ABSTRACT In order to strengthen the physical education of college students, it is necessary to reasonably allocate university sports public service resources. In order to improve the allocation of university sports resources, this study constructs the Data Envelopment Analysis (DEA) model by analyzing the proportion of public sports service facilities in colleges and universities. Through the selection of input index and output index of sports public service facilities in colleges and universities, as well as selecting 20 colleges and universities as decision-making units, this paper constructs a DEA model, and studies the use of the DEA Tobit two-stage method to evaluate the matching efficiency of public sports service facilities in colleges and universities. The results show that the pure technical efficiency of sports public service facilities in colleges and universities is effective, and the scale efficiency of most colleges and universities is relatively high, and the proportion of sports facilities is relatively reasonable. However, there are still large problems in the proportion of public sports service facilities in colleges and universities, so it is necessary to adjust the proportion and scale of sports facilities allocation reasonably. This study verified the effectiveness of the DEA model in evaluating the proportion of public sports service facilities in colleges and universities, hoping to provide certain reference for improving the proportion of public sports service facilities in colleges and universities.


RESUMO A fim de reforçar a educação física dos estudantes universitários, é necessário aloca de forma razoável os recursos públicos de serviços desportivos universitários. A fim de melhorar a alocação de recursos desportivos universitários, este estudo constrói o modelo de Análise por Envoltória de Dados (Data Envelopment Analysis — DEA) ao analisar a proporção de instalações de serviço esportivo público em faculdades e universidades. Através da seleção do índice de entrada e índice de saída de instalações de serviços públicos esportivos universitários, bem como da seleção de vinte faculdades e universidades como unidades de tomada de decisão, este estudo constrói um modelo DEA e estuda o uso do método DEA Tobit em duas fases para avaliar a respectiva eficiência das instalações de serviços públicos desportivos em faculdades e universidades. Os resultados mostram que a eficiência técnica das instalações de serviços públicos desportivos em faculdades e universidades é eficaz, e a eficiência em escala da maioria das faculdades e universidades é relativamente alta, e a proporção de instalações esportivas é relativamente razoável. No entanto, ainda há grandes problemas na proporção de instalações públicas de serviço desportivo em faculdades e universidades, pelo que é necessário ajustar razoavelmente a proporção e a escala das instalações desportivas atribuídas. Este estudo verificou a eficácia do modelo DEA na avaliação da proporção de instalações públicas de serviço desportivo em faculdades e universidades na esperança de fornecer certa referência para melhorar a proporção de instalações públicas de serviço desportivo nesses locais.


RESUMEN Para fortalecer la educación física de los estudiantes universitarios, es necesario asignar razonablemente los recursos del servicio público deportivo universitario. Con el fin de mejorar la asignación de recursos deportivos universitarios, este estudio construye el modelo Análisis Envolvente de Datos (Data Envelopment Analysis DEA) analizando la proporción de instalaciones de servicios públicos deportivos en colegios y universidades. Mediante la selección del índice de entrada y de salida de las instalaciones de servicio público deportivo en colegios y universidades, así como la selección de 20 colegios y universidades como unidades de toma de decisiones, este documento construye un modelo DEA y estudia el uso del método DEA Tobit de dos etapas para evaluar la eficiencia de emparejamiento de las instalaciones de servicios deportivos públicos en colegios y universidades. Los resultados muestran que la eficiencia técnica pura de las instalaciones de servicio público deportivo en los colegios y universidades es efectiva, y la eficiencia de escala de la mayoría de los colegios y universidades es relativamente alta y la proporción de instalaciones deportivas es relativamente razonable. Sin embargo, todavía existen grandes problemas en la proporción de instalaciones de servicios deportivos públicos en colegios y universidades, por lo que es necesario ajustar la proporción y la escala de la asignación de instalaciones deportivas de manera razonable. Este estudio verificó la efectividad del modelo DEA al evaluar la proporción de instalaciones de servicios deportivos públicos en colegios y universidades, con la esperanza de proporcionar cierta referencia para mejorar la proporción de instalaciones de servicios deportivos públicos en colegios y universidades.

ABSTRACT

Abstract Aim: The sports facilities development and use optimization has been one of the main objectives of sports organizations. To understand how the management is performed, the knowledge about the manager and his function is crucial and may aid to improve facilities management and impact service quality. This study aimed to analyze the functional profile of sport facilities managers and verify their managerial behavior. Methods: A survey was conducted, 76 managers of public and non-profit sports facilities of São Paulo answering a questionnaire regarding their personal data and tasks performed in five related areas (Economic-Administrative Management, Human Resources Management, Maintenance, Supply and Exploration, and Marketing and Promotion). The data was analyzed through an Exploratory Factorial Analysis using the principal component method. Results: The low participation of managers in tasks related to the Economic-Administrative Management area was identified. The manager's other areas of activity had their tasks divided into the following factors: Human Resources (Work organization; Communication and Training); Maintenance (Maintenance and monitoring; Expansion, Construction, and Renovation); Supply and Exploration (Activities Organization; Activity Planning for Groups; Assignment and organization of use); Marketing (Communication, supply and demand analysis; Operation and occupation analysis). Conclusion: There is no standard managerial behavior of sport facilities managers since their performance is not focused on the proactive or non-proactive characteristic of the task, but rather on the field that the organization and/or manager deems necessary to be planned and developed.

