ABSTRACT

As one of the flexible means of drug supervision, the “compassionate medicine use system” has become a new way to meet the drug accessibility of patients at present. The “compassionate medicine use system” in Britain, that is, Early Access to Medicine Scheme, intervenes in the drug development process of the applicant enterprises at an early stage through the cooperation of different government departments, which not only ensures patients obtain innovative drugs in time, but also accelerates the drug listing and payment and reimbursement process. At present, China has only made principled provisions on the “compassionate medicine use system”, but has not issued specific implementation rules. It is suggested that the access conditions of “compassionate medicine use”, the responsibilities and obligations of different subjects, the payment mechanism of expenses and how to promote the cooperation of relevant departments should be clearly defined as soon as possible in combination with the system experience of Britain, so as to form a standardized and operable “compassionate medicine use system” suitable for China’s national conditions.

ABSTRACT

As per the new competency-based medical education curriculum, teaching and learning methods have been shifted from teacher-centric to student-centric to provide students with opportunities for diverse learning experiences through interactive learning. So, the department introduced innovative teaching in the classroom environment to make students understand the concept of community diagnosis in detail so that it will be beneficial for them while executing an actual visit to their family. A village was simulated in the classroom; students were randomly identified as medical students who were going to interact with villagers for the purpose of community diagnosis, whose roles were played by the remaining students. After that, the student explained the process with input from faculty. Feedback from students was taken through a Google form about the activity. There was a self-driven response from students with their active participation. They felt that it was a very interactive class and it prepared them for the field visit. Such simulation activities can be used as a teaching and learning method for relevant competencies with limited resources.

ABSTRACT

Carbon emissions pose a massive risk to our planet's health. According to the Paris Climate Agreement, nations pledged to limit global warming to 1.5°C to mitigate climate change's impacts. This target will not be achieved without immediate and deep emissions reductions across all sectors. Unfortunately, the Russian-Ukrainian conflict and the new natural gas discoveries in some countries have also slowed down the pace of decarbonization. Aside from that, a faint light at the end of the tunnel could be seen from the new Intergovernmental Panel on Climate Change (IPCC) report, which pointed to increasing actions on climate change. Fortunately, achieving future zero carbon emission is still possible via the implementation of holistic frameworks that promote existing and emerging green technologies and helps the community to transform. This policy paper proposes a framework that integrates technology use and mobilizes the transformation of communities' mindsets to cope and adapt to climate change. The proposed framework will then be implemented in the country hosting the 27th Conference of the Parties of the UNFCCC (COP 27), Egypt, and it is recommended to be used by scholars and policymakers for future assessment of the country's climate change performance. Finally, the paper provides a set of recommendations to governments, policymakers, and communities to accelerate the movements toward a net zero-carbon future.

ABSTRACT

Introduction: A review was carried out to allow a better understanding of why a more inclusive vision of adolescent neuropsychology is necessary for the application of intervention methods in the field of neuroscience that allow confronting sexual and reproductive risk behavior. Objective: to update on the particular aspects of the neurophysiology of adolescence, which can make them prone to develop risk behavior in terms of reproductive function. Material and Methods: Review of the literature on the subject, published in the period 2017-2022. Databases such as PubMed/MEDLINE, Lilacs, SciELO, Cochrane, and The National Library of Medicine were used. Twenty-five bibliographic sources were included for citations, as they met the requirements for greater specificity, originality, and contribution to the topic. Development: The development of the adolescent generates radical transformations in his personality, which are related to important changes in brain structures that are not yet fully developed. Magnetic resonance techniques show that the main changes in the adolescent brain affect the prefrontal cortex, which is why they are more prone to a lack of self-regulation and excessive excitability. The plasticity of this stage would explain how erroneous behaviors can be negatively imprinted, giving rise to attitudes that lead to failure, particularly those related to sexuality and reproductive function. Conclusions: Critical reflections are provided, which confirm the fact that there are weaknesses in the methods for the modification of sexual behavior and reproductive risk in adolescents. New confrontation methods are provided.

ABSTRACT

OBJECTIVE To analyze the implementation experience of France’s additional list system for innovative medical products, and to provide reference for China to support medical institutions to use innovative medical products. METHODS Taking France as a case study, using policy analysis method, this paper systematically studied the practice of establishing additional list system to compensate for innovative medical products in France under diagnosis-related group (DRG) payment, including the establishment background, selection procedure and implementation effect. The suggestions were provided on the medical insurance payment methods for innovative medical products in China. RESULTS & CONCLUSIONS The additional list system established a compensation and payment system for innovative medical products with significant clinical efficacy but high treatment cost, covering four stages: application, evaluation, payment and adjustment, which effectively reduced the drug burden on medical institutions, promoted the use of innovative pharmaceutical products by medical institutions, and stimulated the innovation drive of the pharmaceutical industry, but at the same time brought payment pressure to the medical insurance fund. With the rapid spread of our DRG/diagnosis-intervention packet payment reform of China, some regions have also explored the establishment of a compensation and payment mechanism for innovative medical products, but there are still imperfections. We can refer to the implementation experience of the French additional list system and establish an effective compensation and payment system for innovative medical products starting from the establishment of selection criteria, the selection of compensation mode and the implementation of dynamic adjustment.
