ABSTRACT

Objective Based on the data of scientific research output in a top three hospital in Beijing from 2015 and 2016,stochastic frontier analysis is conducted to estimate the efficiency of scientific research performance in different departments of this hospital,so as to draw the impetus for the growth of departments.Methods According to the results of the stochastic frontier model,comprehensive analysis and evaluation are conducted for the research performance of various departments.Results The overall average technical efficiency of the hospital is 0.44,and improvement space for the technical efficiency of scientific research performance is still 0.56.There are significant differences in the technical efficiency of each department.Among the four major categories,the D section is higher than the technical efficiency of class A,B and C departments.Conclusions The overall technical efficiency of the hospital is not high,the level of scientific research output of the four types of departments is not balanced,which should be emphasized in the improvement of scientific research performance level.

ABSTRACT

Objective To analyze the economical operation and technical efficiency of Zhejiang provincial hospitals, and give references for deepening public hospitals reform.Methods We compiled data from 17 provincial public hospitals from 2013 to 2017 in Zhejiang, then used descriptive analysis to study hospitals′operating performance, and used stochastic frontier analysis( SFA) to analyze hospitals′ technical efficiency.Results From 2013 to 2017, the 17 provincial hospitals′ annual growth rate of outpatients and discharges were 5.2% and 9.5% , the number of outpatients and discharges at the general hospitals were 1.8 times and 2.5 times of those in specialized hospitals respectively.In these hospitals, service efficiency had been improved, and the income structure had become more reasonable.However, internal and external factors of the hospitals lowered technical inefficiency in their economic operation. Conclusions The economic operation mechanism of provincial hospitals should be further strengthened, and their external environment be improved as well.Only in this way can the hospitals achieve their operational goal of " doing the right thing and in the right way".

ABSTRACT

Objective To evaluate the traditional Chinese medicine(TCM) output efficiency of the coUnty-level TCM hospitals in Jiangsu Province before and after the reimbursement mechanism reform,and to analyze the factors which affect the efficiency of county-level TCM hospitals.Methods Using DEA to analyze the efficiency of county TCM hospitals,and using the Tobit regression to analyze the influence factors.Results The output efficiency of county-level TCM hospitals in Jiangsu Province is low,and the reimbursement mechanism reform in county-level hospitals of TCM efficiency further decreases;payment model,cost model and revenue model of regression analysis indicate that different factors has different influence on output efficiency of county hospitals of TCM.Conclusion The reimbursement strategy of county-level TCM hospitals should be optimized,the balance of revenue and expenditure structure be adjusted,and the intensity of TCM services reimbursement be increased.

ABSTRACT

BACKGROUND & METHODS: The purpose of this research is to estimate the efficiency of the pharmaceutical firms and the determinants of their efficiency. Stochastic frontier analysis(SFA) and panel study are applied to the data of 60 domestic pharmaceutical firms from 2006 to 2012. RESULTS & CONCLUSION: First, the result of the stochastic frontier analysis shows that overall efficiency of the pharmaceutical firms is increasing as time goes by. However, if firms are classified by the scale, the larger firms show more efficiency and if classified by the degree of innovativeness, the innovative firms show more efficiency compared to the non-innovative firms. This evidences show that the scale and R&D investment have significant relationships with the efficiency of the pharmaceutical firms. Therefore, it is necessary to increase the national level of investment for the fundamental researches to vitalize R&D of the new drugs. Second, the result of estimation of the determinants of efficiency shows that the firms with larger sales promotion expenses and entertainment expenses have less efficiency compared to the other firms. This can be explained by the structural characteristics of the small generic pharmaceutical firms. Therefore, the government had better make the pharmaceutical firms to reduce sales promotion and entertainment expenses and increase R&D expenses by introducing systems such as global budgeting system on medicine or reference pricing system.

