Resumo: Este artigo tem por objetivo debater a gênese, o desenvolvimento e a consolidação da fração mais crítica do Serviço Social no Uruguai. Produto de estudo pós-doutoral realizado na Universidade da República e financiado pela Fapesp em 2020, o texto aborda os elementos centrais que sustentaram a formação de um Serviço Social progressista a partir das lutas latino-americanas coletivamente travadas nas décadas de 1960, 1970 e 1980, e o fim da ditadura cívico-militar no Uruguai em 1985.
Abstract: This article aims to discuss the genesis, development and consolidation of the most critical fraction of Social Work in Uruguay. Product of a postdoctoral study conducted at the University of the Republic and funded by Fapesp in 2020, the text addresses the central elements that sustained the formation of a progressive Social Work from the Latin American struggles collectively fought in the 1960s, 1970s and 1980s, and the end of the civic-military dictatorship in Uruguay from 1985.

Resumen: La presente comunicación es un primer avance de la investigación "La activación como estrategia de combate a la pobreza..." en curso. Los autores sostienen, a partir de un análisis socio-histórico de los procesos de transformación en el mundo del trabajo marcado por la ofensiva del capital sobre las conquistas del trabajo, los discursos y prácticas que apuntan a la activación como estrategia de combate al desempleo y la pobreza son consistentes y solidarios con la ofensiva mencionada.
Abstract: This communication is a first step in the research "Activation as a strategy to fight against poverty..." in progress. From a socio-historical analysis of the processes of transformation in the world of work, the authors argue that, in this regressive context, marked by the advance of capital over the conquest of work, discourses and practices that point to the activation. As a strategy to combat Unemployment and poverty are consistent and in solidarity with the mentioned advance.

El neoliberalismo continúa demostrando su manifiesta incompetencia a la hora de plantear una pauta razonable de integración social. Los Programas de Transferencia de Renta Condicionada implementados en Uruguay, a partir de la creación del Ministerio de Desarrollo Social (Mides) en el año 2005 se diseñaron con el explicito objetivo de combatir la pobreza extrema, consecuencia directa de la aplicación de las políticas neoliberales desarrolladas en el Uruguay. El artículo busca demostrar que la paradoja contenida en el propio dispositivo, es que esta búsqueda se realiza rindiendo culto a los límites impuestos por la retórica neoliberal.
Neoliberalism continues to demonstrate its incompetence when considering a reasonable standard of social integration. The Programs of Conditional Cash Transfer implemented in Uruguay from the creation of the Ministry of Social Development (Mides) in 2005 were designed with the explicit objective of combating extreme poverty, a direct result of the application of neoliberal policies developed in Uruguay. The article shows that the paradox in the device itself is that it attempts to perform within the limits imposed by the neoliberal rhetoric.
