Objective To investigate the gene mutations of calcium-and integrin-binding protein 2 (CIB2) 196C>T, 272T > C and 297C > G carried by students with non-syndromic hearing impairment from special educational schools in Yunnan Province. Methods The experimental group included 337 students with non-syndromic hearing impairment who failed to carry deafness gene with GJB2 (35 del G, 176_191 del 16,235delC, 299_300 del AT), GJB3 (C538T,G547A), mtDNA 12S rRNA (A1555G, C1494T), and SLC26A4 (IVS7_2A>G, A2168G) . The control group consisted with 150 healthy people. Genomic DNA was isolated from peripheral blood with EDTA anti-coagulate. The subject's DNA fragments including CIB2 196C>T, 272T > C and 297C> G were amplified by polymerase chain reaction (PCR), and subsequently analyzed by direct sequencing to identify deafness-associated mutations. Results Both in the experimental group and control group, we failed to find the mutation of CIB2 196C>T, 272T>C and 297C>G in all individuals. Conclusion Mutations in CIB2 gene 196C>T, 272T>C and 297C>G are not a frequent cause of non-syndromic hearing loss among deaf people in Yunnan province. It provided important information for deafness with formulating landscape of gene screening in this region.

The human calcium- and integrin-binding protein (CIB) family is composed of CIB1, CIB2, CIB3, and CIB4 proteins and the CIB4 gene affects fertility. Kermani sheep is one of the most important breeds of Iranian sheep breeds. The aim of this study was to analyze for the first time molecular characteristics of the CIB4 gene and protein in Kermani sheep. Different tissues were collected from the Kermani sheep and real time PCR was performed. The PCR products were sequenced, comparative analyses of the nucleotide sequences were performed, a phylogenetic tree was constructed, and different characteristics of CIB4 proteins were predicted. Real time PCR results showed that the CIB4 gene is expressed only in testis of Kermani sheep. The cDNA nucleotide sequence was identical with small tail Han sheep, cattle, goat, camel, horse, dog, mouse and human, respectively 100, 99, 99, 98, 98, 96, 96, and 96%. Hence, it can be suggested that the CIB4 gene plays a role in male fertility. Based on the phylogenetic analysis, sheep CIB4 gene has a close relationship with goat and cattle first, and then with camel and whale. Although we demonstrated that CIB4 is a testis-specific gene, expressed only in the testis and it interacts with other proteins, the mechanisms by which CIB4 expression is regulated need to be elucidated.

A Comissão Intergestores Bipartite (CIB) foi instituída pela Norma Operacional Básica 01/93 e responde pelos aspectos operacionais do Sistema Único de Saúde (SUS). É um espaço de negociação e pactuação entre gestores municipais e estaduais, promovendo a integração dos diferentes sistemas municipais de saúde sob coordenação do governo estadual. As normas expedidas pela CIB, na forma de resoluções, têm natureza jurídica de direitos-meio, isto é, estabelecem os procedimentos específicos para realização do direito à saúde, permitindo que todos os potenciais destinatários destas normas possam conhecer, aderir, criticar ou mesmo judicializá-las. O poder normativo da CIB decorre da previsão legislativa expressa para regular os aspectos operacionais do SUS e da legitimidade democrática, exercida diretamente pelo cidadão, ou através dos Conselho Estadual de Saúde (CES). As normas que emanam deste fórum deliberativo devem ser respeitas por integrarem o ordenamento jurídico e cumprirem sua função de instrumentalização normativa do SUS. Nesse sentido, o objetivo desta pesquisa foi discutir o poder normativos da CIB e a efetividade de suas normas, a partir do paradigma do discurso do direito. Realizamos uma análise documental, a partir das resoluções e das atas da CIB, para compreender sua dinâmica discurso-deliberativa e caracterizá-la, ou não, como um espaço de gênese democrática de direitos. Identificamos e classificamos as propostas aprovadas quanto à correspondência com as resoluções do CES, quanto ao conteúdo, à forma de aprovação à dinâmica da discussão das propostas aprovadas que resultaram em resoluções. Foi possível perceber que há um grande potencial democrático na CIB, um potencial que precisa ser explorado. Mas há também fragilidades e contradições na dinâmica das discussões no interior da Intergestores. Há indício de uma institucionalização que mina o potencial democrático-discursivo e se fecha à participação e controle social...


