ABSTRACT

Through the functional combination of relevant departments involved in hospital procurement, to simplify and unify the work process, we establish a standardized procurement system, to realize the pre-procurement budget and approval, power balance, strengthen the fairness and openness of procurement process. By introducing the closed-loop process of in-process supervision to ensure the impartiality of review and post-evaluation control, it comprehensively strengthens the internal control of procurement management, and finally realizes the purpose of strengthening procurement risk prevention and procurement quality management.

ABSTRACT

The objective of the medical students’ education cost control is to reasonably reduce the education cost differences caused by mismanagement and insufficient investment. The budget is an important tool for the control;the elabrate cost accounting is the essential information condition for the control. It is proposed that enhancing the control power must clear responsibility cost, the education quality cost is guaranteed through both increasing income and reducing expenditure.

ABSTRACT

Objective: To find out effects of the service unit floating payment system under the total budget control of the medical institution, and explore feasible solution. Methods: Through interpretation of the policy, compare with simple service unit floating payment system to find out the characteristics of the new policy. Results: Through the total budget pre-control system, the new policy can effectively restrain the trend of fast growing on medical expenses. Time of doctor and number of patient ratio indicators are introduced to effectively prevent the medical institution decompose the time of doctor. Conclusion: To achieve the steady growth of medical business, medical institutions need to enhance the management of expense control, develop new business to attract new patients , optimize the medical charge structure.
