidade e o Desenvolvimento Humano e propor um enfoque para o acompanhamento das metas 4 e 5 do milênio, utilizando como objeto de estudo os municípios do Estado de Santa Catarina. Os dados foram obtidos do Atlas de Desenvolvimento Humano do Programa das Nações Unidas para o Desenvolvimento - PNUD, Brasil, do ano de 2000 ¹ e do Instituto Brasileiro de Geografia e Estatística - IBGE 8,9. Optou-se por uma análise superficial do Estado e posterior detalhamento para todos os municípios através do índice de Desenvolvimento Humano Municipal (IDH-M) de seus componentes e indicadores de vulnerabilidade. Foi verificada a determinação do IDH-M através das variáveis de vulnerabilidade, descritas em quartis para cada grupo de IDH-M. O IDH se mostrou útil para a descrição geral das condições do Estado e para a descriminação dos grupos de municípios. Alguns indicadores, quando desmembrados em grupos, apontam desigualdades significativas.


The concept of Human Development is grounded on the assumption that progress should not be measured just in economic terms, but must also encompass other social, cultural and political characteristics. The purpose of this paper is to assess the relationship between vulnerability and human development, proposing an approach for attaining the fourth and fifth Millennium Goals, based on a study of municipalities in Santa Catarina State, Brazil. The data were taken from the Human Development Atlas published in Portuguese by the United Nations Development Programme (UNDP) in Brazil during 2000¹ and Brazilian Institute of Geography and Statistics - IBGE 8, 9. After a superficial analysis of this State, all the municipalities were analyzed in greater detail through the Municipal Human Development Index (HDI-M) ratings for their vulnerability indicators and components. The HDI-M ratings were scored by vulnerability variables, described in quartiles for each HDI-M. The HDI proved useful for the general description of the conditions in this State and distinguishing groups of municipalities. When broken out into groups, some indicators showed significant inequalities.

Discussão da influência do cenário internacional sobre as decisões dos governos subnacionais e sua ascensão como novos atores neste contexto. As informações apresentadas neste artigo resultaram da pesquisa "Gestão Pública Estratégica de Governos Subnacionais Frente aos Processos de Inserção Internacional e Integração Latino-Americana", que está sendo realizada pela Fundap, PUC-SP e Cedec, e analisam de que modo um governo subnacional reage aos efeitos e à nova realidade internacional, utilizando-se o caso de São Paulo.


A discussion of how the international scene affects the decisions of sub-national governments, and of their ascension as new actors within this context. The information presented in this article was extracted from a research project entitled "Strategic Public Strategies of Sub-national Governments Within the Context of the Processes of Latin American Global Insertion and Integration," currently being conducted by Fundap, (Foundation for Public Administration), PUC-SP (Catholic University of São Paulo) and Cedec. This article examines how sub-national governments react to changing realities at the international level, using the government of the State of São Paulo as a case in point.

De que forma a evolução da estrutura institucional do Mercosul, desde sua criação até sua atual conformação, facilita a transformação de conflitos econômico-comerciais, de menor e maior grau, em conflitos políticos. Acredita-se que uma parte significativa dos conflitos no Mercosul poderia ser solucionada tecnicamente, sem resvalar nas relações políticas globais dos Estados membros, como tem ocorrido regularmente.


How, since its creation, has the evolving institutional structure of Mercosul helped turn economic and trade disagreements of varying magnitudes into political conflicts? It is believed that a significant portion of the disagreements within Mercosul could be solved at the technical level, without becoming the basis of foreign policy rifts, as is often the case.

Desde o início do processo de integração regional, têm falado mais alto os interesses particulares dos Estados, cada um procurando resolver seus próprios problemas domésticos. Nesse contexto, a indefinição de uma agenda mais consistente dificulta a integração regional em todos os planos, sobretudo, em áreas sensíveis como as de políticas externa e de defesa, muito complexas para serem elaboradas em conjunto.


Despite movement towards regional integration, countries continue to place priority on their national interests, seeking first and foremost to address their particular domestic issues. The resulting lack of a cohesive agenda hinders regional integration, particularly in the areas of foreign policy and defense -- issues that, by reason of their complexity, defy group consensus.

Summary: The author presents the Regional Internship of the Faculdade de Medicina da Universidade Federal de Juiz de Fora. The students' activities, the available resources and its good receptivity and goals are showed. At last, suggestions are made to improve it.
