ABSTRACT

Enhancing national biodefense science and technology capacity is the basis of and key to biosafety and biosecurity .A further improved biodefense capability is required for the military to defend national sovereignty and territorial integrity , safeguard national interests overseas , and carry out military operations other than war .Currently , global biodefense technology is progressing rapidly .Research on detection and diagnosis products for biological threats focuses on novel, fast, portable, and remote identification technologies .As for biodefense vaccine development , research of vaccines for emerging viruses, bacteria, toxins, and malaria has made positive progress .In biodefense pharmaceutical research , new anti-influenza drugs , anti-Ebola drugs , anti-Marburg virus drugs , and new antibiotics for anthrax and plague keep emerging.In the future, China should give priority to research on biosurveillance and early warning , biodefense product transformation, and all-spectrum biodefense system construction .

Modeling biosecurity events based on mathematical theories to reveal the inherent mechanism can shed light on the development of biosecurity events and offer accurate scientific support to emergency preparation and response , con-tributing much to national biodefense capability .This paper reviews the applications of mathematical theories as a research and analytic tool in biosecurity and discusses the trends of development in this field .

ABSTRACT

Biosecurity is defined as effectively responding to biological damage associated with various destructive fac -tors and threats ,maintaining and protecting national interests ,security and public health in the era of globalization .This pa-per analyzes the overall situation of biosecurity capability building since the SARS outbreak in 2003 before concluding that remarkable progress has been made in China , but the gap remains great compared with the need of national security envi -ronment and the capacity building of developed countries .This paper outlines four considcrations regarding the development of biosecurity research strategic planning and offer eight tips on strengthening research on biosecurity technology in China .

The expansion of high-containment bio-defense laboratory in USA is introduced in such aspects as the increase of laboratory magnitude,amplification of laboratory area and the funding growth of the United States National Institutes of Health(NIH).In addition,a series of problems caused by the expansion are analyzed in the perspective of the biosafety training,information exchange of laboratory and public participation.
