ABSTRACT

The advent of the bioeconomy era is triggers a new wave of technology and industrial revolution. Bioeconomy has become the commanding heights that major developed countries and emerging economies try to seize. This paper analyzes the spatiotemporal characteristics of global bioindustry development from four perspectives: biomedical industry, genetically modified crop planting industry, bioenergy industry, and bio-based chemical industry. Then it summarizes the main characteristics of the development of the global bioindustry, and further put forward policy recommendations for the bottleneck problems in the development of China's bioindustry, which can guide the future development of China's bioeconomy.

ABSTRACT

OBJECTIVE:To provide reference for improving licensed pharmacist qualification system and the legislation of Li-censed Pharmacist Law in China. METHODS:The implementation of licensed pharmacist system in China was introduced;based on the experience of licensed assistant physician system in China and pharmacy technician qualification system in USA,the necessi-ty and feasibility of setting up licensed assistant pharmacist were interpreted. RESULTS&CONCLUSIONS:At present,it is neces-sary to draw lessons from licensed assistant physician system in China and pharmacy technician qualification system in USA and set up licensed assistant pharmacist because of the shortage of licensed pharmacist,low threshold of qualification admittance,non-stan-dard licensed qualification of primary(assistant)pharmacy technician,absence of Licensed Pharmacist Law. It is recommended to promote the legislation of Licensed Pharmacist Law through clearing the definition and responsibility of licensed assistant pharma-cist,confirming examination scope and the threshold of qualification admittance,etc.

This paper discussed the development of hospice care in our country form five respects , detailed e-laborated our country the main manifestations of lacking hospice medical service policy : relevant policies render fragments;relevant policy interoperability is not strong;Relevant policy lack of financial support;the lack of pub-licity related policy .On this basis , put forward the hospice career development needs of related policies , inclu-ding:set up complete medical security system;establish perfect hospice service classification management mecha-nism;establish and perfect the government funds allocated for hospice care medical services .

ABSTRACT

The evolution of China’s policy on private medical institutions has been ongoing, and a comprehen-sive policy system has been established. In this paper, we review the development history and summarize the main policy points in terms of planning, approval, financial input, supervision and administration, support and incentives. We analyze current policy barriers from three levels:1 ) policy ideas, consensus on the function and role of private medical institutions have not reached, which may influence the corresponding policy making and implementation;(2) policy design, multiple policy bottlenecks still exist, such as lack of flexibility, poor convergence, vague stand-ards and other aspects; 3 ) policy implementation, the health planning polices and equal treatment polices haven’t been carried out, and there are many hidden obstacles. To solve these problems, we recommend that further attention be paid to the importance of private medical institutions;the running mode should be chosen properly; the develop-ment space should be expanded;the classified management policy should be improved; and the supervision and ex-amination of policy implementation on local governments should be intensified.

Given the significant improvement in terms of its coverage and compensation depth,China's basic medical insurance system has inherent setbacks in its structure as held by the authors.They hold that the medical insurance as the most important source of compensation for medical institutions,should further reform its structure of financing and reasonably raise the percentage of compensation; adjust the time reference and space reference for prepayment estimation such as the total prepaid amount; deepen supportive reforms for the payment manner.All these measures aim at minimizing impact of the payment control mechanism on routine medical activities and exploring diversified payment manners that are feasible.

ABSTRACT

Objective: To study the input and output efficiency of the general hospitals based on the sampling data, in order to infer the operational efficiency of the general hospital in Hubei Province. Methods: Cobb-Douglas production function is extended and the input-output efficiency of 50 hospitals is analyzed by Data Exchange Agreement ( DEA). Results: Based on C-D production function expansion, through the sampling survey of input and output data, screening the input and output indicators of general hospitals, use DEA to conclude the put-output efficiency of 50 general hospitals in Hubei. Conclusion: The bed utilization rate of 50 general hospitals is low, the general hospital beds should be appropriately reduced, and corresponding policy recommendations are proposed.

ABSTRACT

Shenzhen implemented the health reform on the separation of drug prescribing and dispensing.This policy abolished the drug price addition system,which interrupted the interest chain between hospitals and pharmaceutical enterprises,and curbed the over-medication and use of expensive drugs.Such a reform has lowered the average cost of diagnose and treatment,the out-of-pocket payment by those covered by social insurance,outpatient infusion and the utilization of antibiotics.To further strengthen these outcomes and maintain the momentum of this policy,Shenzhen will further improve the compensation system for public hospitals,encourage the medical staffs' work enthusiasm and implement the reform measures actively.

ABSTRACT

Quality Improvement(QI) is the main agenda rising rapidly at the health policy. Recent policy trend like hospital evaluation with public reporting and evaluation of appropriateness in health insurance areas show that QI become the main target agenda of government. Especially, medical societies should give their attention to this policy change because QI related policies are closely related to the credibility of medical professionals for public. Medical professionals should understand problems which recent QI policies are confronted and ask for modification as follows: the duplication at several evaluation areas, ineffective evaluation approaches, etc.