ABSTRACT

Esta pesquisa teve por objetivo analisar o processo de implementação de instalações esportivas na Espanha, com um olhar mais aprofundado sobre as instalações públicas de esporte de Sevilha, tendo por base a relação público-privado na gestão daquelas. O estudo foi desenvolvido a partir de uma pesquisa documental e teórica em autores espanhóis, tendo um caráter quantitativo e qualitativo. Foi possível perceber que houve diminuição do crescimento da construção de instalações esportivas na Espanha, tendo ocorrido uma descentralização da gestão em direção a administração local e as empresas privadas. No âmbito da cidade de Sevilha identificamos que não houve crescimento da quantidade de instalações esportivas, sendo que os diferentes modelos de gestão (direta, social e privada) apresentam instalações, atividades e sociabilidades diferentes.


This research aimed to analyze the process of implementation of sports facilities in Spain, with a more in-depth look at the public sports facilities of Seville, based on the public-private relationship in the management of those facilities. The study was developed from a documentary and theoretical research in Spanish authors, having a quantitative and qualitative character. It was possible to notice that there was a decrease in the growth of the construction of sports facilities in Spain, with a decentralization of management towards the local administration and private companies. In the city of Seville we identified that there was no increase in the number of sports facilities, and the different management models (direct, social and private) present different facilities, activities and sociabilities.

ABSTRACT

Abstract Aims: This paper sought to evaluate the infrastructure of public swimming pools in a countryside municipality of the state of São Paulo and to present the Geographic Information System (GIS) as a tool capable of assisting in the management of sports facilities and programs. Methods: This is a descriptive study since it intends to expose the characteristics of a certain context. First, documentary research was performed to map the facilities and their respective projects. After that, a field survey was conducted seeking to evaluate the infrastructure of public pools and their surroundings through observation. Lastly, using georeferencing software, the population, and socioeconomic data around these pools were obtained and analyzed. Results: It was identified ten public swimming pools, and in seven the offer of swimming projects was foreseen. The infrastructure of the pools is mainly unsatisfactory, making necessary the improvement of the installation itself and in its surroundings. According to the results of the GIS, each pool has its specific public target concerning the characteristics of the profile of the residents surrounding these facilities. Conclusion: Information regarding the public profile around sports facilities generated from a tool such as GIS showed it is possible to determine which sports projects should be prioritized in each facility, leading to improvement in the management of sports-related public policies.

ABSTRACT

Este estudo objetivou identificar o índice de percepção organizacional dos trabalhadores do Complexo Aquático da Universidade Federal de Santa Catarina (UFSC). Usou-se um questionário de cultura e qualidade adaptado de Vaitsman et al. (2000), aplicado em professores, bolsistas e outros trabalhadores. Os resultados encontrados foram insatisfatórios (abaixo de 0,6) para as variáveis infraestrutura e gestão em duas categorias de trabalhadores e insatisfatórios para as variáveis clima organizacional e cultura em uma das categorias avaliadas. Crê-se que este trabalho possa esclarecer o papel do gestor esportivo, mostrar que é cabível ao profissional de educação física planejar, organizar, dirigir e controlar instalações esportivas.


This study aimed to identify organizational index of perception from UFSC Aquatic Complex workers. An adapted questionnaire by Vaitsman et al. (2000) of Culture and Quality was applied to teachers, scholars and other workers. Results were unsatisfactory (below 0.6) for the infrastructure and management variables in two categories of workers and poor for variables organizational climate and culture in one of the categories evaluated. It is believed that this work may clarify the role of sports manager, showing that it is appropriate to the physical education professional conduct planning, organization, direction and control of sports facilities.


El objetivo del estudio fue identificar el índice de percepción organizacional de lostrabajadores del Complejo Acuático de la Universidad de Santa Catarina. Se utilizó un cues-tionario Cultura y Calidad adaptado de Vaitsman et al. (2000), que fue aplicado a profesores,estudiantes y otros trabajadores. Los resultados fueron insatisfactorios (por debajo de 0,6) paralas variables infraestructura y administración en dos categorías de trabajadores y insatisfacto-rio para las variables clima y cultura organizacional en una de las categorías evaluadas. Se creeque este trabajo puede aclarar el papel del director deportivo, demostrando que es apropiadopara el profesional de educación física hacer la planificación, organización, dirección y controlde las instalaciones deportivas.
