RESUMEN
This article provides an analysis and critical review of progress in policy development and programme implementation in human resource development (HRD) in the public health sector. The past year has been characterised by major debates and conflicts in policies affecting future HRD. There has also been uneven progress in the implementation of HRD policies at all levels. The translation of South Africa's innovative and widely consulted health policies into a decentralised; integrated system providing accessible; comprehensive and caring services is proving difficult. In no other area of health sector is the need for progress more than in the field of human resources
