Objective:This paper aims to promote the standardization of ethics review of horizontal scientific research projects and improve the ethics review quality by analyzing the current ethics review practice in a certain tertiary hospital, identifying common problems during the review process, illustrating relevant causes and proposing corresponding solutions.Methods:Through introducing the current situation of ethics review of horizontal scientific research projects in a tertiary level hospital, the differences between the main points of ethics review of horizontal scientific research projects and government-funded scientific research projects were analyzed, so as to sort out the common problems and possible causes in the process of ethics review of horizontal scientific research projects, and then explore the possible corresponding solutions.Results:Based on the characteristics of horizontal research projects, ethics review should focus on their scientific and social values, potential conflicts of interest, protection of subjects′ rights and interests, and whole-process management and quality assurance. At present, there are still many problems, such as a large number of projects, but not many projects with high research value, inadequate project process management, and ineffective implementation of ethics review opinions.Conclusions:The hospital should further improve the management system of horizontal scientific research project approval, bring in more comprehensive review regarding to both scientific and ethics review, engage more experts at the outset of project funding decision-making, set up ethics specialists, strengthen the process management of horizontal scientific research projects, strengthen ethical publicity and education, and improve the ethical awareness of researchers to fully protect the rights and interests of subjects and promote the high-quality development of clinical research.

Objective:Taking the research field of pulmonary infection as an example, this study analyzed the core author institutions, research hotspots and burst keywords, and explored the application value of scientific knowledge graph in the first step of scientific research management-optimization of scientific research project selection.Methods:" Pulmonary infection" or " pneumonia" were used as key words in CNKI data base from 2014 to 2020, and medical science was selected as the discipline. Cite Space was used to generate the visual graph to analyze publishing institutions, keyword co-occurrence, topic clustering, and timeline burst keywords.Results:13 169 documents were retrieved, and 4 of the top 5 institutions were in Henan Province. In 2020, " Novel Coronavirus" and " Novel Coronavirus pneumonia" were the new hotspot words. " Chronic obstructive pulmonary disease " , " blood gas index" , " inflammatory factor" , and " vitamin A" were the burst keywords in 2018.Conclusions:Scientific knowledge graph is objective, scientific, and efficient in the development of science. It has certain feasibility in the optimization of project selection in scientific research work, and can also be used as a reference basis for experts to evaluate the project reasonability, so as to ensure objectivity and equity. This study also provides reference for scientific research management strategy, reduces research funding costs, and improves the efficiency and capacity of scientific research management.

Objective:By sorting out the occurrence of the risk outcomes of scientific research project in the hospital, conducting root-cause analysis, the risk management theory, process and methodologies are introduced into the management system of hospital scientific research projects to reduce the occurrence of risk outcome of scientific research projects.Methods:Through literature review and the reflection of daily scientific research management practice, the risk characteristics of clinical scientific research projects were systematically summarized, comparative analysis were conducted to explore the effectiveness before and after the introduction of risk management, and the practical experiences of scientific research project risk management were summarized.Results:There are mainly six types of internal and external risks in hospital scientific research projects, which lead to project termination, project modifications, project delays, assessment index adjustments, budget adjustments and other risk issues. By establishing scientific research project risk management environment, standardizing risk management procedures, as well as establishing risk-monitoring and early warning information system, the introduction of risk management system enables more effective control of scientific research project risks in hospitals.Conclusions:The application of risk management in the management of scientific research projects in hospitals has showed positive impact. The risk management of scientific research projects in hospitals has certain practical value and feasibility. The exploration of risk management theories and methods should be continued to promote the high-quality development of hospital scientific research project management.

Objective:To establish a supportive and effective management mode of scientific research project application, promote the capacity building of scientific research in the hospital.Methods:Retrospective analysis was conducted on the national and provincial scientific research projects of Xinhua Hospital Affiliated to Shanghai Jiaotong University Medical School from 2010 to 2019, and the practical effect of " point to point" management mode of scientific research project application was evaluated.Results:The funding rate of Xinhua Hospital, especially national scientific research projects and provincial talents projects, was greatly improved by adoption of the multi-dimensional " point to point" management mode of scientific research project application. The number of national scientific research projects increased from 34 (26.02 million) in 2010 to 72 (51.0851 million) in 2019.The number of provincial talents projects increased from 5 (1.05 million) in 2010 to 26 (6.5 million) in 2019.Conclusions:The " point to point" management mode of scientific research project application plays an important role in promoting the overall funding rate. Enhancement of comprehensive capacity of hospital scientific research can be achieved by further improvement of this management mode, early initiation and arrangement of funding application depending on the " close partner" entity, emphasizing scientific research talents cultivation.

