ABSTRACT

From the perspective of healthy China,the development of rural medical and health services in Xin-jiang still exists some problems,such as inadequate measures to implement rural medical and health services,un-reasonable allocation of rural medical and health resources and insufficient funds to develop rural medical and health services.Based on the analysis of main reasons,this paper put forward the important measures for imple-menting health poverty alleviation by village working teams in Xinjiang: implementing the important concept of" health poverty alleviation and precision poverty alleviation" ; improving the comprehensive quality of rural medical and health personnel; broadening funding channels of rural medical and health care; carrying out medical services to benefit the people and strengthening the assistance of rural medical and health services.

ABSTRACT

Rational distribution of health human resources that can keep,use and manage is the key process to strengthen the rural three-level health service network,and to be sure,the sense of identity plays a pivotal role in it.This study,with qualitative research of sociology and research in historic culture,analyzed the influence of the status quo of social,cultural and historical background on rural doctors as health human resource.Through the field observation and individual in-depth interview,it explored the current condition of relationship mode and interaction way behind village life,analyzed the influences of them upon health human resource,and put forward some suggestions to adapt rural culture environment,following the view of existence determines consciousness of historical materialism.

ABSTRACT

To investigate different effects of fiscal health expenditure, household spending on health and social health expenditure on narrowing the gap between urban and rural health resource allocation. Methods: With the relevant data of China’ s medical and health through 1985-2011 years, taking methodology of the state space model to estimate the varying-time elasticity of different types of expenditures on urban and rural health resource allocation gap. Results: For narrowing the gap, household health expenditure played the leading role, fiscal health expenditure played smaller role and the social health expenditure played the supplementary role; the elastic of different health expenditure proportion was fluctuated before 2002, which became stable after 2002; it is easy to improve the “hard conditions” rather than the “soft conditions” . Conclusion: To accelerate the process of urban and rural medical security system integration, it is inevitable to establish an efficient configuration mechanism for urban and rural health expense, balanced develop urban and rural medical insurance system and scientifically guide social health investment.
