Era uma vez... a gênese e o desenvolvimento da Rede Cedes como experiência de gestão participativa do Ministério do Esporte do Governo Federal ­ 2003/2018 / Once upon a time... the genesis and development of the Cedes Network as a participatory management experience of the Ministry of Sport of the Federal Government - 2003/2018

Objetivou-se analisar a gênese e o desenvolvimento da Ação Programática/Programa Rede CEDES, da Secretaria Nacional de Desenvolvimento de Esporte e Lazer do Ministério do Esporte, visando identificar estratégias de gestão, seus resultados, bem como determinantes socioculturais, econômicos e políticos presentes. Estudo de natureza quali-quantitativa que reuniu pesquisa documental, bibliográfica e informações obtidas por entrevistas realizadas com gestores(as) e pesquisadores(as) participantes da experiência analisada. Identificamos uma experiência de Política Pública de Esporte e Lazer que prezou pela gestão participativa em rede e culminou na criação de Centros de Pesquisas em cada Unidade da Federação, que alcançaram resultados significativos, considerando sua diversidade, convivência entre o estruturado e o não estruturado, articulações, rede de conhecimento, formação e informação.

The aim of this study was to analyze the genesis and development of programmatic action - CEDES Network Program, of the National Secretariat for Sport and Leisure Development of the Ministry of Sport, in order to identify management strategies, their results, as well as sociocultural, economic and political determinants present. A qualitative-quantitative study that gathered documentary, bibliographic and information research obtained from interviews with managers and researchers participating in the analyzed experience. We identified an experience of public policy of sport and leisure that valued participatory management in network and resulted in the creation of Research Centers in each City of the Federation, and that produced significant results, considering their diversity, the coexistence between the structured and the unstructured, articulations, knowledge network, training, and information.

Balanço bibliométrico da produção científica em políticas públicas de lazer ­ Brasil 2012/2017 / Bibliometric balance of scientific production in public leisure policies - Brazil 2012/2017

A produção de conhecimento na área da Educação Física e Ciências do Esporte ocorre, quase que exclusivamente, em universidades públicas e, em larga escala, junto aos programas de pós-graduação. Depreende-se, portanto, que as dissertações de mestrado e as teses de doutorado são produtos originais que possibilitam apreender e compreender a forma pela qual se organiza um campo de conhecimento ou comunidade investigadora. Na atualidade, e tendo em vista a lógica de produtividade imposta aos pesquisadores, os conhecimentos produzidos são difundidos, principalmente, por meio de artigos acadêmicos-científicos e publicados em periódicos. Foi a partir dessa compreensão, e constatação, que se procurou investigar a produção acadêmico-científica que tematizou as políticas públicas de lazer. O objetivo geral foi determinar as principais características dos artigos acadêmico-científicos veiculados em periódicos da Educação Física pertencentes ao Qualis 2013/2016, no período entre 2012 e 2017. Trata-se de uma pesquisa quali-quantitativa, de caráter descritivo-analítico, na qual valeu-se de procedimentos métricos para a sua operacionalização. A amostra foi composta por 112 artigos veiculados em 04 periódicos do referido campo acadêmico. Destaque para a Revista Licere, que veiculou 31% da produção do período. No que se refere à regionalização dos periódicos, observou-se predominância no eixo sulsudeste, confirmando que os resultados da desigualdade econômica, social e política brasileira se manifesta em diversas dimensões da vida. Com relação à autoria, identificou-se que primeiro autor dos artigos analisados detém, predominantemente, título de doutorado e vínculo empregatício com IES públicas das regiões Sul e Sudeste. Considerando os distintos elementos da policy analysis, identificou-se que a dimensão da policy foi a mais problematizada nas pesquisas realizadas, ou seja, em 54% dos artigos analisados os pesquisadores desse subcampo desenvolveram estudos sobre os conteúdos materiais e concretos das políticas públicas de lazer, sendo que o esporte aparece como conteúdo cultural predominante...(AU)

The production of knowledge in the area of Physical Education and Sports Sciences occurs, almost exclusively, in public universities and, to a large extent, in graduate programs. It is therefore understood that master's dissertations and doctoral theses are original products that make it possible to apprehend and understand the way in which a field of knowledge or research community is organized. At the present time, and in view of the logic of productivity imposed on researchers, the knowledge produced is disseminated mainly through academic-scientific articles and published in journals. It was from this understanding, and verification, that we sought to investigate the academic-scientific production which thematized public leisure policies. The general objective was to determine the main characteristics of the academic-scientific articles published in Physical Education journals belonging to Qualis 2013/2016, in the period between 2012 and 2017. This is a qualitative-analytical, descriptive-analytical research in the which was used of metric procedures for its operationalization. The sample was composed of 112 articles published in 04 periodicals of said academic field. It is worth mentioning the Licere, which accounted for 31% of the period production. As regards the regionalization of the periodicals, a predominance was observed in the south-southeast axis, confirming that the results of Brazilian economic, social and political inequality are manifested in different dimensions of life. With regard to authorship, it was identified that the first author of the articles analyzed predominantly holds a doctorate degree and an employment relationship with public HEIs in the South and Southeast regions. Considering the different elements of the policy analysis, it was identified that the dimension of the policy was the most problematized in the researches conducted, that is, in 54% of the analyzed articles the researchers of this subfield developed studies on the material and concrete contents of leisure, and sport appears as the predominant cultural content...(AU)