The Intermanager Bipartite Commission (IBC) was instituted by the Basic Operational Norm 01/93 and responds for the operational aspects of the Unified Health System (UHS). It is a forum for negotiation and pactuation between municipal and state managers, promoting the integration of the various municipal health systems coordinated by the state government. The norms issued by the IBC in the form of resolutions , have the nature of procedural rights, in other words, establish specific procedures for fulfill the right to health , allowing all potential receivers of these norms to acknowledge, support, criticize or even challenge them in court. The normative power of the ICB results from express legal prevision to regulate the operational aspects of the UHS, and its democratic legitimacy is the result of the control exercised directly by citizens or through the State Council of Health (SCH). The norms that emanate from the ICB should recognize as a part of the legal order and fulfill its operational goal inside the legal health system. Accordingly, the objective of this research was to discuss the normative power of the IBC and the effectiveness of its resolutions, under the paradigm of the discourse theory of law. The methodology was fulfilled through the documentary analysis of the resolutions and discussions of IBC, to understand its deliberative and discursive dynamics to characterize it, or not, as a forum for democratic genesis of rights. We identify and rank the proposals approved as its correspondence with the resolutions of the SCH, as its the content, its approval procedures, and the dynamics of the discussion to approve proposals that resulted in resolutions. We observed that there is a great democratic potential in IBC, a potential that needs to be explored. Hepatocellular carcinoma (HCC), among the most common malignancies worldwide, remains a major threat to public health, and there is an urgent need to identify novel biomarkers for diagnosis, prognosis and targets for anti-cancer treatment. In this study, two-dimensional polyacrylamide gel electrophoresis coupled with ESI-Q-TOF MS/MS analysis was used to identify differentially expressed proteins among the HCC tumour centre, tumour margin and nontumourous liver tissues. In total, 52 spots with significant alteration were positively identified byMS/MSanalysis. Altered expression of representative proteins, including CIB1, was validated by Western blotting. Immunostaining suggested an increase tendency of CIB1 expression from nontumourous liver tissue to tumour centre. Knockdown of CIB1 expression by RNA interference led to the significant suppression of the cell growth in hepatoma HepG2 cells. These data suggest that CIB1 may be used as a novel prognostic factor and possibly an attractive therapeutic target for HCC.

Introdução: Trata-se da descrição do papel da CIB-MG no processo deregionalização do SUS em Minas Gerais, desde sua criação e constituição. Relata o histórico do seu desenvolvimento, capilarização e empoderamento como lócus de co-gestão do sistema estadual de saúde, seu modus operandi (os Planos Diretores de Regionalização), os pactos nela gerados relativos ao processo de descentralização e regionalização através da constituição das macro e microrregiõesde saúde e suas respectivas CIBs. Objetivo geral: Descrever como a CIB/MG contribuiu para o processo de regionalização em Minas Gerais, no período de 2004 a 2007. Metodologia: Trata-se de um estudo qualitativo, utilizando como técnica principal o Estudo de Caso descritivo simples. Resultados e Discussão: Os achados das atas demonstram que a CIB/SUS/MG desenvolve um trabalho significativo na discussão das políticas de saúde do Estado. Tem elevado grau de participação de gestores e técnicos estaduais e municipais, bem como de representantes de consórcios intermunicipais de saúde nas suas pactuações e deliberações. Mantém também relações verticais com as CIBs macro e microrregionais e a CIT. Introduction: This is the description of the role of the CIB-MG in the process ofregionalization of public health in Minas Gerais since its creation and constitution. It chronicles the history of its development, empowerment and capillarization as a locus of co-management of the state health system, its modus operandi (MasterplansRegionalization), it generated the covenants relating to the process of regionalization and decentralization through the establishment of macro and micro health and their CIBs. General Objective: To describe how the CIB / MG has contributed to the regionalization process in Minas Gerais in the period 2004 to 2007. Methodology: This is a qualitative study using the technique as the main descriptive single case study. Results and Discussion: The findings of the minutes show that the CIB / SUS/ MG develops significant work in the discussion of health policies in the state. Has high degree of participation of managers and technical state and municipal as well as representatives from Health Consortia in their agreements and resolutions. It alsomaintains relations with the vertical CIBs macro and micro-regional and CIT. There is a high degree of freedom and the horizontality of the points of agenda setting and great participation, either numeric or representative of the actors from the spheres of government. Nevertheless, it still sets a framework for the predominance of the interests of regions of greater economic and political power both in the allocation ofresources, as in maintaining the status quo and the system of care model of health care. Conclusion: The CIB / SUS / MG plays a fundamental role for the state health system in Minas Gerais, an area of democratic debate of ideas and opinions.