ABSTRACT

This article applied stochastic frontier analysis to estimate the efficiency of the 2007 Beijing Medicine Development Foundation,and analyzed the dominant influencing factors of the performance.The following results were found out..(1) The performance of 2007 Beijing Medicine Development Foundation was good in general,however there was a 23% gap between the actual output and the frontier output.As time passes by,the expected performance will get better.(2) There are large differences existed between various categories of projects and the different levels of institutions and project leaders.The relatively high profile projects,which means large input and more complexity,requires higher level of facility and environmental support,project manager's degree,professional title,while technical efficiency is not obvious for small scale independent innovation projects.

ABSTRACT

Objective: To support the distribution of health resources in China better. Methods: According to the related data of resident health, health resources and marketing index in China from 2005 to 2010, related conclusion was given by using stochastic frontier analysis and fixed effect panel analysis method to establish the change trend of technical efficiency in different provinces and cities. Results and Conclusion: (1) The distribution of technical efficiency in different provinces and cities are asymmetric and generally low;(2)there are obvious differences of technical efficiency among different areas;(3)government input in medical and health field should be focused on central and western areas.

ABSTRACT

Objective:To study on regional differences of technical efficiency under medical and health system in China, and analyze on the influence factors of technical efficiency. Methods: Based on the provincial panel data from 2002 to 2011, the stochastic frontier production function of healthcare system was established for empirical analysis. Results and Conclusion: Overall, the average technical efficiency of medical and health system in China presented an increasing tendency, however, a significant difference was found in regional efficiency. The non-efficiency of medical and health system in different areas could be reduced by the proportion of tertiary hospitals in all medical institutions, the ratio of profit-making medical institutions in all medical institutions and the population density;while the influences of highway density and per capital education year on technical efficiency in different areas are different.

ABSTRACT

La evaluación de eficiencia para los hospitales públicos a nivel nacional se hace bajo la premisa de que la unidad hospitalaria es parte del sistema general de salud y en particular de la red de atención. La eficiencia se mide desde dos perspectivas, la primera la dada por los indicadores de recursos, aprovechamiento, funcionamiento y calidad; y la segunda perspectiva es la dada por un modelo de frontera estocástica. Los resultados indican que los hospitales públicos de segundo y tercer nivel, así como los centros de salud, son eficientes técnicamente, mientras que en los hospitales de primer nivel se evidencia un comportamiento ineficiente desde el punto de vista técnico, y la evidencia indica que esta ineficiencia es un problema de las unidades en el sistema, donde el componente del sistema refiere a una inadecuada asignación de recursos.


The evaluation of the efficiency of public hospitals at national level is done under the assumption that the country has a general health system, and the hospitals belongs to this system, especiallybelongs to safety public health net. The efficiency is measure in two paths, the first given by the indicators of use, resources, functioning and quality. The second way is given by the adjustmentof the stochastic frontier. The results show that the public hospitals in second and third level, and primary health attention centers are efficient technically, while the evidence say that the first level public hospitals are inefficient like units, in the sense of technical use of the raw materials - technically inefficient -, and the exploratory analysis show that inefficient occurs because there are anot optimum assignation of resources, and according to the law this assignation is not a function of the hospital, it is a function of the system.

ABSTRACT

Objective To analyze the present situation of technical efficiency in TCM hospitals throughout the country, discuss the influencing factors causing inefficiency and propose corresponding suggestions. Methods The technical efficiency in 60 TCM hospitals in the country was analyzed using the stochastic frontier cost model for panel data and the influencing factors causing inefficiency were discussed using the multiple stepwise regression method. Results The average technical inefficiency was 22.59% and inefficiency showed an upward trend as the areas shifted from the eastern through the middle to the western regions. Five factors, including the utility rate of beds and the proportion of health technicians among the entire hospital staff, were statistically significant so far as the effect on the increase of the overall cost was concerned. Conclusion The stochastic frontier cost model for panel data is the best method for evaluating the technical efficiency in TCM hospitals. On the basis of the above analysis, suggestions for strengthening scientific management, improving the utility rate of resources and reducing unnecessary waste are put forward.
