O conceito de pobreza: uma reflexão sobre os interesses do conhecimento / The concept of poverty: a reflection on the interests of knowledge

Este trabalho busca problematizar o papel do conhecimento no campo social por meio de uma reflexão sobre o uso do conceito de pobreza presente nos relatórios do Banco Mundial em uma perspectiva histórico-crítica. Levanta possíveis interpretações sobre quais são os interesses dessa instituição ao utilizar o conceito pobreza e ao divulgar as receitas direcionadas especialmente para os países em desenvolvimento no que se refere a como combatê-la. A partir dessa discussão ilustrativa, o artigo analisa o que pode estar por detrás da criação de um conceito e questiona-se sobre quais são os interesses do sujeito/pesquisador/instituição que articula as teorias.

This study raises questions about the role of knowledge in the social field through a reflection on the use of the concept of “poverty” in the reports of World Bank in a historical-critical perspective. It also raises possible interpretations upon what are the interests of this institution when using the term poverty and disclosing revenue especially directed to developing countries with regards to the fight against this situation. Based on this illustrative discussion, this article analyses what there might be behind the creation of a concept and raises questions about what are the interests of the subject/researcher/institution that articulates those theories.

Será que atirei pedra na cruz: pobreza e identidades em tensão / Just what God did I anger: poverty and identity tension

Neste artigo procuramos refletir sobre alguns impactos do sistema capitalista neoliberal na produção subjetiva daqueles que carregam a marca de estar na condição de pobreza socioeconômica. Para desenvolver esta reflexão, tomamos um caso paradigmático, ou seja, a história de uma – e, ao mesmo tempo, de muitas – usuárias dos serviços de Assistência Social de uma região periférica de Porto Alegre/RS. Partimos das especificidades do cotidiano desta mulher e, através de suas atividades, de suas condições materiais no mundo e da expressão de seus sentimentos, estabelecemos um diálogo que extrapolou a perspectiva de uma história individual. Revelou, entre outros aspectos, a dor existencial decorrente da experiência de ocupar lugares de pobreza na sociedade contemporânea, o que pode acarretar a total perda de referências e o enfraquecimento gradual dos laços sociais com a sociedade e a família.

The present paper is an attempt to reflect on some of the impacts of the neoliberal capitalist system on the subjective production of the population under socioeconomic poverty. In order to achieve our goal, we take one paradigmatic case, that is the story of one woman -who represents many women- using the social services provided to the so-called poor living on the outskirts of Porto Alegre, Brazil. The departure point was the analysis of her daily life, and by investigating her activities, her material possessions, and the expression of her feelings we engaged in a dialog that went beyond the perspectives of an individual story. Among other aspects, it was disclosed the existential pain of having a poverty status in the contemporary society. Such situation might lead to a total loss of references and to a gradual weakening of social and family bonds.

A naturalização da pobreza: reflexões sobre a formação do pensamento social / The naturalization of poverty: reflections on the formation of social thinking

Neste trabalho investiga-se como a ideologia neoliberal pode influenciar a formação do pensamento social contemporâneo no que se refere à estrutura socioeconômica brasileira. Para tanto, procura-se refletir criticamente sobre algumas proposições que estão presentes na vida cotidiana e incorporadas em nossa linguagem, tais como o conceito de pobreza, a sobrevaloração da prática do voluntariado, o mercado em torno do sofrimento humano com a ampliação do Terceiro Setor, entre outras. Embora, nas últimas décadas, o campo de estudo e de intervenção sobre a pobreza e os seus impactos tenha sido ampliado pelo Estado e pela sociedade civil, a hipótese defendida neste artigo é a de que muitos desses discursos, aparentemente a favor da redução da desigualdade social, tendem a legitimar a manutenção da pouca mobilidade social e, consequentemente, a aceitação e naturalização da pobreza no cotidiano.

This paper investigates how the neoliberal ideology can influence the formation of contemporary social thought with regard to the socio-economic structure of Brazil. To this end, we seek to reflect critically on some propositions present in everyday life and incorporated into our language, such as the concept of poverty, the overevaluation of the practice of voluntary work, the market around the human suffering with the expansion of the Third Sector, among others. Although in recent decades the field of study and intervention on poverty and its impact has been magnified by the state and civil society, the hypothesis put forward here is that many of these discourses, apparently in favor of reducing social inequality, tend to legitimize the maintenance of low social mobility and, consequently, the acceptance and naturalization of poverty in everyday life.

Contextos, processos e memórias: narrativas sobre saúde mental nas décadas de sessenta a oitenta no Brasil / Contexts, processes and memory: narratives about mental-healthcare from the 1960's to the 1980's in Brazil

Este artigo relata resultados parciais de pesquisas que vem sendo desenvolvidas, na dimensão da História Social, acerca dos processos de instituição da Psicologia no Brasil. No presente texto, partimos de memórias sobre as práticas no campo da saúde mental e tecemos considerações acerca do contexto brasileiro nos anos sessenta, setenta e oitenta, especialmente no que se refere à práticas desenvolvidas no Rio Grande do Sul. Dentre as abordagens utilizadas para apoiar a realização do estudo ressalta-se a história oral com a coleta de narrativas. Essas foram associadas a outros documentos e materiais midiáticos. A partir desse corpus se efetivou a análise. Dentre os resultados obtidos destaca-se a influência da Psiquiatria Comunitária e a relevância de experiências prévias de saúde comunitária para a consecução de transformações nas concepções e práticas de saúde e, mais especificamente, nas políticas de saúde mental brasileiras.

This article reports partial results of researches that are being developed, in the Social History dimension, about the institutionalization processes of Psychology in Brazil. In this text, we discuss memories of the mental healthcare practices and build considerations about the Brazilian context of the 1960s, '70s and '80s, specially concerning the practices developed in Rio Grande do Sul state. Among the approaches utilized to sustain this study, oral history with narrative collection is preeminent. These narratives were associated with documents and mediatic material. From this corpus, the analysis of the narratives that were in the practices of mental healthcare in the period mentioned above were effectuated. Among the results obtained, are highlighted: the influence of Community Psychiatry and the relevance of previous community healthcare experiences for the attainment of changes in conceptions and practices of health and, more specifically, in the Brazilian mental healthcare policies.
