RESUMEN
Resumo: O artigo analisa o financiamento do Programa de Ciência, Tecnologia e Inovação do CNPq, entre os anos de 2013 e 2021, evidenciando a direção dos recursos e as prioridades assumidas antes e após a Emenda Constitucional 95/2016. É uma pesquisa documental, de abordagem quantitativa e análise estatística descritiva. Evidenciamos tendência decrescente dos gastos - em 2021 correspondeu a 43% do gasto de 2013. A redução de recursos para a ciência impede o Brasil de avançar na produção de conhecimentos.
Abstract: The article analyzes the financing of the Science, Technology and Innovation Program of CNPq, between the years 2013 and 2021, showing the direction of resources and the priorities assumed before and after the Constitutional Amendment 95/2016. It is a documentary research, with a quantitative approach and descriptive statistical analysis. We evidence a decreasing trend in spending - in 2021 it corresponded to 43% of spending in 2013. The reduction of resources for science prevents Brazil from advancing in the production of knowledge.
RESUMEN
Este artigo tem por objetivos discutir: a) as contribuições proporcionadas pela ciência moderna para o desenvolvimento das forças produtivas no capitalismo e como ela serviu (e ainda serve) como meio de controle da força de trabalho e de valorização do capital; b) como a produção de conhecimentos passou a ser apropriada de forma mais profunda pelo capital diante de sua crise. Trata-se de uma pesquisa bibliográfica baseada em obras marxistas. A partir deste estudo, consideramos que a "imbricação nociva" entre a produção de conhecimentos e as necessidades de acumulação do capital deixa explícita a necessidade de uma luta coletiva em favor da reversão desse processo.
This article aims at discussing: a) the contributions made by modern science to the development of productive forces in capitalism and how science worked (and still does) as a means to control the labor force and to value capital; b) how the production of knowledge started to be appropriated by the capital during its crisis. This is a bibliographical research study based on Marxist works. Based on this study, we understand that the "harmful imbrication" between production of knowledge and the capitalist need of accumulation highlights the need of a collective fight for reversing this process.
