ABSTRACT

Introducción: La Organización Mundial de la Salud ha enfatizado sobre el valor que tiene el soporte jurídico para el control del tabaco y la necesidad de desarrollar acciones que tributen a la prevención del tabaquismo. Objetivo: Caracterizar el marco jurídico que sustenta el control del tabaquismo en Cuba. Métodos: La investigación fue transversal y de tipo exploratorio. Se definió como unidad de análisis a las normativas jurídicas cubanas para el control del tabaco. Se tuvieron en cuenta nueve categorías de análisis. Se aplicaron como métodos y técnicas el análisis de contenido y la entrevista a expertos. Resultados: Las normativas para el control del tabaco están dispersas en diferentes instrumentos jurídicos y desactualizadas en relación al contexto internacional. Conclusiones: Las normativas jurídicas cubanas que regulan el tabaquismo carecen de la necesaria jerarquía, integralidad, eficiencia, eficacia y severidad coactiva para desestimular el consumo de tabaco(AU)


Introduction: The World Health Organization has emphasized on the value of legal support for tobacco control and the need to develop actions directed to the prevention of smoking habit. Objective: To characterize the legal framework that supports the control of smoking habit in Cuba. Methods: The research was exploratory and cross-sectional. It was defined as the analysis unit the Cuban legal regulations for tobacco control. There were taken into account nine categories of analysis. There were implemented as methods and techniques the analysis of content and the interview to experts. Results: The regulations for tobacco control are scattered in different legal instruments and outdated in relation to the international context. Conclusions: The Cuban legal regulations that regulate smoking habit lack of the necessary hierarchy, comprehensiveness, efficiency, effectiveness, and coercive severity to discourage tobacco consumption(AU)

ABSTRACT

Revisión histórica de las estructuras orgánicas y diseños organizacionales que han existido en la Universidad Nacional Mayor de San Marcos y en la Facultad de Medicina en cuanto al aprovisionamiento de bienes y servicios. Se observa una inadecuada formulación del diseño a nivel Rectorado y Facultad dando como consecuencia el incumplimiento del aprovisionamiento y el financiamiento de los alumnos y docentes en las adquisiciones. Existe incompatibilidad de estructuras orgánicas Rectorado-Facultad dificultando la coordinación entre ella. Se propone la implementación en la estructura Orgánica de la Facultad de la Oficina de Logística y el rediseño de las estructuras orgánicas del Rectorado y Facultad. Se recomienda implementar estudios de opinión y satisfacción así como estudios de viabilidad para creación de una Unidad Ejecutora.


Historical review of the organizational structures and organizational designs that have existed at the Universidad Nacional Mayor de San Marcos and in the Faculty of Medicine regarding the procurement of goods and services. There is an inadequate formulation of the design faculty at the Rectory and the failure to give as a result of supply and financing of students and teachers in procurement. Structural incompatibility, School Governing Bodies impede coordination among them. Implementation is proposed in the organizational structure of the Faculty of the Office of logistics and the redesign of organizational structures of the Rectory and School. Is recommended to implement and satisfaction opinion surveys and feasibility studies for establishing an Executive Unit.

ABSTRACT

A publicação da norma sobre o Processo Transexualizador no SUS, apesar de refletir importante conquista do segmento populacional de transexuais, denuncia a complexidade do avanço dos direitos sexuais no campo da Saúde Coletiva. O artigo tem por objetivo a consideração crítica dos avanços, impasses e desafios na instituição dessa política pública de saúde, discutindo a ambivalência no processo de construção da norma técnica. Resgata duas correntes paralelas de inserção do debate sobre saúde de transexuais no Ministério da Saúde: a judicialização e o compromisso com o programa de governo Brasil sem Homofobia. Sinaliza a qualidade parcial do avanço conquistado pela publicação da norma, já que estabeleceu, ao mesmo tempo em que afirmou o direito à saúde para transexuais, campos de exclusão para possíveis beneficiários das mesmas ações de saúde previstas, especificamente as travestis. A hipótese sustentada é a da incidência da heteronormatividade e do binarismo de gênero como fator limitador da democratização dessa política de saúde.


The Brazilian norm that establishes the conditions for the health care for transsexuals, despite reflecting important achievements of this population, reveals the complexity of the advancement of sexual rights in the field of public health. This paper aims to review the advances, challenges and dilemmas in the establishment of this public health policy, discussing the ambivalence in the process of building the technical standard. It releases two parallel chains of the inclusion of the debate about transgender health care in the Health Ministry: the judicialization and the committment with the government program "Brazil without Homophobia". It indicates the partial progress achieved by the publication of the standard, as it established exclusion areas for potential beneficiaries of the same set of health actions, specifically the transvestites, at the same time it stated the right to health care for transsexuals. The hypothesis sustained is that heteronormativity and the binary of gender work as limiting factors for the democratization of the health policy.
