RESUMEN
Se caracteriza la formación de recursos humanos en el campo de los Registros Médicos, las Ciencias de la Información y la Informática Médica como parte de la tendencia actual de convergencia en un profesional integrado, altamente calificado en las Tecnologías de la Información y las Comunicaciones, para gerenciar las condiciones en que se comparte el conocimiento necesario en la toma efectiva y oportuna de decisiones en los procesos de la salud en general y su evolución en el Sistema de Salud Cubano. Se describen los fundamentos básicos del diseño curricular del perfil de Gestión de Información en Salud de la carrera de Tecnología de la Salud, integrado por tres momentos certificativos: técnico básico, técnico medio y licenciado en el perfil de Gestión de Información en Salud de la citada carrera, así como el proyecto para el control de la implantación y seguimiento que se realizó a los procesos docente-educativos que permitió realizar los ajustes pertinentes. Se analizaron las características y competencias del graduado y se concluye que de aprovecharse en toda su potencialidad este recurso humano, que ya es trabajador de la salud desde su segundo año de formación, es indudable que tiene un impacto positivo en el desarrollo de los servicios de salud en que está involucrado, lo que permite alcanzar resultados óptimos en los procesos de salud para alcanzar cada día mejores índices de salud y bienestar de la población.
This paper characterized the formation of human resources in the field of medical records keeping, information sciences, and medical informatics, as part of the present tendency to train a highly skilled and integral ICT professional to manage the conditions under which the required knowledge is shared, with a view to effective and timely decision-making in the health processes and the evolution of this professional in the Cuban health care system. It also described the fundamentals of the curricular design of the Health Information Management profile in the health technology career, which has three certified levels: basic technician, middle-level technician and Bachelor of Health Information Management, and additionally, it gave details of the project for the control of implementation and follow-up of the teaching-educational processes, which allowed making the relevant adjustments. The features and competencies of the graduate were analyzed, and it was concluded that if the potentialities of these human resources - who become health workers since the second academic year of their studies - are fully utilized, they will undoubtedly have a positive impact on the development of health services and will contribute to achieve optimal results in health processes and better health and satisfaction indicators for the population.
RESUMEN
OBJETIVO: presentar la evaluación del currículo del perfil de Gestión de Información en Salud, como parte del proceso de diseño e implantación a partir de la ejecución del proyecto de investigación-acción que le dio origen. DESARROLLO: el modelo evaluativo fue concebido de manera participativa mediante la incorporación de todos los actores involucrados. Se consideró la evaluación de manera que estuviera centrada en la institución y el usuario, y se pudieran tomar las decisiones correspondientes para su perfeccionamiento, orientadas hacia el alcance de los objetivos planificados, el plan de estudios y el proceso de enseñanza-aprendizaje, aplicando diversas técnicas e instrumentos. Fue aplicado en 3 fases: autoevaluación, ajuste y mejora y evaluación externa. Se plantea mantener el diseño curricular actual con ligeras modificaciones que no afectan su esencia, también se comprobó la pertinencia del modelo pedagógico el cual conserva las ideas rectoras de los ejes en la formación de valores y vinculación en la práctica social y preserva la continuidad de estudios según las esferas de competencia y desempeño de los educandos, así como fue definida la estrategia para el uso intensivo de las tecnologías de la información y las comunicaciones en el proceso de enseñanza-aprendizaje y el trabajo en red. Se apreció como deficiencia la descentralización prematura del plan de estudios sin garantizar el aseguramiento metodológico, condiciones materiales y acreditación de escenarios docentes. CONCLUSIONES: se identificaron las insuficiencias de cobertura en equipamiento y bibliografía y se tomaron las medidas correspondientes para el desarrollo efectivo del proceso docente y ajustes al modelo educativo en su conjunto. Se realizaron recomendaciones para el trabajo futuro.
OBJECTIVE: to present the evaluation of the curriculum design of the Health Information Management profile as part of the design and implementation process, starting from the carrying out of the research-action project that gave rise to it. DEVELOPMENT: the evaluative model was designed in a participative way by incorporating all the parts involved. The evaluation was conceived in such a way that it would be centred in the institution and in the user, and that the corresponding decisions for its improvement could be taken, directed to the achievement of the planned goals, the curriculum and the teaching-learning process by applying different techniques and tools. It had three stages: self-evaluation, adjustment and improvement and external assessment. It was recommended to maintain the current curriculum design, with light changes, without affecting its essence. It was proved the pertinence of the pedagogical model, which conserves the ruling ideas of the axes in the formation of values and linking in the social practice. It also preserves the continuity of the studies according to the spheres of competence and performance of the students. The strategy for the intensive use of the information and communications technologies in the teaching-learning process, and in the network work was defined. The early decentralization of the curriculum without guaranteeing the methodological assurance, the material conditions, and the accreditation of the teaching settings was considered a deficiency. CONCLUSIONS: a lack of bibliography and equipment was observed, and the appropriate measures for the effective development of the teaching process and the adjustment of the educational model as a whole were taken. Recommendations for the future work were made.
