RESUMEN
La estrategia en salud ambiental va encaminada hacia el establecimiento de programas de prevención y control de los riesgos del ambiente sobre la salud humana, el auge del comercio a cargo de empresas nacionales, mixtas y extranjeras, así como el desarrollo del turismo que ha tenido lugar en los últimos años en Cuba. Por tal motivo, es de gran importancia garantizar el uso de productos químicos y tecnologías ambientales eficaces con un nivel de riesgo mínimo para la salud humana. Para el presente trabajo se realizó una revisión de los expedientes de productos y tecnologías ambientales sujetos al proceso de registro sanitario en el período comprendido de 1996 al 2003. Se clasificaron los productos y tecnologías vinculadas al ambiente y la salud, entre ellas las utilizadas en el tratamiento y desinfección de las aguas potables, recreativas y residuales, y se definieron los indicadores de mayor relevancia que permitan la evaluación por parte del comité de expertos.
The environmental health strategy is directed to the establishment of programs of prevention and control of environment risks for human health, the increase of trade carried on by national, mixed and foreing enterprises, as well as the development of tourism during the last years in Cuba. Therefore, it is very important to guarantee the use of chemicals and efficient environmental technologies with a minimum risk level for human health. The records of products and environmental products subject to the process of sanitary registry from 1998 to 2003 were reviewed.The products and technologies related to environment and its health and, among therm, those used in the treatment and disinfection of drinking water, water devoted to recreational activities and sewage, were classified. The most significant indicators allowing the Expert Committee to evaluate this situation, were also defined.
RESUMEN
El informe sobre el desarrollo humano 2003 sostiene que para revertir el descenso del crecimiento económico experimentado por numerosas naciones en el 2000, las estrategias de desarrollo han de centrarse no sólo en el crecimiento económico, sino también en una distribución más equitativa de la riqueza y de los servicios. ¿Qué ha hecho Cuba al respecto? En este trabajo se resume la relación entre indicadores asociados al desarrollo humano, el medio ambiente y la salud en diferentes etapas del proceso revolucionario cubano, en el que sobresale una constante: la equidad, la justicia social y la ocupación del Estado con este propósito. Se reflejan los resultados fundamentales obtenidos en esas esferas y algunos elementos que caracterizan la labor consciente y previsora después del triunfo de la Revolución en la protección del medio ambiente y la salud de la población, así como la utilización de los recursos disponibles en función de potenciar el desarrollo del capital humano. Incluye los principales momentos de la estrategia ambiental nacional, con particular énfasis en el desarrollo de la salud ambiental, y se muestra un resumen de los instrumentos jurídicos internacionales relacionados con el aspecto ambiental firmados por la isla mayor de las Antillas en las 3 últimas décadas.
The human development report 2003 states that in order to revert the decrease of the economic growth experienced by numerous nations in 2000, the development strategies should focus not only on economic growth, but also on a more equitable distribution of wealth and services. What has Cuba done about it? In this paper, it its summarized the relation between indicators associated with human development, environment and health in different stages of the Cuban revolutionary process, in which equity ,social justice and the State's concern on this regard are constant. The fundamental results obtained in these spheres and some elements characterizing the conscious and foresighted work done after the triumph of the Revolution in connection with the protection of the environment and the health of the population, as well as the utilization of the available resources to potentiate the human capital, are dealt with. The main moments of the national environmental strategy, with particular emphasis on the development of environmental health, are included. It is made a summary of the international legal instruments regarding the environmental aspects that have been signed by the greatest island of the Antilles in the last three decades.