Objective:This article aims to sort out the current situation and problems of horizontal scientific research projects in a tertiary hospital, so as to improve the management of horizontal scientific research projects, and to mobilize the enthusiasm of researchers to undertake horizontal scientific research projects, and give full play to their characteristics of interdisciplinary integration, transfer and transformation of scientific and technological achievements.Methods:A total number of 129 horizontal projects undertaken by Beijing Obstetrics and Gynecology Hospital, Capital Medical University from 2010 to 2019 were reviewed.The comparison of management policies and risk prevention of horizontal scientific research projects before and after 2017 was also analyzed.The existing problems were analyzed and relevant management suggestions were put forward.Results:From 2017 to 2019 the hospital undertook 18.7 horizontal research projects per year, which was 1.8 times of that 2010 to 2016.The hospital strengthened the cooperation with foundations, companies and foreign countries, carried out substantive scientific research, standardized the budget, leased or borrowed equipment, and built the joint laboratories by medical research and enterprise, and carried out risk prevention in human genetic resources and biological security.At present, there are still some problems, such as the lack of relevant policy basis for management, the management of project approval and conclusion is not in place, the conversion rate of achievements is low, and the horizontal scientific research projects of platform construction are need to be constructed.Conclusions:Our hospital will improve the relevant system of horizontal scientific research projects management, incorporate the horizontal scientific research projects into the position title evaluation, performance evaluation and reward, build various platforms through multiple channels, promote the interdisciplinary integration, and give full play to the characteristics of horizontal scientific research projects in promoting the transfer and transformation of scientific and technological achievements, so as to promote the discipline construction and scientific and technological innovation of the hospital, and accelerate the transformation of the hospital into innovative and research-oriented hospital.

To explore new forms of undergraduate comprehensive ability training and provide objective basis for it through application of the theoretical research on scientific research project teaching into the undergraduate teaching practice. In the light of the existing theoretical research, a detailed process design was made and carried out in a teaching cycle. The SWOT analysis was done through the questionnaire. The results showed the self-discipline of the project students improved significantly. Compared with other students, the information resources utilization rate of the project students increased 45.6 percentage points , comprehensive quality evaluation of them were 26 percentage points higher. The project completion degree was 87.3％, and one provincial innovation and entrepreneurship project and two school innovation and entrepreneurship projects were approved. The teaching form based on scientific research project has obvious effect in improving the comprehensive ability of undergraduates . Although facing many threats and shortcomings , the new teaching form has strong adaptability and feasibility.

Objective To explore the problems in traditional Chinese medicine (TCM) scientific research project management and provide possible countermeasures.Methods Through cluster sampling,all the scientific research administrators and staff in a hospital were selected.A questionnaire about TCM hospital scientific research management was designed and used in our study.Results The majority of participants were basically satisfied with current scientific research management in TCM.Problems were analyzed including complex project application,singular evaluating standard,inflexible fund management,and backward professional concept.Conclusions The management of scientific research projects in TCM should combine professional characteristics,innovatively and comprehensively improve management concept,system,team and method.

Objective To perform classification analysis of project applications,analyze the difference(s) between the approved projects and disapproved projects,identifying possible experiences and lessons to improve the project application management,as well as the guidance of applicants.Methods Based on the assessment scoring system built on informative platform,we collected the project application information including scores of both initial and re-review during the year 2013 and 2014.According to the assessment procedures and final decisions,all projects involved were categorized into three groups:granted project,project failed during the re-review process,and project failed in the initial review.Statistical analysis was performed on the ratings and detailed scoring of all these projects.Results Pair wise comparisons showed that granted projects were superior to other disapproved projects (P ＜ 0.05),in terms of declaration evidence,context and design of projects.Conclusions The current application and granting procedures works well for identifying high quality applications.Projects granted have their advantages satisfying the key indicators highlighted during the review process.With the help of informative platform,it's possible to achieve further detailed quantified analysis for scientific project applications,in which way,it renders the improvement of evaluation efficiency,equality and the guidance of the applicants.

Objective To investigate the implementation situation of scientific research projects in large general hospital,analyze the quantitative evaluation parameters to explore the improvement measures.Methods Sampling survey of all levels of research projects from one general hospital in Shanghai.Based on parameter index quantization,the progress of projects in different levels was com pared and analyzed.Results The progress index and achievement index are reliable quantitative indexes,and there is a linear correlation between these two indexes.Based on progress index,forecast for SCI publication of project can be carried out.There was no significant difference in the progress situa tion of all levels of projects.Higher level of project showed better SCI publication.Conclusions For the process management of scientific research projects at different levels,the quantitative indexes can be used to facilitate the early warning and supervision.Classified assessment should be implied to SCI publication for research projects at different levels.

Objective To achieve the hospital's scientific research objectives during the 13th five-year plan period,we designed to know about the potential NSFC application capacity and existed problems in our hospital.Methods Using "Questionnaire Star" network investigation platform to design questionnaire and conduct data analysis.Results Respondents are divided into two groups,one was who intend to apply in next three years while the other would not.it is found that there are obvious differences between the publication of SCI,as well as the previous research project application and conducting experiences.Conclusions In order to improve the rate of NSFC application,the hospital scientific management workers can consider doing the following:Improve the number of SCI papers published from the perspective of helping to encourage and forcing pressure.Strive for financial support from all parties and build a central experimental platform to create conditions for basic experiments for clinical medical workers.Regular and in time training for NSFC application.Some pressure when necessary to promote the extension of low-level study.Pay more attention to the incentives of research performance at the department level.

To establish a scientific and feasible evaluation index system and to assess medical research programs subsidized by the Shanghai Municipal Health Bureau in 2002-2006, so as to provide reference to aid the management department in decision-making and better guidance of research projects. Delphi expert consultation was employed to construct an evaluation index system, and used the system to comprehensively assess the funded projects. In the end, we found that the funding of the Shanghai Health Bureau had certain promoting effect in optimization of research team, startup of scientific research, training of research personnel, and the development of disciplines.
