ABSTRACT

The high-quality development requirements for public hospitals,national examination orientations,and DIP medical insurance payment reforms present significant challenges to the refined management of public hospitals.Therefore,it is essential to enhance the operational management of these institutions.This paper aims to develop an operation evaluation index system for clinical departments using the Delphi method for assessing the efficiency of resource input and output across various clinical departments.It provides a scientific basis for decision-making regarding resource allocation,transformation towards re-fined management,and the enhancement of operational guidance for departments.

Optimizing operation management mode is the core task to promote the high-quality development of public hospitals.Drawing on the typical experiences and practices of operation and management of representative in-ternational hospitals in the United States,the United Kingdom,Singapore and West China Hospital of Sichuan Univer-sity,Shanghai Jiao Tong University School of Medicine Affiliated Xinhua Hospital,Jilin University China-Japanese Union Hospital of Jilin University,and carrying out a full range of comparative analyses.Put forward the new situation of China's public hospital operations and management to establish a"big operations management"concept.By iden-tifying the operation management role,rationalizing the operation management organization structure and training operation management compound talents to discuss stablishing a committee system,integrating multi-departmental resources to form a scientific and sound problem identificaiton,feedback,consultation and improvement of working mechanism,and promote the high-quality development of publit hospitals.

ABSTRACT

Comprehensively improving the new efficiency of high-quality development of public hospitals is the key top-level design for deepening the reform of public hospitals during the"14th Five-Year Plan"period.In view of the changes in the macro environment faced by public hospitals in recent years,such as the cancellation of the addi-tion of pharmaceutical consumables and the deep promotion of the reform of payment methods,as well as the out-standing problems existing at the micro level of public hospital operation,such as the separation of diagnosis and treatment business from economic operation activities,extensive decision-making methods,unreasonable alloca-tion of resources and urgent optimization of processes.By referring to relevant theories such as value management theory,a new"trinity"public hospital lean operation management model based on"integration of industry and fi-nance,lean operation and evidence-based decision-making"is explored and constructed.It breaks the relatively parallel operation barriers of clinical diagnosis and treatment business and economic operation management,innovates a new method of linear staff management with the integration of industry and finance,gives full play to the role of experts in governing hospitals,and integrates the professional committee system driven by"technology+manage-men"into the hospital decision-making staff system to provide data evidence-based basis for assisting the hospital leadership to make scientific decisions.

ABSTRACT

Objective To construct a systematic evaluation model of the operation and management capacity of pub-lic hospitals,and to objectively and realistically assess the current status of the operation and management capacity of public hospitals.Methods The"input-process-output"framework was used to construct a systematic evaluation model for operation management capability.56 public hospitals at or above the secondary level were sampled to con-duct empirical research.Results The results showed that,operation management in current stage emphasized a"re-sult oriented"approach,with insufficient basic investment and unclear core activities.Increasing funding investment,strengthening hospital marketing,and improving output quality were the core tasks of operation management.The operation management were generally in the initial stage,and the overall ability was not strong.The ability advantages of tertiary hospitals were relatively prominent.Conclusion It recommended that public hospitals should focus on the five major elements of human resources,finance,information,systems and decision-making mechanisms to com-prehensively optimize operation management investment;precise core activities,and promote the modernization of the economic system by improving the efficiency of resource allocation;stimulate the potential of hospitals,medi-cal staff,and disciplines to improve the quality of comprehensive outputs.

Under the background of the new medical reform, the performance evaluation of public hospitals is become increasingly strict and the operating pressure as well. Refined management of public hospitals is an effective way to improve the operation and management efficiency of public hospitals and promote its high-quality development. In view of the main problems faced in operation and management, a tertiary hospital launched the practice of refined management in May 2019. ABSTRACT

Since the outbreak of COVID-19 in Wuhan, cabin hospitals have played an important role in preventing the spread of the epidemic and admitting all the patients and suspected ones. As one of the first three cabin hospitals in Wuhan, Jianghan cabin hospital under care of Wuhan Union Hospital has efficiently fulfilled its purpose of admitting patients of mild symptoms. Measures taken by the cabin hospital include clearing its positioning, optimizing its layout, establishing organization structure, setting up the rules and regulations, and strengthening the prevention and control of hospital infection. This article briefly summed up the operation and management practices of the cabin hospital, and analyzed its management difficulties, hence putting forwards suggestions on medical emergency management system of China, for references of hospitals and authorities in charge.

The reform of medical insurance payment mode was an important lever to regulate medical service behavior and guide the allocation of medical resources.The DRG payment system of China was entering the stage of empirical research and practice testing.Combined with the internal operation mechanism of public hospitals in China,the DRG payment methods of hospitals were divided into preparation period,simulation period and the implementation period.The implementation pathway of implementing DRG payment in public hospitals was discussed from the perspective of hospital information system transformation,settlement process transformation and data simulation test.According to the incentive effect of DRG payment method on hospital cost efficiency and the characteristics of "output" of standardized hospitals,it analyzed the impact of DRG payment method on hospital operation management from the aspects of cost management,performance management and subject development.

ABSTRACT

Objective Using principal components analysis and weighted TOPSIS method to make objective and accurate evaluation of hospital operation management quality.This aims at proving whether such methods are scientific and feasible for comprehensive evaluation for the quality of hospital operation management and providing the basis for hospital decision making.Methods 15 typical Hospital Performance Indicators were chosen from a cancer hospital during 2008-2012,which were subject to TOPSIS method and principal components analysis,weighted TOPSIS method for comprehensive evaluation.Results The results with principal components analysis and weighted TOPSIS method conform to the actual hospital conditions and prove the rising quality of operation management of the hospital.That is,the closer the date,the higher the ranking.Conclusion Principal components analysis and weighted TOPSIS method are proven flexible,practical,scientific and reliable and suitable for popularization and application in the quality evaluation of hospital operation management.

By introducing capital and talented personnel, viz. by liquidating remnant assets through the capital of knowledge and by seeking benefits through capital integration, the hospital has succeeded in inventing a new way of utilizing talented personnel resources and stimulating talented personnel to greater efforts, thus enhancing the speed of its accumulation of capital and laying a solid foundation for sustainable development.
