Important studies of the downtown-periphery relationship were developed by four Marxist economists in the postwar. While Paul Baran and Paul Sweezy were precursors to this approach, Samir Amín and Ernest Mandel provided more elaborate developments of the same subject. All of them investigated in a post-war reconstruction and a capitalist expansion period, which widened the gap between the advanced and the lagged economies. What was your vision of this asymmetry?.

Resumen: El ensayo neodesarrollista de Argentina ha quedado afectado por la renuncia a una mayor apropiación estatal de la renta y por los subsidios improductivos a los capitalistas. Se reforzaron los perfiles extractivos y los desequilibrios industriales. Brasil no afrontó crisis y rebeliones de la misma envergadura y su política económica ha sido más conservadora. El neodesarrollismo es un programa de economías medianas afectadas por agroexportaciones, que disuaden la inversión fabril. Se intenta reorientar ese excedente pero se retrocede frente a los conflictos que suscita.
Argentina's neo-developmental trial was affected by the renunciation of a larger state appropriation of the income and by the unproductive subsidies to capitalists. Both the extractive profiles and the industrial imbalances were reinforced. Brazil did not face crises and rebellions on the same scale, and its economic policy has been more conservative. Neo-developmentism is a program of medium economies affected by agro-exports that deter the industrial investment. It aims at reorienting that surplus, but it moves backwards when it is faced with the conflicts raised.

El agravamiento de la crisis global acentúa las limitaciones de la economía latinoamericana para atemperar la turbulencia. Las enormes reservas terminarán socorriendo a los banqueros europeos si no hay avances en la moneda común. El extractivismo exportador impide repetir el desarrollo manufacturero asiático y refuerza la preeminencia de las empresas transnacionales. La batalla de los estudiantes chilenos ilustra cómo las resistencias sociales tienden a converger con la nueva oleada mundial de protesta juvenil.
The aggravation of the global crisis stresses the limitations of the Latin American economy to restrain the turbulence. The huge reserves ended up rescuing European bankers because there was no improvement in the common currency. The exporting extraction prevents the repetition of the Asian manufacturing development, and it strengthens the transnational companies’ pre‑eminence. The Chilean students’ fight shows how the social resistances tend to converge on the new worldwide wave of young people’s protest.
